Peraturan Pemerintah Nomor 41 Tahun 2007 tentang Organisasi Perangkat Daerah serta Peraturan Daerah Kabupaten Gresik Nomor 2 Tahun 2008 tentang Organisasi Perangkat Daerah Kabupaten Gresik. Salah satu fungsi Badan Kepegawaian Daerah adalah pembinaan disiplin kepada Pegawai Negeri Sipil di lingkungan Pemerintah Kabupaten Gresik dengan tujuan agar pegawai taat dan patuh terhadap tata tertib dan peraturan perundang-undangan yang berlaku. Sejalan dengan telah diterbitkannya Peraturan Bupati Gresik Nomor 28 Tahun 2009 tentang Pedoman Peningkatan Disiplin, Pelayanan Publik dan Prestasi di Lingkungan Pemerintah Kabupaten Gresik pada Tahun 2009 ini, serta Keputusan Bupati Gresik Nomor : 862/260/HK/437.12/2009 tentang Tim Pelaksana Peningkatan Disiplin, Pelayanan Publik dan Prestasi (PDP3) di Lingkungan Pemerintah Kabupaten Gresik, maka mau tidak mau, suka tidak suka Badan Kepegawaian Daerah harus mendukung dan merealisasikan sepenuhnya Peraturan Bupati dan Keputusan Bupati tersebut. Dalam rangka mengapresiasi program peningkatan disiplin, pelayanan publik dan prestasi, salah satu aspek dari kedisiplinan pegawai di Lingkungan Badan Kepegawaian Daerah yang perlu dibenahi, adalah kedisiplinan untuk mematuhi jam kerja, hal ini disebabkan masih tingginya pegawai yang terlambat masuk kerja sesuai ketentuan, sehingga secara tidak langsung akan mempengaruhi kinerja pelayanan administrasi kepegawaian kepada pegawai dan masyarakat di lingkungan Pemerintah Kabupaten Gresik. Oleh karena itu Kelompok Budaya Kerja FORMASI yang ada pada Badan Kepegawaian Daerah Kabupaten Kabupaten Gresik, akan akan berupaya untuk mencari strategi yang efektif guna meningkatkan kedisiplinan pegawai khususnya dalam mentaati ketentuan jam kerja, dengan harapan ke depan seluruh pegawai Badan Kepegawaian Daerah Kabupaten Gresik sudah tidak ada lagi yang terlambat masuk kerja sehingga apa yang

Sub Bidang Pembinaan dan Kesejahteraan Pegawai. (4) Bidang Kepangkatan dan Mutasi, terdiri dari: a. Sub Bidang Kepangkatan dan Mutasi Jabatan Struktural; b. Tugas dan dan Fungsi Fungsi Organisasi Organisasi Dalam kedudukannya sebagai Satuan Kerja Perangkat Daerah Kabupaten Gresik, Badan Kepegawaian Daerah sesuai dengan Peraturan Daerah Kabupaten Gresik Nomor 2 Tahun 2008 tentang Organisasi Perangkat Daerah Kabupaten Gresik serta Peraturan Bupati Gresik Nomor 49 Tahun 2008 tentang Rincian Tugas, Fungsi dan Tata Kerja Badan Kepegawaian Daerah Kabupaten Gresik, mempunyai tugas dan fungsi organik dengan tata kerja sebagai berikut : ”MEMBANTU BUPATI GRESIK DALAM MELAK UKAN UKAN PENYUSUNAN
DAN PELAKSANAAN KEBIJAKAN DAERAH DI BIDANG KEPEGAWAIAN, PENDIDIKAN DAN PELATIHAN ” Untuk melaksanakan tugas tersebut, fungsi Badan Kepegawaian Daerah Kabupaten Gresik adalah: a. Perumusan kebijakan teknis di bidang kepegawaian, pendidikan dan pelatihan; b. Pemberian dukungan atas penyelenggaraan pemerintahan daerah di bidang kepegawaian, pendidikan dan pelatihan; c. Pembinaan dan pelaksanaan tugas di bidang kepegawaian, pendidikan dan pelatihan; dan d. Pelaksanaan tugas lain yang diberikan oleh Bupati sesuai dengan tugas dan fungsinya.

Guna menindaklanjuti Peraturan Bupati Gresik Nomor 28 Tahun 2009 tentang Pedoman Peningkatan Disiplin, Pelayanan Publik dan Prestasi di lingkungan Pemerintah Kabupaten Gresik, dimana staf BKD merupakan salah satu ujung tombak dalam penegakan disiplin sehingga dapat menjadi contoh staf pada SKPD lain. 2. Diharapkan dengan disiplinnya pegawai BKD, maka pelayanan administrasi kepegawaian di lingkungan Pemerintah Kabupaten Gresik akan lebih baik dan memuaskan bagi pihak-pihak yang berkepentingan.
