GENERAL APPROACH AND METHODOLOGY General:
This Proposal has been prepared by the Consultants for construction supervision of works for Dualization and Rehabilitation of about 28 Km length of Larkana – Moenjodero road in Sindh in accordance with the Terms of Reference (TOR) appended in the Request for Proposal (RFP) documents provided by the Deputy Director (P&CA) National Highway Authority vide his invitation letter No: 6(194) / GM (P&CA) / NHA / 09 / 399 dated 14-32009 The works will be implemented under two packages. First Package having a length of 14 Km from Km 0+000 to Km 14+000 and the second Package from Km 14+000 to Km 27+950 of this road which originates from Larkana and finishes near Moenjodero Airport after passing through a number of villages. It will provide for improvement of the existing intensity of roads and connectivity with the Motorway M-8 Objectives:

The responsibility of supervision shall rest with the Engineer who shall issue instructions in writing to the Supervisory Consultants regarding the supervision of Works as per the Contract. Scope of Services:
As mentioned in the Terms of Reference (TOR) General Duties and Responsibilities of the supervision Consultants shall include the following: a) The Consult Consultant ant will will be designa designated ted as the "Enginee "Engineerr / Enginee Engineers rs Represe Representat ntative ive or Project Manager" for all civil and ancillary works financed under the project. The consultant will administer the civil work's contracts, make engineering decisions, be responsible responsible for quality quality assurance, assurance, provide general guidance and furnish furnish timely timely responses to the contractors in all matters relating to the civil works contracts. b) The Supervisory Supervisory Consultant Consultant will will advise NHA on all matters matters relating relating to the efficient efficient and successful execution of civil works contracts, and will at all times protect the interests of the project and will take all reasonable steps to keep the construction costs to a minimum, consistent with sound economic and engineering practices, and will prepare if not already existing a "Contract Administration and Construction Supervision Manual" outlining routines and standard operating procedures to be applied on contract administration and construction supervision, based on sound internationally recognized practice. Mobilization of Consultants Immediately after signing of the agreement (in case of award) with Client the Consultants shall mobilize their teams of engineers, experts and support staff having sufficient experience in their relevant fields, neces necessa sary ry equi equipm pmen entt and and other other requi require red d sour source ces s to take take up the the assignment for its accomplishment in an efficient manner with sound engineering skills and within the specified time and schedule and to the entire satisfaction of the client.
Meetings with Concerned Agencies Immediately after mobilization, the Consultants shall hold introductory meetin meetings gs with with the Client Client,, design design consul consultan tants ts and other other concer concerned ned agencies agencies to gather gather necessary necessary information, information, design and other reports, data calculations and drawings etc. which could be helpful in carrying out the assignment in accordance with the Terms of Reference / Scope of Work.
Methodology The methodology methodology proposed proposed hereunder hereunder by the Consultants Consultants for carrying carrying out the construction supervision of the project works is presented briefly hereunder just to give an idea of the Approach the Consultants are going to follow for execution of the assignment. The Consultant Consultants s shall direct their already already mobilized mobilized supervisory supervisory staff headed by a Resident Engineer to take up the supervision works. The Client shall provide the Consultants a duly signed copy of the Contract Document including drawings with the schedule of mobilization of the Contractor enabling them to plan their program accordingly. The supervision of construction works will be done on most scientific lines. Well qualified and experienced engineers and other staff will be deployed to undertake the project. 19. Issue the interim interim certificates certificates to NHA for payment to the Contractors on the basis of the 'Activity Schedule" or "Measured Work items", as the case may be having regard to any contractual provisions of advance payment, variation of price and exchange rate fluctuation etc. Certify the completion of the Activities/ Works or parts thereof thereof and and process process final payments payments to Contractors Contractors.. 20. All deliverables completed in all respect shall be submitted to the Employer with necessary verification or certifications with the construction period followed by three (03) months extended period for selected Staff, except for monthly Progress Reports, which shall of course be submitted on monthly basis.
