Sir, Object : Impact of the Metro Express on the residents of Beau Bassin Rose Hill and on the town
We, the undersigned inhabitants of Beau Bassin Rose Hill, deplore that there has not been adequate consultation on a major infrastructure project which will have a lasting impact on our lives as residents. Having to live with the consequences of a ‘fait accompli’, we are requesting information on the Metro Express as it will
affect our town and have an impact on our lives, both during the construction and the operation phases of the Metro Express. We deem that as inhabitants and tax payers we are entitled to this information. Regarding the construction phase, we wish to register our strong concern that the timing of the preparation of the tracé and reconfiguration of the utilities may may be taking place place to favour the interests of MetroExpress Ltd at the expense of residents, businesses and visitors to our town. Regarding the operation phase,
parts of the known tracé of the Metro Express will lead to a significant significant loss of
irreplaceable amenities, such as Promenade Roland Armand and Jardin Bijoux, which currently combine unique multiple benefits as pedestrian route, green corridor, jogging track, urban park. We are therefore requesting that the Municipality of Beau Bassin Rose Hill discloses well before the end of December 2017 the following detailed information: 1. The tracé
a. Where exactly the tram line is expected to pass: the exact “trac é”. b. The total width of the line, including buffer zones. c.
Whether there will be separators or barriers at junctions and whether the tracé will be fenced.
d. If grade separators are planned at Beau Bassin round-about and Rose Hill station. e. Location of feeder bus stops/parkings for the Reverend Lebrun and Beau Bassin/Mandela Street Metro Express stations. f.
Location and size of car parks for Metro Express passengers leaving their vehicles at the Reverend Lebrun/Beau Bassin/Rose Hill Metro Express stops/station.
g.
Which houses/walls or other structures will have to be demolished/removed on the line between Barkly and Rose Hill station.

2. Utilities

The number of electricity poles and transformers to be moved during construction.
b. The length and location of i. sewer pipes ii. water pipes iii. telephone and Internet lines (underground and overhead) to be moved. c.
The number of telephone and Internet connection cabinets to be moved and relocated.
d. The duration of works for the displacement and relocation of utilities at 2a, 2b and 2c, and of associated disruption of service. e. Time schedule of works. f.
The measures to be taken to ensure that inhabitants in the vicinity of the Metro Express line do not suffer from the disruption of the above-mentioned utility services.
3. Traffic and pedestrian access
a.
Which streets in Beau Bassin Rose Hill will become o ne-ways during construction and operation.
b. What measures will be taken regarding traffic along Dumas, Vandermeersch, Conal, Serge Alfred and Mandela Streets and in their vicinity during construction and operation. c.
The new location of the car and t axi parking zones in the vicinity of the Rose Hill Market.
d. Private vehicle and pedestrian access for residents of Mandela S treet in Barkly. e. Measures to be taken to accommodate regular users of Jardin Bijoux and Promenade Roland Armand as a pedestrian way between Beau Bassin Post Office and Rose Hill Bus Station. i. If a sidewalk is to be constructed along Conal and Vandermeersch streets where there is none. ii. The width of the sidewalk if any and the resulting width of Conal and Vandermeersch streets. 4. Pollution and Nuisance
a.
The level of noise pollution during preparatory works, construction and operation. The mitigating measures for noise pollution proposed for residences adjacent to the Metro Express line.
b. The level of vibration during operation and the mitigating measures proposed. c.
The level of air pollution during earth works, concrete works, lying of lines etc.
d. The arrangements made for the carting off of excavation soil and construction debris. e. The assessment of the net air pollution and traffic congestion with Metro Express operation through expected reduction of car use and congestion (a purported aim and benefit of its operation. 5. Loss of Promenade Roland Armand and Jardin Bijoux
a.
Precise location, size and amenities of an alternative jogging track.
b. Date of start and of completion of the alternative jogging track/wellness park. c.
Compensation measures for the loss of the outdoor space for socialising and recreation that the Jardin Bijoux and Promenade Roland Armand represent for inhabitants of Beau Bassin Rose Hill.
d. Compensation measures for the loss of the sole green corridor between Beau Bassin and Rose Hill. e. The number and species of trees to be cut down at Jardin Bijoux and Promenade Roland Armand. f.

Estimated loss of customer base and of revenue (and of jobs of inhabitants of Beau-Bassin Rose Hill) incurred by the above-mentioned businesses as well as those located along the Royal Road where the number of bus riders has been forecasted by the authorities to considerably decrease with the coming in operation of the Metro Express. We rely on the Municipality, whose duty it is to administer the town to the benefit of its inhabitants and tax payers, to make public the above-mentioned information.
