e are proud to release this booklet as a guide to Suppliers on Pre-Qualication Process and Performance Evaluation Criteria which will help in developing their business relationship with Kuwait National Petroleum Company. This Booklet is oering a variety of useful information that will continuously updated with many new progressive methods to assist the applicant during Pre-Qualication process. KNPC is committed to a policy of encouraging the continued development of a strong, broad-based local and international Suppliers(Vendors/Contractors) in dierent areas of operation. Such policy stems from a recognition that healthy Suppliers are vital to support KNPC in carrying out its mission. At the same time, this policy is inspired and guided by our Corporate Values based on Fairness and Integrity. As a result, KNPC is interested in enhancing communication with the local and international Suppliers. Its goal is to engage Suppliers in activities aimed at increasing the availability of qualied companies to provide the required material and service . ur current supplier database comprises of more than 1500 Vendors & 400 contractors and it is constantly increasing as Vendors & Contractors Evaluation Committee approves new Suppliers.
The Vision of Vendors & Contractors Evaluation Committee (V&CEC) is to establish a partnership culture between KNPC and suppliers to maximize the benet for both parties and create loyalty to enforce our relationship. The Committee has produced this booklet which is intended to help suppliers in explaining the steps for pre-qualication process. Involvement of the Vendors & Contractors Evaluation Committee in various tasks related to qualifying manufacturers and contractors, conducting site visits to evaluate facilities and assessing contractor’s /manufacturer’s performance. In this context we would like to announce proudly that the online prequalication process has been established to improve and enhance the evaluation process and optimize the system in all aspects. We are condent that this booklet will be useful to Suppliers who wish to register with KNPC suppliers approved list. uwait National Petroleum Company (KNPC) was established in October 1960 as a shareholder company owned by the government and private sector. In 1975 the company became a fully owned by state of Kuwait. Upon the creation of Kuwait Petroleum Corporation (KPC) in 1980, KNPC became as a subsidiary to KPC which is owned by the State of Kuwait. When the Oil Sector was restructured, KNPC was entrusted with the responsibilities of three oil reneries Mina Al-Ahmadi, Mina Abdulla and Shuaiba. In addition to the LPG plant in Mina Al-Ahmadi, as well as the distribution of petroleum products for local market.
About V & CEC Committee
V & CEC Committee was formed in December 1984 in order to carry out the evaluation process for Vendors/Contractors for dirernt type of works and Material/Equipments supply. The Committee consists of six permanent & six alternate members of Team Leader level representing dierent disciplines from the reneries of Mina Al-Ahmadi, Mina Al-Abdulla, Mina Shuaiba, Project Department and Local marketing departments headed by Chairman V & CEC. Registration of Vendors & Contractors is handled by the Vendors & Contractors Evaluation support team, located in KNPC Head oce (Dar Al-Wataniya), Second Floor and all communication related to registration shall be addressed to Chairman, Vendors & Contractors Evaluation Committee.

VENDORS & CONTRACTORS PRE-QUALIFICATION PROCESS
Vendor Registration KNPC procures materials like pipes, pipes ttings, valves, cables, instruments etc, equipments like pumps, compressors, turbines, heat exchangers, pressure vessels, electrical equipments etc, also the installed equipment’s spares that are normally required for oil rening operations from reputed, qualied manufacturers either on single source basis directly with manufacturer or through their authorized local agents/suppliers. KNPC has identied and codied the required material / equipments under dierent ‘Class’ and then into ‘Sub Class’, which are specied in Vendor Product Index, available in KNPC website (https://application.knpc.com/commercial/vecpq/vecpq_login.php). Vendors interested in supplying materials to the reneries requires to obtain approvals from Vendors & Contractors Evaluation Committee.
KNPC has a list of approved vendors for dierent product codes. Whenever a requirement arises, KNPC will oat a limited tender among the approved listed manufacturers.
Applicant can access to KNPC website https://application. knpc.com/commercial/vecpq/vecpq_login.php to register as a Manufacturer.
Manufacturer can submit one PQ application form for more than one product class along with necessary attachments such as original catalogue, copies of certicates/approvals, 15

copies of executed orders to prove their past experience etc.relevant annexures as applicable.
However, application fee for KD 50/- is required for each product subclass.
KNPC shall evaluate PQ applications and a site visit may be required to the applicant’s manufacturing facilities and/ or obtain opinion from the applicant’s clients on the credibility of their products.
KNPC shall request for additional details if the submitted information along with PQ application is inadequate.
The application will be scrutinized and the applicant shall be intimated about the V & CE Committee decision. This approval cycle is 4 to 5 weeks.
Also KNPC shall intimate the reason for rejection of applied products. New application have to be submitted if an approved Vendor wishes to include additional product codes or to include additional manufacturing facility.

Login Screen: Manufacturers need to apply for a user name and password valid for 30 days to be granted permission to access the PQ application.
Data required from Manufacturer: Manufacturer to ll in all the required data and submit the same.

Confirmation Screen: The applicant will received a conrmation triggered from the system within 24 hours.
Vendors Performance Report: All the registered Vendors are expected to full not limited the following requirements, for Vendor’s Performance measurement: a) Vendor should accept orders if the company declined to accept award or request to cancel or extension of delivery time will aect the Vendor’s Performance rating adversely. b) Manufacturer should supply the ordered material as per the requirements within the committed delivery date. c) Vendor to supply material as per specication, in case discrepancies. The Vendor should rectify the same on urgent basis.

Contractor Registration KNPC has a scheme of Pre Qualication approval for Contractors in order to execute ‘Specialised Services’ to KNPC requirements such as EPC/PC, Consultancy, Construction Works, Maintenance etc. The Company has classied the required services under dierent ‘Category’, according to contract value and Type of work according to CEC Index available in KNPC website (https://application.knpc.com/commercial/vecpq/vecpq_ login.php).
Applicants whose line of activities falls within the specied services in CEC index, should be approved with KNPC to participate in the tenders. Applicant can access our website https://application.knpc. com/commercial/vecpq/vecpq_login.php to register as a Contractor. Please SELECT the button .
Contractor can submit one application form for more than one Type of Work, along with relevant annexure. However, application fee for KD 50/- is required for each section of CEC Index.

The applicant should furnish all related information like manpower, organisation & resources , copies of executed contracts to prove their past experience etc along with application.
The application will be evaluated and if necessary the applicant’s facilities will be inspected and/ or opinion from the applicant’s clients will be obtained on their credibility.
KNPC shall request for additional details if the submitted information are inadequate. The application shall be intimated about the V & CEC decision This approval cycle is 4 to 5 weeks.
Also new application has to be submitted if an approved Contractor wishes to include higher category or additional Type of work. However, for some of the listed below specialised services the applicant has to be qualied by KNPC as well as by the Central Tenders Committee (CTC), the Kuwait Government’s statutory body in order to carry out the following services

Documents required to update Vendor’s & Contractor’s Information The following proof of documents are required to amend the information in KNPC Records Change in Name of the company (International): The following documents are required to change the Foreign Manufacturer’s name in KNPC approved list: 1. Certicate of Incorporation on Change of Name from the Registrar of Companies. OR 2. Ocial Documentation from the respective Government / Statutory Authorities. The above documents to be legalized by respective Arab Chamber of Commerce. 28

If Foreign Company (Principal) has a local agent, below specied documents are required to submit along with above documents 3. Copy of Agency Certicate from the Ministry of Commerce & Industry in the New Name.
Change in Name of the company (Kuwaiti): The following documents are required to change the Local Manufacturer’s name in KNPC approved list: 1. Article of Memorandum from Ministry of Justice . 2. Company Licence from Ministry of Commerce & Industry. 3. Copy of Kuwait Chamber of Commerce valid Registration Certicate.
Change / Termination of Local Agent Relationship The following documents are required to change the local Agent relationship in KNPC records: 1. Letter from Principal addressed to KNPC indicating the name of new local agent in Kuwait. 2. Copy of Agency Certicate from the Ministry of Commerce & Industry. ( by local agent) 29

3. Copy of KNPC Approval Letter addressed to principal.
The following documents are required to delete the local Agent relationship in KNPC records: 4. Letter from Principal addressed to KNPC requesting to remove the existing local agent OR 5. If expired the certicate issued by the Ministry of Commerce & Industry. Note:
Manufacturer should make a local agency with start date and end date. Unlimited period agency will not be accepted.

Actions Against Poor Performance of Vendors / Contractors KNPC will re-evaluate the existing approved Vendors & Contractors as and when required. However, KNPC monitors performance of approved Vendors/ Contractors to ensure continuing of high performance. V & CE Committee is responsible to take action against any approved Vendor & Contractor in case of poor performance.
KNPC has three kinds of actions against poorly performing Vendors / Contractors (Alert , Warning, or Quarantine).
The responsible End User shall provide performance report to the V & CE Committee and a corrective actions will be initiated against poorly performed Vendors /Contractors which may include Warning, Alert or Quarantine List in addition to implementation of contract terms & conditions. 31
VENDORS & CONTRACTORS PRE-QUALIFICATION PROCESS
Vendors /Contractors will be advised of their inadequacies in writing by the V & CE Committee and shall be requested to pursue corrective actions within an agreed time frame.
Those Vendors /Contractors failing to properly and positively respond to such requests shall be placed on one of the following lists after obtaining approval of Weekly Leadership Meeting:
Alert List An “Alert List” is dened as a list of Manufacturers/Contractors with whom KNPC has experienced diculties.
Their performances will be closely monitored by KNPC with specied time limit recommended by V & CE Committee. However, KNPC will be continuing business with them.
Warning List A “Warning List” is dened as a list of Manufacturers / Contractors with whom KNPC has experienced major difculties due to various reasons such as nancial instability, poor performance, unethical business practices, etc. These Manufacturers/ Suppliers/ Contractors shall not be allowed to participate in any new Tenders for a specic duration.

Quarantine List (Black List) A ”Quarantine List” is a listing of Manufacturers /Contractors who failed to rectify their performance inspite of repeated warning status or present a major risk to carry out KNPC requirements.
Those approvals/businesses with them will be terminated without any time limit, unless or otherwise decided by V & CE Committee. 33

The review cycle is 30 Days provide that the PQ application is complete and no additional information is requested from the applicant. 3.
What is the dierence between shaded and non-shaded sections in CEC Index?
Non-shaded Sections: The maximum allowable category that a contractor can apply for is category #4 (i.e. up to KD 1 million). Shaded Sections: The maximum allowable category that a contractor can apply for is category #1 (i.e. up to KD 100 million). 4.
Is the Financial Section mandatory for all contractors and vendors?
Yes, all vendors and contractors are required to submit their latest 3 years audited nancial statements. 5.
Is HSE Section mandatory for all contractors?
Yes, HSE Section is mandatory. 6.
How can I submit my PQ application?
You can submit your request on-line (https://www.knpc.com/commercial/ vecpq/vecpq_login.php) for obtaining Username and Password. Upon receiving the User name & Password you can submit the application along with all required documents online.

Can someone preliminary review my application before submission?
Yes, V & CEC helpdesk is available from 9 a.m. to 12 p.m. Sunday to Thursday to preliminary check PQ applications prior to submission. 10. How many years experience does a vendor / contractor need prior to submitting a PQ application? For Manufacturers: 5 years experience is mandatory for international manufacturers. 2 years experience is mandatory for local manufacturers. For Contractors: 3 years experience is mandatory. 11. Is local agent must to submit PQ application for International Suppliers? Local agent is not mandatory to submit PQ application for review & approval.

12. Are you conducting site visit to the applied companies? For Contractors: Yes, New Local Manufacturers and Contractors who submitted PQ application for approval will be subject to site visit. For international contractors it will be based on the criticality of the works. For Manufacturers: Yes, for Critical Items manufacturer’s facilities approval will be subject to site visit. 13. Are you approving Stockiest or Distributors? No. we are not approving Stockiest or Distributors, however they could apply for inclusion in commercial directory. 14. What is dierence between approved vendor & non approved vendor? Approved Vendors can participate KNPC limited tenders and they can supply materials to EPC/PC contractors for KNPC Projects. Non approved vendor can participate KNPC general inquiries only. 15. How can we register as a supplier to participate KNPC general inquiries? Not required, one PQ application is enough with Registered Oce name. 17. We have manufacturing facilities worldwide. How can we register our facilities? Separate PQ application along with all necessary documents(country wise) is required for each facilities. 18. We are in the KNPC approved manufacturers list. However, we have a sales oce in middle east nearest to Kuwait to provide better service 40

to our clients. Can we register our sales oce? Of course, we need an
authorization letter from the approved
manufacturer, stating that,” our middle east oce will participate KNPC tenders on behalf of us” this letter should be addressed to Chairman V & CEC . 19. We are in the KNPC approved manufacturers list. However, we are busy with manufacturing process as per requirements received from our authorized distributors/stockiest .Hence, not interested to participate KNPC tenders? Can we register our nearest distributor to participate KNPC tenders for our products? Yes, we can make a relationship with your distributor. But, authorization letter is required from the approved manufacturer addressed to Chairman V & CEC stating that,” our distributor M/s.________ will participate KNPC tenders on behalf of us” , the same should be attested by the respective country Arab Chamber Of Commerce/ Kuwait embassy . 20. If we are rejected for a product code / type of work due to a specic reason, when can we reapply again? You can request a re-review immediately provide that you rectied the areas of concern raised in our rejection fax. 21. How long is our approval letter valid for? For Contractors: 5 years For Manufacturers: 3 years 22. If KNPC conducted a site visit to assess our manufacturing facility and rejected the same, when can we reapply in order to be scheduled for a site visit? The manufacturer can reapply after 5 years in order to be rescheduled for a site visit. The same is not applicable for local manufacturers. 41

DEFINITIONS
Registration: The process of registering a Supplier for participating public tenders, without assessment. Pre-qualication: The process of assessing a Supplier, for a product or a service, in order to ensure that the Supplier Resources & capabilities are in line with the KNPC’s requirements. Shortlisting: The process of assessing an already pre-qualied Supplier or not pre-qualied Supplier, for a specic tender. Supplier: This generic term covers: Contractor, Vendor, Manufacturer, Associate, Principal, Stockiest, and local agents. Contractor: Provide services to KNPC . These services cover: consultancy and engineering ,construction, operations and maintenance ,Plants maintenance , manpower supply, EPC/ PC Works etc . (listed in CEC Index) Stockiest: A Vendor that is stocking materials, which are relevant to KNPC’s requirements. Manufacturer: Location-specic plant (local or overseas) that produces or fabricates equipment or materials that are required by KNPC . Principal: A local or an overseas Supplier that can supply products to KNPC through a Local Agent. Associate: A Supplier that can provide support services to KNPC for their products. Parent Supplier: The mother/holding company that owns a group of companies (The companies are managed centrally by a head oce, while the individual companies work independently). Owner(s): The natural person(s) or legal entities whose names are mentioned in the Supplier licenses. Sponsor: The natural person or legal entity that sponsors the Supplier. Local Agent: A Vendor who represents a Principal, a Manufacturer, or an Associate. Agency Certicate: An agency certicate issued by the Kuwait Ministry of Commerce &Industry (Exclusive/ Sole agent). Representation: A letter of appointment for product representation and distribution. Commercial Directory: A computerized database of KNPC’s Suppliers. Site Visit: The process of conducting a site visit to the Supplier’s premises in 42

order to verify their capabilities. Site Visit Questionnaire: A set of questions, which the Supplier shall complete and submit to the Site visit team prior to conducting a site survey. End User: The party which is primarily concerned with the Product or Service to be provided. Under Assessment OR Under review: The product or service oered by a Supplier is currently being assessed through the pre-qualication process. Not Recommended: The product or service oered by a Supplier is not suitable to KNPC’s requirements. Recommended: The product or service oered by a Supplier is technically acceptable and to be included in KNPC approved list. Reviewer/ Expert: The technical sta involved in the assessment of the applicant information for pre-qualication. Submitted: Supplier submitted application for pre-qualication. Incomplete: Missing documents from supplier application / documents. Review: Under review by End User(s) and (Quality, HSE, Finance). Assessed: Assessment done by End User, Safety and Finance departments. Resubmit: Vendors & Contractors Evaluation Committee requires additional clarication on the Application for prequalication.
