1 Activating and testing GSM-WCDMA InterSystem Handover The purpose of GSM-WCDMA Inter-System Handover is to ena ble the user equipment (UE) to re-select a WCDMA RAN cell while camping on the GSM cell, and to enable the BSC to initiate a handover from a GSM cell to a WCDMA RAN cell. GSM-WCDMA Inter-System Handover is an application software in the BSC. It is always active if the operator has deployed it in the network. Thus no activation and deactivation procedures are needed for GSM-WCDMA Inter-System Handover. GSM-WCDMA Inter-System Handover has no effects on hardware or firmware. For a description, see GSM-WCDMA Interworking under Feature Descriptions/Radio network performance in the PDF view.
Before you start
Make sure that all interfaces between BTS, BSC, 3G MSC, RNC and WBTS and also network elements are configured and working properly. Also make sure that both of the application software products and software packets that are requ ired for enabling GSMWCDMA Inter-System Handover and Inter-System Direct Access are activated and in use in each participating network element. Network elements involved: •

3 dual mode GSM/WCDMA MSS BTS BTS with SW release which supports sending of new information elements. Also needed: 1 TRX: MBCCHC and 7 TCHFs. WBTS WCDMA BTS RNC RN1.5 or later BSC S10.5 or later 3G MSC 3G MSC that supports the Iu interface and the A interface.

Note that the mobile network code (MNC) values, for example, 6 (1-digit), 06 (2-digit) and 006 (3-digit) are different from the BSC's point of view. The use of 1-digit MNC is not allowed according to 3GPP specifications, but it is not prevented by the BSC. The value domain is the following: •

Set the threshold for the UE to measure WCDMA RAN cells an d cell reselection offset while camping on a GSM cell (EQM). ZEQM:BTS=:::QSRI=7,QSRP=,FDD=;
Set the threshold to a value that dual mode GSM/WCDMA UE will always search for and measure WCDMA RAN cells which are defined as adjacent cells for the serving GSM cell. Note that in GSM network, there is only an occasional need to measure adjacent WCDMA RAN cells while the UE is camped on a GSM cell. If the QSRI parameter has a threshold value 7, the adjacent WCDMA RAN cells are continuou sly measured by dual mode GSM/WCDMA UE. Therefore the threshold value 7 is not optimal for QSRI, because the additional measurements increase the power consumption of dual mode GSM/WCDMA UE. By using the value 15 for QSRI, WCDMA RAN cell related information is not sent on BCCH channels of the current serving GSM cell, even though some WCDMA RAN cells exist as adjacent cells for the serving GSM cell. GPRS-capable dual mode GSM/WCDMA UE uses parameter GPRS threshold to search WCDMA RAN cells (QSRP) instead of the QSRI parameter when NCCR functionality is active in the BSC. The QS RP parameter is sent to the UE in Packet Cell Change Order and Packet Measurement Order messages. The FDD parameter defines by how much the measured received signal code power (RSCP) value of the WCDMA RAN cell has to exceed the RLA_C of the serving GSM cell and all suitable nonserving GSM cells before the UE performs a cell reselection.
Set the threshold for the UE to measure WCDMA RAN cells while the UE has a circuit switched speech connection in a serv ing GSM cell (EHN).
Set the threshold to a value that dual mode GSM/WCDMA UE in dedicated state will always search for and measure WCDMA RAN cells which are defined as adj acent cells for the serving GSM cell. ZEHN:BTS=:QSRC=7;

Set the load threshold for the s erving GSM cell to enable inter-system handover (EHN).
Set the LTSC threshold to a value that traffic load threshold of the serving GSM cell is exceeded, and therefore the handover algorithm is allowed to initiate an inter-system handover for a speech connection to a WCDMA RAN cell. ZEHN:BTS=:LTSC=35;
Note that the UE is not allowed to search for and measure WCDMA RAN cells in dedicated mode when the parameter threshold for multi-RAT MS (QSRC) is set to value 15 (NEVER). However, inter-system handover (ISHO) is not completely disabled as a result. This is because the UE is allowed to use the idle mode parameters threshold to search WCDMA RAN cells (QSRI) and GPRS threshold to search WCDMA RAN cells (QSRP) to search for and measure adjacent WCDMA RAN cells in dedicated mode before it receives the parameter QSRC in the MEASUREMENT INFORMATION message. ISHO is disabled in dedicated mode o nly if the parameter number of measured FDD cells (FDMR) is set to value 0.
Set the minimum CPICH Ec/Io level for handover target c ell (EAH).
Set the minimum CPICH Ec/Io level defined for the adjacent WCDMA RAN cell to a value that the Ec/Io value reported by the UE exceeds the given minimum level. ZEAH:BTS=:INDEX=:::MET=–18;
Note that the measured and reported Ec/Io value should be over the threshold or the adjacent WCDMA RAN cell is not considered a targe t cell for an inter-system handover. The MET value 0.5 means that a handover can never be performed from this serving GSM cell to the adjacent WCDMA RAN cell despite the reported Ec/Io values.
