2
Overview
2.1 Introduction To support roaming and handovers between GSM and UMTS, a GSM network must be compatible with a UMTS network. In this case, operators need to provide continuous and high-quality services in the boundary of different systems to avoid call drops caused by t he movement of MSs. Traditionally, inter-RAT neighboring cells are configured based on drive tests and analysis. This process is time-consuming and labor-intensive, and the test results are not comprehensive enough due to the limitations of drive tests. To improve efficiency and accuracy of neighboring cell configuration between radio access technologies (RATs), a tool is required to automatically check the inter-RAT neighboring cell configuration based on data analysis. Together with the Nastar network optimization tool, Huawei GSM base station system (GBSS) can analyze the neighboring 2G/3G cell configuration based on numerous measurement reports (MRs) from MSs, show the analysis results on a map, and identify missing or redundant neighboring 2G/3G cells for a GSM serving cell. Configuring appropriate neighboring 2G/3G cells based on the Nastar analysis results helps improve the intra-RAT and inter-RAT handover success rates and reduce the call drop rate and enhance GSM network quality and user experience. Technical Description
3.1 Network Topology This feature must be supported by the BSC, U2000, Nastar, and MSs. To implement the 2G/3G neighboring cell automatic optimization, create a 2G/3G neighboring cell automatic optimization task on the Nastar. Figure 3-1 shows the network topology for this feature. Figure 3-1 Network topology
3.2 Task Creation The procedure for creating a 2G/3G neighboring cell automatic optimization task is as follows: 1.

Create an end-to-end task on the Nastar and set the following basic information: task name, OSS name, NE name, NE type, measurement start time, measurement end time, measurement period, and BCCH frequencies of neighboring 2G cells to be measured or frequencies and scrambling codes of neighboring 3G cells to be measured.

NOTE
During a neighboring cell automatic optimization task in the 2G mode or between the 2G and 3G modes, if STEP is not configured, the BSC calculates the measurement step based on the number of frequencies in the BA2 list for each cell. To query the calculated measurement step for a cell, run the DSP NCS or DSP N3GCS command. Some BCCH frequencies will not be measured in each subsequent measurement period if both of the following conditions are met: l
The 2G cell is not configured with neighboring 3G or LTE cells when a neighboring cell automatic optimization task in the 2G mode is started.
l
Users configure neighboring 3G or LTE cells for the 2G cell during the implementation of this task.
The 2G/3G Neighboring Cell Automatic Optimization feature does not support the preceding scenario.

The Nastar sends the task information to the U2000. The U2000 then sends the task information to the BSC by using an MML command. After receiving this command, the BSC performs the measurement and generates results.

The BSC updates the BA2 table once in a measurement period. The BSC adds UMTS cells (frequencies and scrambling codes) into the BA2 table (the number of newly-added cells is the same as the measurement step), and then sends the updated BA2 table to MSs by using the system information (SI). Then, MSs report the level of 3G neighboring cells in MRs.

The BSC collects MRs from MSs, and sends the data to the U2000.

The Nastar obtains the measurement files, configuration data, and counter values from the U2000, and then provides the optimization suggestions after analysis.

The neighboring 2G/3G cell analysis results are displayed in a map. Together with engineering parameters, the analysis results help network optimization engineers identify missing and redundant neighboring 2G/3G cells.
3.3 Neighboring Cell Analysis Algorithm Neighboring cell analysis algorithms are used for determining missing or redundant cells. Using the neighboring cell automatic optimization algorithm in the 2G mode, the BSC scores cells that are configured or not configured as neighboring cells based on the absolute level of neighboring cells, the level difference between serving cells and neighboring cells, and MRs. The BSC then sorts the cell scores in descending order. The higher the cell score, the higher the cell priority. The BSC determines whether a cell is a missing or redundant neighboring cell based on the cell priority. Using the neighboring cell automatic optimization algorithm between the 2G and 3G modes, the BSC scores cells that are configured or not configured as neighboring cells based on the level of neighboring cells or the number of MRs with the greatest Ec/No. The BSC then sorts the cell scores in descending order. The higher the cell score, the higher the cell priority. The BSC determines whether a cell is a missing or redundant neighboring cell based on the cell priority. Sorting neighboring cells requires the levels of these neighboring cells. The level of a cell that is not configured as a neighboring cell can be obtained only by polling and measuring BCCH frequencies of neighboring 2G cells or frequencies and scrambling codes of neighboring 3G cells because MRs contain only levels of cells that are configured as neighboring cells. The BSC selects a certain number of BCCH frequencies (or combinations of frequencies and scrambling codes) from the list of BCCH frequencies (or combinations of frequencies and Issue 01 (2014-04-30)

scrambling codes) to be measured. The number of selected BCCH frequencies (or combinations of frequencies and scrambling codes) is specified by the measurement step. BCCH frequencies in the BA2 list are constantly measured During a neighboring cell automatic optimization task in the 2G mode, if a selected BCCH frequency is available in the BA2 list, repeated BCCH frequency measurements will decrease the efficiency in BCCH frequency polling and measurement. When FILTERFREQSSW is set to ON(On), the BSC deletes the BCCH frequencies that are available in the BA2 list from the list of BCCH frequencies to be measured and then selects the specified number of BCCH frequencies to be polled and measured. This increases the efficiency in BCCH frequency polling and measurement. The algorithms for determining missing or redundant cells based on the priority are as follows: l
Algorithm for determining a missing cell: If a cell is not configured as a neighboring cell but the priority of the cell is greater than the advised number of neighboring cells, the cell is considered a missing neighboring cell.
l
Algorithm for determining a redundant cell: If a cell is configured as a neighboring cell but the priority of the cell is smaller than the advised number of neighboring cells, the cell is considered a redundant neighboring cell.
