Civil Service Commission Guidelines The Civil Service Commission (CSC) is the central personnel agency of the Philippine government. One of the three independent constitutional commissions with adjudicative responsibility in the national government structure, it is also tasked to render final arbitration on disputes and personnel actions on Civil Service matters. 21
STATUTORY CONSTRUCTION 1. EXECUTIVE ORDER NO. 292, Section 2, (11)
Regulatory agency refers to any agency expressly vested with jurisdiction to regulate, administer or adjudicate matters affecting substantial rights and interests of private persons, the principal powers of which are exercised by a collective body, such as a commission, board or council. JUSTIFICATION:

SUMMARY In this written report, it consists of different articles or sections regardin g ECE Laws and each of these laws consist of supporting laws which are of higher level. This only means that a newly made argument, order, memorandum or policy is not made without the presence of the higher laws. The making of a policy is always based on the higher law or order. Topics includes Code of Ethics for Electronics Engineers, Republic Act 5734, Republic Act 9292, Civil Service Commission Guidelines, Pledge of ECE, The Board Examination, Regulating the ECE Profession and Practicing the ECE Profession.
CONCLUSION The practice of electronics engineering relates to the development and application of the electronics engineering science and technology in the field of consultation, design, construction and installation, inspection, appraisal and acceptance, operations, maintenance, research and development, education and manufacturing. According to RA 9292, licensed professional electronics engineer are authorized to render engineering consultation services, design services related to electronics. Also, registered electronics engineers can take charge or supervise electronics construction, installation and operation. Therefore, only electronic engineers with valid certificate of registration and a valid professional identification card are qualified to perform the work of a Professional Electronics Engineer Therefore, RA 9292 is an act providing for a more responsive and comprehensive regulation for the registration, licensing and practice of professional electronics engineers, electronics engineers and electronics technicians, repealing republic act no. 5734, otherwise known as the "Electronics and Communications Engineering Act of the Philippines", and for other purposes In this written report it consists of different articles or sections regarding ECE Laws and each of these laws consist of supporting laws which are of higher level. This only means that a newly made argument, order, memorandum or policy is not made without the presence of the higher laws. The making of a policy is always based on the higher law or order. 33
RECOMMENDATION Upon completion of this written report, the group therefore recommends that one must pay great attention in observing and compliance with the hierarchy of statutory construction in the making of a law, rules or regulation for further knowledge and understanding. Knowledge and deeper understanding of pertinent law, rules or regulations related to a promulgated law governing the conduct and standards in the Electronics Engineering field ensures the organization of the parties or individuals involved. The group also recommends that concerned individuals to look after and be updated for the revisions made for some of the pertinent rules law, rules and regulations coping with the necessary revisions as technology and modern day advances.

APPENDICES Pledge of an Electronics Engineer I am an Electronics Engineer. In my profession, I take deep pride, but without vainglory; to it I owe solemn obligations that I am eager to fulfill. As an Electronics Engineer, I will participate in none but honest and legal enterprises. To him who has engaged my services, as employer or client, I will give the utmost of performance and fidelity. When needed, my skill and knowledge shall be given without reservation for the public good. From my special capacity springs, the obligation to use it well in the service of humanity; and I accept the challenge that this implies. Zealous of the high repute of my colleague, I will strive to protect the interest and the good name of any engineer that I know be deserving; but I will not shirk, should duty dictate, from disclosing the truth regarding anyone who, by unscrupulous act, has shown himself unworthy of the profession. As others before me have vitalized and turned to practical account the principles of science and the revelations of technology and have rendered usable to mankind nature’s vast resources of matter and energy so do I dedicate myself to the analysis, synthesis and dissemination of engineering knowledge and practice. And especially to the instruction of younger members of my profession in all its arts and traditions. To my colleagues I pledge, in the same full measure, I ask of them, integrity and fair dealing, tolerance and respect, and devotion to the standards and the dignity of our profession, with the consciousness, always, that our special expertise carries with it the obligation to serve humanity with complete dedication. So help me God.
