[...] Dr Jose Delgado, a neurophsiologist at Yale University School, was especially interested in Electronic Stimulation of the Brain. By implanting a small probe into the brain, Delgado discovered that he could wield enormous power over his subject. Using a device he called the 'stimoceiver' which operated by FM radio waves, he was able to electrically orchestrate a wide range of human emotions. These included rage, lust and fatigue. He added that 'humans can be controlled like robots by push buttons'. Funded by the Office of Naval Research, Delgado looked forward to a future when society could be 'psychocivilised'. Despite the miniturization of implants, the next major advance forward was microwaves. By placing a volunteer (???) in an electromagnetic field, Dr Ross Adey of the University of California, made a startling discovery. Using specific radio waves, Adey was able to influence his subjects' brainwaves. Another scientist, Allen Frey, took this research a step further. Frey found he could remotely induce sleep in his subjects by subjecting them to electromagnetic waves. He also learned he could produce acoustic noises - booming, buzzing and hissing, directly inside a volunteer's (???) head. Developing on Frey's earlier work, Joseph Sharp, a doctor at the Walter Reed Army Institute of Research, was able to transmit spoken words via pulsed microwaves. Sitting inside an electromagnetic field, Sharp clearly heard and understood words transmitted to him by a colleague. For the medical profession this was a major breakthrough, and would be of immense benefit to the deaf. However, the US military and interlligence community were quick to capitalize on these new discoveries. Secret research programmes on electromagnetics have never been made available under the Freedom of Information Act. In 1974, J. F. Scapitz, a scientist funded by the Department of Defense, had a chilling vision. He sought to combine earlier MK-ULTRA hypnosis studies with emerging microwave technologies. In an outline to the DoD, Scapitz said "It will be shown the spoken word of the hynotist my be conveyed by modulated electromagnetic energy directly into the subconscious parts of the brain". He claimed this could be achieved without emplying any technical devices for 'receiving or transcoding messages'.
For the first time, US agents had the ability to remotely tamper with an individual's mind. Scapitz went even further, claiming that this could be achieved without the target even becoming aware of what was happening. Since then, little public information has been revealed in scientific literature, following the imposition of the strict security classification. Despite this, significant pieces of information - more usually from non-US sources - continue to be published. What is available paints a bleak picture. Evidence exists that mind-control and behavious modification technology is presently concealed behind Non Lethal Defense (NLD) initiatives. In annoncement in 1995 that non-leathal weapons - including high powered microwaves and radio frequency devices are to be 'transited' to the law enforcement sector was met with dismay in some quarters. This joint programme, known as 'Operations Other Than War', opens the way for the military to move into the civilian domain - a move precluded by the American constitution. The stated aim is to more effectively tackle narcotics trafficking, terrorism and other criminal activity. Many citizens consider this to be a lame excuse. From Chapter 12 of The Search of the Manchurian Candidate by John Marks: To cover some of the more exotic behavioral fields, another MKSEARCH program continued TSS's relationship with Dr. Maitland Baldwin, the brain surgeon at the National Institutes of Health who had been so willing in 1955 to perform "terminal experiments" in sensory deprivation for Morse Allen and the ARTICHOKE program. After Allen was pushed aside by the men from MKULTRA, the new TSS team hired Baldwin as a consultant According to one of them, he was full of bright ideas on how to control behavior, but they were wary of him because he was such an "eager beaver" with an obvious streak of "craziness." Under TSS auspices, Baldwin performed lobotomies on apes and then put these simian subjects into sensory deprivation—presumably in the same "box" he had built himself at NIH and then had to repair after a desperate soldier kicked his way out. There is no information available on whether Baldwin extended this work to humans, although he did discuss with an outside consultant how lobotomized patients reacted to prolonged isolation. Like Hamilton, Baldwin was a jack-of-all trades who in one experiment beamed radio frequency energy directly at the brain of a chimpanzee and in another cut off one monkey's head and tried to transplant it to the decapitated body of another monkey. Baldwin used $250 in Agency money to buy his own electroshock machine, and he did some kind of unspecified work at a TSS safehouse that caused the CIA to shell out $1450 to renovate and repair the place. The last MKSEARCH subproject covered the work of Dr. Charles Geschickter, who served TSS both as researcher and funding conduit. CIA documents show that Geschickter tested powerful drugs on mental defectives and terminal cancer patients, apparently at the Georgetown University Hospital in Washington. In all, the Agency put $655,000 into Geschickter's research on knockout drugs, stress-producing chemicals, and mind-altering substances. Nevertheless, the doctor's principal service to TSS officials seems to have been putting his family foundation at the disposal of the CIA—both to channel funds and to serve as a source of cover to Agency operators. About $2.1 million flowed through this tightly controlled foundation to other researchers.[6] Under MKSEARCH, Geschickter continued to provide TSS with a means to assess drugs rapidly, and he branched out into trying to knock out monkeys with radar waves to the head (a technique which worked but risked frying vital parts of the brain). The Geschickter Fund for Medical Research remained available as a conduit until 1967. [7] As part of the effort to keep finding new substances to test within MKSEARCH, Agency officials continued their search for magic mushrooms, leaves, roots, and barks. In 1966, with considerable CIA backing, J. C. King, the former head of the Agency's Western Hemisphere Division who was eased out after the Bay of Pigs, formed an ostensibly private firm called Amazon Natural Drug Company. King, who loved to float down jungle rivers on the deck of his houseboat with a glass of scotch in hand, searched the backwaters of South America for plants of interest to the Agency and/or medical science. To do the work, he hired Amazon men and women, plus at least two CIA paramilitary operators who worked out of Amazon offices in Iquitos, Peru. They shipped back to the United States finds that included Chondodendron toxicoferum, a paralytic agent which is "absolutely lethal in high doses," according to Dr. Timothy Plowman, a Harvard botanist
who like most of the staff was unwitting of the CIA involvement. Another plant that was collected and grown by Amazon employees was the hallucinogen known as yage, which author William Burroughs has described as "the final fix." [...] A new investigation would probably not be worth the effort just to take another stab at MKULTRA and ARTICHOKE. Despite my belief that there are some skeletons hidden —literally —the public probably now knows the basic parameters of these programs. Thefact is, however, that CIA officials actively experimented with behavior-control methods for another decade after Sid Gottlieb and company lost the research action. The Directorate of Science and Technology—specifically its Office of Research and Development (ORDfdid not remain idle after Director McCone transferred the behavioral research function in 1962. In ORD, Dr. Stephen Aldrich, a graduate of Amherst and Northwestern Medical School, took over the role that Morse Allen and then Sid Gottlieb had played before him. Aldrich had been the medical director of the Office of Scientific Intelligence back in the days when that office was jockeying with Morse Allen for control of ARTICHOKE, so he was no stranger to the programs. Under his leadership, ORD officials kept probing for ways to control human behavior, and they were doing so with space-age technology that made the days of MKULTRA look like the horse-and-buggy era. If man could get to the moon by the end of the 1960s, certainly the well-financed scientists of ORD could make a good shot at conquering inner space. They brought their technology to bear on subjects like the electric stimulation of the brain. John Lilly had done extensive work in this field a decade earlier, before concluding that to maintain his integrity he must find another field. CIA men had no such qualms, however. They actively experimented with placing electrodes in the brain of animals and —probably— men. Then they used electric and radio signals to move their subjects around. The field went far beyond giving monkeys orgasms, as Lilly had done. In the CIA itself, Sid Gottlieb and the MKULTRA crew had made some preliminary studies of it. They started in 1960 by having a contractor search all the available literature, and then they had mapped out the parts of animals' brains that produced reactions when stimulated. By April 1961 the head of TSS was able to report "we now have a 'production capability' " in brain stimulation and "we are close to having debugged a prototype system whereby dogs can be guided along specific courses." Six months later, a CIA document noted, "The feasibility of remote control of activities in several species of animals has been demonstrated.... Special investigations and evaluations will be conducted toward the application of selected elements of these techniques to man." Another six months later, TSS officials had found a use for electric stimulation: this time putting electrodes in the brains of cold-blooded animals—presumably reptiles. While much of the experimentation with dogs and cats was to find a way of wiring the animal and then directing it by remote control into, say, the office of the Soviet ambassador, this cold-blooded project was designed instead for the delivery of chemical and biological
agents or for "executive action-type operations," according to a document. "Executive action" was the CIA's euphemism for assassination. With the brain electrode technology at this level, Steve Aldrich and ORD took over the research function from TSS. What the ORD men found cannot be said, but the open literature would indicate that the field progressed considerably during the 1960s. Can the human brain be wired and controlled by a big enough computer? Aldrich certainly tried to find out. Creating amnesia remained a "big goal" for the ORD researcher, states an ex-CIA man. Advances in brain surgery, such as the development of three-dimensional, "stereotaxic" techniques, made psychosurgery a much simpler matter and created the possibility that a precisely placed electrode probe could be used to cut the link between past memory and present recall. As for subjects to be used in behavioral experiments of this sort, the exCIA man states that ORD had access to prisoners in at least one American penal institution. A former Army doctor stationed at the Edgewood chemical laboratory states that the lab worked with CIA men todevelop a drug that could be used to help program in new memories into the mind of an amnesic subject. How far did the Agency take this research? I don't know. [...] Just as the MKULTRA program had been years ahead of the scientific community, ORD activities were similarly advanced. "We looked at the manipulation of genes," states one of the researchers. "We were interested in gene splintering. The rest of the world didn't ask until 1976 the type of questions we were facing in 1965.... Everybody was afraid of building the supersoldier who would take orders without questioning, like the kamikaze pilot. Creating a subservient society was not out of sight." Another Institute man describes the work of a colleague who bombarded bacteria with ultraviolet radiation in order to create deviant strains. ORD also sponsored work in parapsychology. Along with the military services, Agency officials wanted to know whether psychics could read minds or control them from afar (telepathy), if they could gain information about distant places or people (clairvoyance or remote viewing), if they could predict the future (precognition), or influence the movement of physical objects or even the human mind (photokinesis). The last could have incredibly destructive applications, if it worked. [...] While ORD officials apparently left much of the drug work to Gottlieb, they could not keep their hands totally out of this field. In 1968 they set up a joint program, called Project OFTEN, with the Army Chemical Corps at Edgewood, Maryland to study the effects of various drugs on animals and humans. The Army helped the Agency put together a computerized data base for drug testing and supplied military volunteers for some of the experiments. In one case, with a particularly effective incapacitiating agent, the Army arranged for inmate volunteers at the Holmesburg State Prison in Philadelphia. Project OFTEN had both offensive and defensive sides, according to an ORD man who
described it in a memorandum. He cited as an example of what he and his coworkers hoped to find "a compound that could simulate a heart attack or a stroke in the targeted individual." In January 1973, just as Richard Helms was leaving the Agency and James Schlesinger was coming in, Project OFTEN was abruptly canceled. What—if any—success the ORD men had in creating heart attacks or in any of their other behavioral experiments simply cannot be said. Like Sid Gottlieb, Steve Aldrich is not saying, and his colleagues seem even more closemouthed than Gottlieb's. In December 1977, having gotten wind of the ORD programs, I filed a Freedom of Information request for access to ORD files "on behavioral research, including but not limited to any research or operational activities related to bio-electrics, electric or radio stimulation of the brain, electronic destruction of memory, stereotaxic surgery, psychosurgery, hypnotism, parapsychology, radiation, microwaves, and ultrasonics." I also asked for documentation on behavioral testing in U.S. penal institutions, and I later added a request for all available files on amnesia. The Agency wrote back six months later that ORD had "identified 130 boxes (approximately 130 cubic feet) of material that are reasonably expected to contain behavioral research documents." MKSEARCH-related research by Naval Intelligence revealed: Dr. Narut, in a question and answer session with reporters from many nations, revealed how the Navy was secretly programming large numbers of assassins. He said that the men he had worked with for the Navy were being prepared for commando-type operations, as well as covert operations in U.S. embassies worldwide. He described the men who went through his program as "hit men and assassins" who could kill on command. Careful screening of the subjects was accomplished by Navy psychologists through the military records, and those who actually received assignments where their training could be utilized, were drawn mainly from submarine crews, the paratroops, and many were convicted murderers serving military prison sentences. Several men who had been awarded medals for bravery were drafted into the program. The assassins were conditioned through "audio-visual desensitization". The process involved the showing of films of people being injured or killed in a variety of ways, starting with very mild depictions, leading up to the more extreme forms of mayhem. Eventually, the subjects would be able to detach their feelings even when viewing the most horrible of films. The conditioning was most successful when applied to "passiveaggressive" types, and most of these ended up being able to kill without any regrets. The prime indicator of violent tendencies was the Minnesota Multiphasic Personality Inventory. Dr. Narut knew of two Navy programming centers, the neuropsychiatric laboratory in San Diego and the U.S. Regional Medical Center in Italy, where he worked. During the audio-visual desensitization programming, restraints were used to force the subject to view the films. A device was used on the subjects eyelids to prevent him from blinking. Typically, the preliminary film was on an African youth being ritualistically circumcised with a dull knife and without any anesthetic. The second film showed a sawmill scene in which a man accidentally cut off his fingers. In addition to the desensitization films, the potential assassins underwent programming to create prejudicial attitude in the men, to think of their future enemies, especially the leaders of these countries, as sub-human. Films and lectures were presented demeaning the culture and habits of the people of the countries where it had been decided they would be sent. After his NATO lecture, Dr. Narut disappeared. He could not be located. Within a week of so after the lecture, the Pentagon issued an emphatic denial that the U.S. Navy had "engaged in psychological training or other types of training of personnel as assassins." They disavowed the programming centers in San Diego and Naples and stated they were unable to locate Narut, but did provide confirmation that he was a staff member of the U.S. Regional Medical Center in Naples.
Dr. Alfred Zitani, an American delegate to the Oslo conference, did verify Narut's remarks and they were published in the Sunday Times. Sometime later, Dr. Narut surfaced again in London and recanted his remarks, stating that he was "talking in theoretical and not practical terms." Shortly thereafter, the U.S. Naval headquarters in London issued a statement indicating that Dr. Narut's remarks at the NATO conference should be discounted because he had "personal problems". Dr. Narut never made any further public statements about the program. During the NATO conference in Oslo, Dr. Narut had remarked that the reason he was divulging the information was because he believed that the information was coming out anyway. The doctor was referring to the disclosure by a Congressional subcommittee which were then appearing in the press concerning various CIA assassination plots. A REQUEST FOR ASSISTANCE CONFIDENTIAL Most recently it has been brought to my attention (although I have empirical proof at this time) that in addition to the harassment by use of insecticides into the environment of the intended victim, there is an additional form of harassment being used in the form of directed energy (microwave or radiowave). I have learned from sources more familiar with directed energy than I that the energy is focused both through fields within a room or from a source located nearby but out of the intended victim's building. I have also been informed that antennas placed outside can redirect the energy. The energy can be broad or extremely directed and focus on very specific parts of the body. Possibly it is heat seeking devices that pinpoint an intended victim's person.
Information is needed on two fronts. First, in the form of devices that neutralize, scramble, absorb, redirect and cushion people from this form of harassment. Second, I and others who suspect they are effected need help in detecting the presence of these forms of energy. Measurement is done with a spectrum analyzer, but the operator is viewed when measuring and the energy is turned off. A very simple device that measures the presence of the pressure exerted by this energy or some other method would be helpful. If the device were able to record the intensity and direction of the radio wave, this information could be helpful to police departments. First and foremost this type of harassment should be reported to and acted on by authorities. Therefore, I am asking each person who receives this memorandum to relay to me any information he or she might have that can be helpful. From the sources I have read the main symptoms of directed energy harassment are fatigue, a heating of the body, headaches, sterility and a possible risk of cancer and leukemia. The heating of the body can cause cell and genetic breakdown. Electromagnetics and the Mind Greg Harrison October 26, 1997 The ultimate goal of all psychological operations, has always been to capture the 'hearts and minds' of those of the enemy. Forms of PSYOP have existed for nearly as long as war itself, but with the advent of information warfare, PSYOP is seen as a manipulation of the processor of information — the mind itself. Though these operations have traditionally been relegated to presenting information that produces a desired impact on the mind, only with recent advances in neuroscience have we begun to understand altering how that information processed. This alteration has come initially in hypnosis and psychoactive drugs, but more importantly, in certain forms of radiation and their interactions with the electrochemical brain. Where drugs and hypnosis can be considered 'invasive' techniques, requiring physical proximity, radiated energy can be applied over great distances, with less probability of detection. What must first be understood from a military perspective, is the utility of this technology. Next, a foundation in the hard science and documented military research is necessary to understand the potentials and limitations. Finally, due to the potential national security, public health, and ethical ramifications associated with this research, much has been classified. This classification has lead to certain amount of conspiratorial speculation, which is worth some mention. Non-lethal weapons are currently en vogue with the DoD, especially to those who have come to face the specter of MOOTW and anti-terrorist action. These situations, as well as those in law enforcement, are not suitable to the application of traditional combat arms. The chief intent of these non-lethal weapons being to compel its target to retreat or surrender, or to prohibit the target from offensive action. The goals of extra-low frequency (ELF) electromagnetic (EM) radiation is to mentally achieve these ends from a distance and without any physical contact. These goals can be divided into three specific applications: deterrence, influence, and control. Each goal becomes progressively more scientifically challenging. Deterrence is to simply cause such neurological discomfort or mental psychosis to make the aggressor simply fall back rather than suffer. This area dovetails with electromagnetic pulse (EMP) weapons, but here the effect is not from a pulse as much as sustained radiation. Deterrence usually intends the recipient to be aware of the source of the ill effects and seek to avoid it. Influence and suggestion are achieved when the target is not aware that the EMR is present or what it is doing. Simple effects such as the inability to concentrate, inexplicable paranoia, and headaches, all negatively influence the behavior without being able, or aware, of the need to escape a weapon. Finally the illusive goal of 'mind control,' in both allies and in the enemy, by co-opts them to work unconsciously based on
direction of a controlling agent. With these goals identified, the question now becomes: how much of this can be achieved, and how much has already been accomplished? In answering this question, it is important to discern between pseudo-science and hard science, between conspiracy theories and documented facts. Unfortunately, the line between these areas is often blurred, and with most information protected for national security and ethical means, separating the wheat from the chaff is quite challenging. Presented here are footnoted sources of legitimate research in both science and history. Research in this field is not new. Hypnosis and mind-altering drugs have been known to man for years, and the use of subliminal suggestion has been well documented and even publicly accepted in such roles as shoplifting deterrence [CONGRESS84]. Since the latter half of this century, the use of EM radiation to impact the brain has been researched. Though not the chief focus of this paper, research into these psychoactive drugs is of note since the attempts met with some results (some tragic), and the intent of such research is identical to that in ELF radiation. In the 1950s, at the beginning of the Cold War, the newly created CIA recognized the need for drugs and techniques that would both elicit information from captured spies, and prevent our operatives from divulging information under medication, if captured. This research came under the title Project ARTICHOKE and soon became Project MK-ULTRA. Dr. Sidney Gottlieb, a program administrator, stated the objective of the program was to, "investigate whether and how it was possible to modify and individual's behavior by covert means" [CONGRESS77]. MK-ULTRA would almost certainly have remained classified, had it not been for the death and permanent psychosis of participants in the studies. The death of Dr. Frank Olson 1953, of the Army Chemical Corps, is but one example where LSD was given to a participant in MK- ULTRA, leading to his death. This case brought to a head to the public outcry which declassified MK-ULTRA, and resulting in the government's payment of damages to the Olson family and many others. Two congressional subcommittees resulted from MK-ULTRA and from the parallel research being performed in the interest of law enforcement. Senator Ted Kennedy's congressional subcommittee that investigated MK-ULTRA in 1977, found it guilty of both ethical violations and of violating its charter to only involve non-domestic activities. No one in the CIA was ever criminally charged; the CIA simply vowed that the research would stop. A second committee of Senator Sam Ervin in 1974 entitled, "Individual Rights and the Federal Role in Behavior Modification" also found law enforcement agencies and the VA guilty of violating patients' rights thorough various means including lobotomies. Again, a stated promise to stop the research was the only punitive result. In 1977, one of the CIA whistleblowers, Michael Copeland, stated that despite claims to the contrary, the research continued and that, "the congressional subcommittee which went into this sort of thing only got the barest glimpse" [ERINGER85]. Though MK-ULTRA is officially stated to have met with little success, its intent, clandestine manner, and ethical lapses are of note. MK-ULTRA's greatest contribution may have come in pushing research toward EM and away from narcotics.
Other researchers met with certain successes in the 1950s and '60s. Dr. Jose Delgado, professor of psychology at Yale, who was able to elicit a range of emotions from his subjects by using small implants located in parts of the brain which then received their energy from 'remote control' radio waves. Through this research, Dr. Delgado was able to stop a charging bull. [TIMES65] A contemporary of Delgado, Dr. Ivor Browning was able, through stimulation of the hypothalamus, induce a mule to ascend a 5000' mountain path [MARTIN]. Delgado's human subjects could be consistently brought to states varying from euphoria, rage, and fatigue. Delgado states: "Stimulation of different points in the amygdala and hippocampus in the four patients produced a variety of effects, including pleasant sensations, elation, deep concentration, odd feelings, super relaxation, colored visions, and other responses" [DELGADO73]. This research was limited in its applications because of its dependence on its physical implants into the brain. However, a 1970 RAND Corporation study found that using ELF microwave radiation alone, "could promote insomnia, fatigue, irritability, memory loss and hallucinations" [MACGREGOR70]. Additionally, a DIA report found that ELF microwaves can, "induce metabolic change, alter brain function, and behavior patterns"[ADAMS76]. Dr. Delgado saw no limits for the technology he had researched and as a part of the 1974 congressional hearings, testified, perhaps prophetically, that, "Man does not have the right to develop his own mind. This kind of liberal orientation has great appeal. We must electronically control the brain. Some day armies and generals will be controlled by electric stimulation of the brain" [CONGRESS74]. It may be worth noting that the Office of Naval Intelligence funded much of Dr. Delgado's research, but in his radical statements, Dr. Delgado is not alone. Three other Harvard doctors concluded in their 1967 report, "The Role of Brain Disease in Riots and Urban Violence" to JAMA, that screening tests of the limbic brain function was necessary as an "early warning test" for a predisposition toward violence [MARK67]. Dr. Ross Adey, now of Loma Linda University Research Hospital, has investigated the effects of ELF radiation on the brain, and his work continues. Dr. Adey has researched the impact of ELF radiation on the inherent 'waves' of the brain. After studying the different rhythms of EEGs during various mental states, Dr. Adey was able to bombard the brain with specific frequencies to which the brain's EEG would involuntarily synchronize. Synchronizing the brain in various states would induce stress, anger, malaise, and fatigue. Dr. Adey was able to identify specific frequencies and their specific response. Some of Dr. Adey's current research, available in abstract from the NIH database is in calcium ion efflux [ADEY75]. Though someone viewing the research description might not be alarmed at the study of how ELF radiation can affect calcium ion efflux in brain cells, an understanding of this research's impact on the entire brain may cause alarm. Calcium ions are involved in transmitting neural and nerve impulses. Dr. Adey has shown that certain ELF frequencies can hinder or increase calcium ion efflux. Such ion efflux reduction delays or prevents neural impulses. The opposite case of efflux, "with repeated or continued exposure, the increased excitability leads to a state of exhaustion of the cells of the cerebral cortex." [ZARAT78] Dr. Adey was able to document a marked delay in rat's reaction times and
memory. The more ominous prospect is that ion efflux in the hippocampus is also tied to the storage of human memory and recall[ADEY67]. When Senator Richard Schweicker questioned Dr. Gottlieb of MK-ULTRA about this study and its potential to destroy memory in animals, Dr. Gottlieb replied, "I can believe that, Senator." [CONGRESS77] Further study has been done by other researchers using ELF radiation, with responses varying from and desire to 'bite' the researcher [LAWRENCE73], to the ability to hear spoken words delivered via pulsed ELF microwave analog of the speaker's sound vibrations [BECKER85]. Given the small sampling of past and current research, it is worth noting that these seemingly disparate advances, along with the known areas of hypnosis and classical conditioning training — lest B.F. Skinner and Pavlov be left from the discussion — could lead to rather impressive and dangerous potentialities. The Internet is replete with those who have tied these technologies with history and personal psychosis to assert such many interesting conspiracies. Prospects such as the CIA assassination programming of Lee Harvey Oswald (a documented CIA employee) and Sirhan Sirhan, have been offered, as well as the notion of widespread mental implantation and control of the American populous. The former of these statements is the belief that through hypnosis, drugs, and possibly ELF radiation, these assassins were programmed to carry out their duties without remorse, without memory, and without memory of their training. The latter of these assertions, the notion of mental implants and control, has led to a large group of individuals, most likely with other more severe mental problems, to be convinced they are victims of a governmental mind control conspiracy. It may be of note that before the discovery of MK-ULTRA such claims by individuals in that program, though seemingly ludicrous, were indeed accurate. Further conspiracies revolve around the DoD which operates the joint Navy- Air Force High Altitude Auroral Research Project (HAARP). The program's stated objective is to study the affects of radiation in the upper atmosphere, but it's critics charge either for large-scale mind control (using the ionosphere as a reflector) or weather control. Another buzzword that is not strictly limited to conspiracy theorists is 'psycho-acoustic correction.' This word involves using an acoustic signal to mask an underlying ELF wave designed to produce 'voices in the head' and to produce overall states of anxiety and discomfort. Research in this area has already been mentioned. Such technology is alleged to have been used in both the eventual surrender of Manuel Noriega from the Vatican Embassy in Panama, and the siege of the Branch Davidian compound in Waco. In both cases, helicopters playing 'loud music' were certainly documented to fly over. Each of such conspiracy theories certainly contains a measure of truth and a bit of speculation. The military's intense secrecy in this area of research does little to abet their beliefs. When David Boyd of the National Institute of Justice was asked if such technology was used in Waco his reply was, "I have to answer that very carefully. The fairest answer is none were suitable." [VALENTINE] The extent to which the conspiracies, which revolve around this area of research, are accurate may be best determined through history. If the military and intelligence communities since the start of the Cold War have known about such powerful
technology, why so would the military actions in Korea and Vietnam resulted in such unsuccessful results? Though such technology may be able to create the perfect assassin, why involve such complicated technology, when Navy SEALS or Hamas terrorists would willingly achieve the same ends without any fancy mind control. Also in a military role the potential use of such technology still requires the presence (most likely from the air) of an emitter, which, if capable of overflying a battlefield, must fly in an environment in which air supremacy has already been established. The military certainly needs technology that allows it to deter or influence aggressors from action against our forces and those of our allies. In an age when there is less threat of a single large-scale engagement, but a greater threat of small rebellions and terrorist action, such technology can be of even greater value. Such weapons and technology can obviate the need for inflicting mass casualties, incurring collateral damage, and launching street to street 'room clearing' offensives. Public source research in this arena is sufficient to glean that there is a body of research with definite PSYOP uses. Such technology is not without its legal and ethical ramifications, especially in a peacetime environment. If its application can pacify a people before war starts, is it acceptable? If it can extract near-perfect information without any physical torture or permanent effects from captured soldiers, is it a violation of the Geneva Accords? What could this mean for criminal justice in the U.S., where lie detectors are suspect enough? If such ELF waves are used in aversion therapy to 'rehabilitate' criminals from their violent impulses, is that okay? Can we be sure it worked? These ethical questions and the seemly permanent veil of national security compartmentalization in this area will likely prevent any but the least powerful implementations of this technology in the near future.

An expose on the intelligence agencies and their experiments with Remote Mind Control
MISSING TIME One series of CIA experiments searching for a method to induce amnesia found that pulsed microwaves could be used to over stimulate the production of acetycoline in the brain, a neurotransmitter associated with the storage of memory. This process is known as EDOM or Electronic Dissolution of Memory. Whilst a person is subjected to the signal they literally cannot store any memories, and are left instead with a period of amnesia or "missing time." They can even be influenced to have amnesia about their amnesia. According to the book, The Mind Manipulators, by Alan W. Scheflin and Edward M. Opton Jr, published in 1978, "The E.D.O.M. alters time senses by emitting radiowaves and ultra-sonic signal tones, which in turn act upon memory storage chemicals in the brain." It has been claimed that his process is used to "wipe" specific memories from the minds' individual's who have been exposed to highly classified information and are leaving the employ of government agencies who deal with sensitive information. This particular technique leaves me wondering about so-called "missing time" events associated with alleged alien abductions. We have developed the technology to induce amnesiac periods in our own laboratories, and don't need alien intruders to help us explain how they can be induced. IT'S ALL IN YOUR HEAD The brain implant operations, now so commonly blamed on alien abductors, have been occurring on our planet for a long time at the hands of the human species. Doctors in Sweden have been placing brain transmitters in the heads of anaesthetised patients without their consent or knowledge for over thirty years. There is evidence that the Sodersjukhuest, Karolinska, Nacka, and Sundsvall Hospitals have implanted brain transmitters without the permission or knowledge of their patients for several decades. Swedish authorities deny the existence of brain transmitters and advise complainees that they risk admittance to mental institutions if they continue to talk about implanted devices. In 1985, however, when a letter drafted by representatives of various Swedish human rights groups, and legal and technical professionals, was sent to the country's Attorney General, he referred it to the District Attorney, Mr. Overaklagaren, who determined that such activity would not be considered a crime (Overaklagaren, "ADII, 76-85).
A 1968 textbook entitled Bio-Medical Telemetry (written by Dr Stuart Mackay, formerly of the University of California, Berkeley), that was used by the Swedish Defence Research Institution's educational unit, reported, "Among the many telemetry instruments being used today, are miniature radio transmitters that can be swallowed, carried externally, or surgically implanted in man or animal. They permit the simultaneous study of behaviour and physiological functioning. The scope of observations is too broad to more than hint at a few examples. The possibilities are limited only by the imagination of the investigator." Dr Jose Delgado, a pioneer of electronic brain stimulation (ESB) who was funded through front organisations by the U.S. Office of Naval Research and the CIA, stated in his book Physical Control of the Mind (published in 1969), that "brain transmitters is transmitted by way of radio frequencies." "One of the possibilities with brain transmitters is to influence people so that they conform with the political system. Autonomic and somatic functions, individual and social behaviour, emotional and mental reactions may be invoked, maintained, modified, or inhibited, both in animals and in man, by stimulation of specific cerebral structures. Physical control of many brain functions is a demonstrated fact. It is even possible to follow intentions, the development of thought and visual experiences." Early implants were about half the size of a cigarette filter but newer versions can be adapted to liquid crystals, injected directly into the bloodstream to lodge inside the brain. Two-way radio communication with brain transmitters has been possible since the 1950s, including voice messages and 'returned thought.' MORE WEAPONS OF WW III The weapons that Harlan Girard says are being used in covert mind control operations include a transmitter which broadcasts at the frequency of the human nervous system, which he claims is manufactured by Loral Electro-Optical Systems in Pasadena, California. Loral, a major defence contractor, had previously conducted research on directed energy weapons for Lt Gen. Leonard Peroots of the US Air Force, who was searching for a weapon to implant messages into the minds of the enemy and to urge his own troops on to superhuman deeds of valour. The device employs electromagnetic radiation (EMR) of gigahertz frequency, pulsed at extremely low frequencies (ELF). It is used to torture people both physically and mentally, from a distance. Weapons of this type are thought to have been used against the British women protesting the presence of American cruise missiles at Greenham Common Air Base during the seventies. This weapon can be used to induce total sensory deprivation by broadcasting signals into the auditory nerve at such high power that it blocks the victim's ability to 'hear' themselves think. This device has taken the concept of the old phrase, 'its so noisy in here, I can't hear myself think' and turned it into a powerful weapon of terror. The processes employed by such ELF technologies are described in various U.S. Defence
Department publications, including one entitled The Electromagnetic Spectrum in LowIntensity Conflict by Capt. Paul E. Tyler, Medical Command, United States Navy, which is included in a collection entitled, Low-Intensity Conflict and Modern Technology, edited by Lt Col. David J. Dean, United States Air Force. The paper was delivered in 1984 and the collection published in 1986, by Air University Press, Maxwell Air Force Base, Alabama. Another pulsed microwave device can deliver audible signals directly to an individual whilst they remain undetectable to anyone else. The technology is very simple and can be built using an ordinary police radar gun. The microwave beam generated by the device is modulated at audio frequencies and can broadcast voices directly into the brain. In his book, The Body Electric, Nobel Prize nominee Robert Becker describes a series of experiments conducted in the early 1960s by Allen Frey, where this phenomena was first demonstrated, as well as later experiments conducted in 1973 at the Walter Reed Army Institute of Research by Dr Joseph C. Sharp, who personally underwent tests in which he proved he could "hear and understand spoken words delivered to him in an echo-free isolation chamber via a pulsed-microwave audiogram (an analog of the words sound vibrations) beamed into his brain." Becker then goes on to state, "Such a device has obvious applications in covert operations designed to drive a target crazy with "voices" or deliver undetectable instructions to a programmed assassin." A 1978 book entitled Microwave Auditory Effects and Applications, by James C. Lin, Ph.D., explained how audible voices can be broadcast directly into the brain. This technology could be used to make the deaf hear, but instead, it has been turned against the public. Allen Frey also reported that he could speed up, slow down, or stop isolated frogs' hearts by synchronising the pulse rate of a microwave beam with the beat of the heart itself. "According to Robert Becker, similar results have been obtained using live frogs, indicating that it's technically feasible to produce heart attacks with a ray designed to penetrate the human chest." I should mention that Becker does not participate in such research as far as I know. I believe that he is interested in the more humane aspects of electro-magnetic research, and is fairly critical of military and intelligence applications of this type of research. It has been demonstrated that focused Ultra High Frequency (UHF) electromagnetic energy beams can be used to induce "considerable agitation and muscular activity" or "induce muscular weakness and lethargy." Microwaves can also be used to burn human skin, enhance the effects of drugs, bacteria and poisons, or affect the functioning of the entire brain. These effects were all studied at length by the CIA. On 21 September 1977, in testimony before the Senate Subcommittee on Health and Scientific Research, Dr. Sidney Gottlieb (who directed the MKULTRA program) was forced to discuss aspects of the CIA's search to find "techniques of activation of the human organism by remote electronic means." In a Reagan administration sponsored top-secret research project code-named Operation
Black Beauty, Dr. Michael Persinger, and American-born Physiologist who runs the Environmental Psycho-Physiology Laboratory at Laurentian University in Sudbury, Ontario, was asked to develop a weapon that could be used to swiftly dampen crowd aggression. He developed an electromagnetic device that employed time-varying fields of low intensity pulsed in the ELF range, at frequencies between 1 and 10 hertz. Apparently a person standing in the field of this particular device will find a specific area in their brain flooded with histamines, resulting in uncontrollable fits of vomiting. Is this the sort of 'activation' we can look forward to? FRIENDS IN LOW PLACES Harlan Girard is no stranger to mind control. He claims that he himself has been targeted since 1983, after a series of incidents brought him to the attention of some less than pleasant, but very powerful people. It al began when he made a couple of negative comments about Reagan's "brand of Republicanism" to a former Lieutenant Governor of Hawaii who approached him in 1976 (while working in Australia) to raise funds for Reagan's long-term election campaign. He also voiced his disapproval at the prospect of any former Director of Central Intelligence becoming President, in response to a question from the former Governor on how he would feel about George Bush (whom he knew little about at the time) taking over the top spot in the White House. When Girard later applied for a position as Commissioner to the South Pacific, a trade position that falls under White House jurisdiction, the Office of the President requested information concerning his background. In his reply Girard mentioned his earlier contact with Reagan's Hawaiian friend, having forgotten his earlier remarks and thinking the contact would be in his favour. James Baker, who was responsible for selecting the successful applicant, called the former Lieutenant Governor of Hawaii, and as a result, his earlier remarks to the Governor came to Baker's notice. He later found out that the Governor, like Baker, was a close personal friend of Reagan. Girard concludes that his telephone was tapped and his mail routinely opened (beginning around March 1983) once Baker decided he wasn't supporting the 'right' team. Around this time he claims that he was profiled by either George Bush's National Security Planning Group, or one of the pro-active counter-terrorist organisations being run by Oliver North from the basement of the White House. In 1983, Oliver North, whom Reagan was known to refer to as "my favourite marine", was the National Security Council's liaison with FEMA, The Federal Emergency Management Agency, and already extremely right-wing organisation responsible for coordinating government agencies in times of national emergency or civil unrest, as well as planning for 'continuity of government'. North spent his time with FEMA conducting covert actions, and drafting plans for the overthrow of the US Constitution. It is believed that he also created a division of the agency that was given the task of 'neutralising' White House enemies. The code word for this program is DAKOTA. The following undated memo, prepared by the Los Alamos National Laboratory, entitled 'Concepts for Assisting the Federal Emergency Management Agency in its Various
Missions', outlines proposed research "to investigate microwave radiation effects on mammalian organisms" giving further credence to Girard's claims. Girard believes the reason he became a target for mind control is that his 'profile' was thought to be similar to that of John Hinkley Jr, the man who attempted to assassinate Reagan in March, 1981. He too came from a privileged home and, like Girard, was estranged from his father. It would seem obvious that Hinkley disliked Reagan's politics, although there are a number of theories that suggest that the purpose of the assassination attempt on Reagan was to hand Bush the presidency earlier than was finally the case. After the attempt failed, Reagan all but handed over his presidential powers anyway. He really was just an actor playing the role of a president. Girard was living in Los Angeles, not too far from Reagan's ranch in Santa Barbara, at the time he was profiled, adding (he believes) to speculation regarding his threat potential. Although this was sheer coincidence, it may have not been assessed that way, for it was around this time that his mind control "treatment" began. An outline of just how simplistic White House evaluations of potential threats to the President were after the attempt on Reagan's life, is mentioned by Bob Woodward in his book, Veil: The Secret Wars of the CIA. He comments that reports on threats to the President that operations people and analysts didn't believe were serious "and generally amounted to nothing more than two guys in a bar saying they would like to shoot Reagan" would have DCI William Casey ordering, "I want a team on it." In 1989, the Federal Bureau of Investigation refused Mr. Girard access to his own file on the grounds that "it is exempt from mandatory release on the basis of 5 USC. §522 (b) (1)". This section of the United States Code is applicable to documents "to be kept secret in the interest of national defence or foreign policy". Girard has never held a security clearance nor applied for a job which required one, although he did work for the US Air Force from which he received an honourable discharge in 1963. What then might the FBI be hiding? Girard says that he has been exposed to much highly classified and extremely sensitive information while his 'handlers' have tried to 'talk' him into committing murder, or at least suicide. Some inexperienced 'controllers' even come 'on-line' and talk to him (directly to his brain) relatively normally before beginning their continuous tirade of abuse, and some have even told him that they are practising on him before being sent on more important missions. THE DEMOCRATIC CHARADE According to Harlan Girard, the equipment has also been used to influence politics in a much more direct fashion. He believes that Michael Dukakis, the Democrat presidential candidate running against George Bush in the 1988 US election, was targeted with microwave technology in order to impede his public speaking performance once the opinion polls showed he posed a threat to Bush's election prospects. He also claims that the equipment was used against Kitty Dukakis and drover her to the brink of suicide. In
the glitzy Disneyland world of US politics, a presidential candidate with problems such as these to deal with obviously stands to lose the race to the White House. Girard's words when describing this scenario to me was, "Even if the Kennedy assassination and Watergate weren't coups, the 1988 election certainly was". It is likely that all three were coups, in effect, and may even have been conducted by the same de facto government. The first two are the subject of many a good book, and many more a theory. CHECKMATE Is Harlan Girard's personal claim of being a victim of mind control, and electromagnetic torture, so outrageous in light of the fact that this type of experimentation has taken place? He says the biggest flaw in the efficacy of the treatment that he has been subjected to, lies in the original 'simplistic' assessment of his personality, stating, "I am not homicidal, or suicidal. The CIA may murder me, but I will never become anybody's Automaton." No doubt many individuals would not have the same capacity to resist, or strength of resolve. As for the question of why he has been allowed to live; in the days when he first realised that the White House (or FEMA) were trying to 'neutralise' him, he began keeping a diary which includes the number plates of numerous vehicles associated with his treatment which can be traced back directly to the White House. He has circulated a number of copies of this diary for his own protection. He also says that besides this is the even more horrifying possibility that the process of torture is itself gratifying to the individuals who conduct it, and for that reason they would rather keep working on him than get rid of him. He has been led to believe, and does believe, that daily reports are prepared on the progress of the torture of human beings with ELF weaponry, and that these reports are made available to twisted sympathisers within the government as a reward for their patronage to agencies such as the CIA. Girard says that attempts have also been made on his life with ordinary weapons, however. He told me that if I were unable to contact him in the future I should speak with his lawyers, as they were fully aware of his situation, and would know if he were still in one piece. THE UNWITTING LEGION If Harlan Girard's claims were the only ones of this nature, we may safely feel reason to doubt them, but they are not. Many individuals, some with high public profiles, believe that they are the subjects of mind control operations, but they generally keep a low profile with regard to the subject for fear that it will destroy their credibility, or worse. Others, who due to the anti-social behaviour that brings their cases to the public's attention, are written off as liars or nuts. For example, on Saturday 17 March 1984, The San Francisco Chronicle ran a story entitled "Incident near White House: Gunman's bizarre claims", in which a supposedly typical 'lone nut' would-be-assassin, who was arrested near the White House, claimed to have been implanted with a tracking/telemetry device in the form of a crystalline implant that 'works like a crystal radio'. He believed that commands inducing
him to commit murder were being sent to him via this device. How many individuals who are unfamiliar with the capabilities of mind control, or the fact that it is even possible would believe such a claim? A similar report turned up in The Miami Herald on Monday 24 May 1984 in an article entitled, "Drug pilot says he's caught in a CIA plot". The self-confessed former CIAemployed drug and arms running pilot, James Petit, claimed to be a victim of mind control, had been fitted with a crystalline implant, and that he knew of a CIA operation codenamed Operation Crystal Ball which was a plot to take over the world using mind control. A follow-up article in the same paper on 9 June 1984, stated that x-ray surgery had failed to find the implant. However, another article on Petit, published in The National Examiner on 30 April 1985, stated that radiologists had detected a foreign object behind his left ear which they concluded "had no reason for being there". The article included an x-ray photograph of the unidentified 'thing'. Petit claimed that the device was implanted while he was being treated at the Burn Centre at the US Army Institute of Surgical Research in San Antonio, Texas, in April 1982, after his plane crashed in the Columbian jungle. Doctors from the hospital confirmed that he was treated there until 2 July 1982. He believed that the CIA were going to use him "in a program to assassinate someone". Petit stated, "It would be a good idea to check Sirhan Sirhan, the man who shot Robert Kennedy to see if he has implants. James Earl Ray (who killed Martin Luther King) and John Hinkley (who shot President Reagan) should be checked too." Petit's lawyers confirmed that he worked for the CIA, and this was also substantiated by another attorney who was representing a co-defendant in a federal drug case. Petit claims the whole incident was part of a bizarre CIA program called Operation Crystal Ball designed to take over the world's judicial and political systems through mind control by the year 2000. He even claimed to have found top secret documents containing details of the program in a garbage bin in Key West, Florida, about twenty years earlier. CROSSING THE MIND In her book, Such Things are Known, author Dorothy Burdick (an alias, in order to protect her reputation as a professor at Foothill College in Santa Clara, California) outlines her personal experience as an involuntary subject of mind control. She claims to have been used as a target in 'thought reading' and 'voice broadcasting' experiments being conducted by the Defence Advanced Research Projects Agency (DARPA). Using a Cray supercomputer running a complex pattern-recognition program, the agency was able to read Dorothy's brainwave patterns and insert thoughts into her head quicker than her own brain could process them. She states that these foreign thoughts literally "cross the mind". Apparently, when you speak, the nerves controlling the vocal chords, mouth and tongue are activated in proportion to the various directions and tensions each muscle is directed to move. These patterns occur whether or not the words are actually spoken aloud. The
process of thought requires that you 'talk' to yourself in order for your mind to function consciously. This is called 'sub-vocal thought'. Just try thinking without 'speaking to yourself' if you don't believe it. The brain-wave patterns produced in this neurological process can apparently be read using some form of remote surveillance device and can reveal an individual's every thought. The Los Angeles Times ran an article on 20 August 1992 entitled, "Cameras record images of thought" which states, "Scientists have been able to directly view human thought processes, tracing the complex patterns of electrical and chemical reactions to small clusters of brain cells. The researchers used a comparatively simple camera that records subtle differences in reflected light too small to be seen with the naked eye that flicker over the surface of the brain as thoughts occur. They said the technique will provide a much more precise way of mapping various thought processes and physical activities to specific parts of the brain." William H. Theodore, a neurologist at the National Institute of Neurological Diseases and Stroke commented, "It's a very interesting technique. The advantage is that it records very rapid changes in brain functions. I think it might enable surgeons to better map out speech regions." This technique is now public knowledge, so would it really be at all surprising if DARPA, which has spent billions of dollars developing parallel-processing supercomputers, and on brainwave pattern-recognition research (purportedly for use in advanced fighter aircraft), had discovered how to apply this technology to more sinister operations? After all, this agency's entire mandate is to develop more effective weapons with which to arm the American defence and intelligence industries. THE REAL "STAR WARS" Combinations of electromagnetic radiation and hypnosis have also been the subject of intensive research. In 1974, researcher J. F. Shapitz said of one of his research proposals, "In this investigation it will be shown that the spoken word of the hypnotist may also be conveyed by modulated electromagnetic energy directly into the subconscious parts of the human brain i.e., without employing any technical devices for receiving or transcoding the messages and without the person exposed to such influence having a chance to control the information input consciously. It may be expected that they rationalise their behaviour and consider it to be undertaken out of their own free will." (emphasis added.) Anybody investigating so-called 'channeling' phenomena would be wise to take this area of research into consideration. It is interesting to note the fact that the number of people who consider themselves 'channelers' has escalated rapidly since this type of research was conducted. It is uncanny how similar their messages are, regardless of which 'entity' they claim to be the source of their 'divine guidance'. I would suggest that any individual considering the content of "channeled" information should be discerning and critically evaluate whether the message they are "receiving" or considering is empowering (in a non-selfish sense) or would serve to invoke thought patterns beneficial to the New World Order.
The Sydney Morning Herald published an item on 21 March 1983, which adds weight to this hypothesis The article stated that a paper entitled, "The Soviet's are Invading the Human Mind" had been submitted to the newspaper's foreign editor by Dr. Nassim Abd El-Aziz Neweigy, Assistant Professor in the Faculty of Agriculture, Moshtohor TukhKalubia, Egypt. It is worth quoting the article at length, even though its grammar is a little odd. "The Soviets have manufactured the advanced computers, or even imported them, and fed them with the minute psychical particulars based on their studies about the anatomy and biology of the human body, and the studies about the anatomy, chemistry and electricity of the human brain. These computers were fed, as well, with the different languages and their meanings. The dialects of people have been fed from the nature through satellites. The Soviets started to feed the computers with objective programs". "It seems that the Soviets recoursed to suicidal method with the human society by allocating an electronic ray on every mind for many persons in different societies. Such rays are fed from the memory of computers which stored a lot of data about the human being and the languages. These rays interlace and interweave with the natural thinking to form diffused artificial thought. Through such ferocious anti-humanitarian means, the extremist groups are fabricated, the troubles and bloody disturbances are instigated by advanced tele-means via satellites, in many countries in Asia, Africa, Europe and Latin America." Emphasis added.) The editor of the column in which the article was printed even stated, "We think it makes points too important to ignore." I think that is a conservative way of putting it. One disturbing possibility, given all the information we have at hand, is that the individuals involved in this potential mega mind-control operation could themselves be programmed, and not even be aware that they are conducting such an operation. THE NEW MENTAL BATTLEFIELD In the December, 1980, edition of the US Army Journal, Military Review, an article by Lt Col. John B. Alexander entitled, "The New Mental Battlefield: Beam Me Up Spock", provided further insight into the technical capabilities now at the disposal of the controllers. He writes, "Several examples will demonstrate areas in which progress has been made … The transference of energy from one organism to another … The ability to heal or cause disease can be transmitted over a distance, thus inducing illness or death for no apparent cause … Telepathic behaviour modification, which includes the ability to induce hypnotic states up to distances in excess of 1,000 kilometres, has been reported. The use of telepathic hypnosis also holds great potential. This capability could allow agents to be deeply planted with no conscious knowledge of their programming. In movie terms, the Manchurian Candidate lives and does not even require a phone call. Other mind-to-mind thought induction techniques are being considered. If perfected, this capability could allow the direct transference of thought via telepathy from one mind, or group of minds, to a selected target audience. The unique factor is that the recipient will
not be aware that thoughts have been implanted from an external source. He or she will believe that thoughts are original." (Emphasis added.) If it is possible to feed 'artificial thoughts' into the morphogenetic field via satellite, then mind control of the entire planet is possible. An individual's only resistance would be to constantly question the motivation behind their thoughts, and not act upon thoughts that they consider to be outside the boundaries of their own 'ethical and moral' boundaries. Once again, it is wise to consider how television, advertising, and various forms of social pressure are constantly being used to manipulate those boundaries. AN ORDER WE CAN DO WITHOUT Mind control technology is a reality. Some techniques are being used covertly on particular individuals, while others are used openly on the entire planet. Just go and switch your television on. There's the most effective one of all! And while we shake our heads in disbelief at the horrors that are fed to us on the nightly news (or is that hourly?), don't forget those old principles, feedback, reinforcement, conditioning, whilst lamenting "Why do people do those horrible tings to each other?" It may be reasonable to consider that 'those people' may be getting more than a little help from our Big Brothers. After all, unless the Old World Order is made out to be, or turned into, the worst Order there could be, why else would we want a new one? I will leave you with one final quote to consider. It was made by Zbigniew Brzezinski, former National Security Adviser to Jimmy Carter, in his book The Technotronic Society, which is almost a biblical text for advocates of the New World Order. Brzezinski founded the infamous trilateral Commission played a leading role in George Bush's 1988 election campaign as an adviser on foreign policy (seems unusual for a former Democrat National Security Adviser, doesn't it?), and is a tireless all-round promoter of the One-World Government/New World Order philosophy. "In the technotronic society the trend would seem to be towards the aggregation of the individual support of uncoordinated citizens, easily within the reach of magnetic and attractive personalities effectively exploiting the latest communication techniques to manipulate emotions and control reason." AT ONE MINUTE TO MIDNIGHT As Lt. Col.
