A Health & Safety inspection was carried out at the Chicago Construction Co. LLC’s construction site – “GEMS Nations Academy” located at Al Barsha, Dubai (UAE) on 21st September 2017.The time of inspection was between 10:00 am and 11:00 am. This is a School Building Project being developed by GEMS Education and consists of 2 G+3 storey buildings, a 650 persons capacity Auditorium, 50 m Swimming pool, Indoor Multipurpose/Sports Hall, Football Ground & Bus and Car Park. The construction began in January 2017 and works are in full swing to meet the deadline for handing over, which is expected in the mid of Dec 2017. So far, Building Structural works have been completed and MEP & Architectural works are ongoing. The following activities were in progress at the time of inspection: (1) Building Blocks.
False Ceiling, Internal Walls Painting, Painting, fixing of of wooden wooden doors doors and and aluminium windows, Dry Wall partitions, Block and Plaster, laying of wall tiles and partitions in the toilets, Lights installation, Installation of handrails in staircases, installation of HVAC machines on roof, chillers
(2) External Works
Laying of stone base course, flood light foundations, foundations, Installation of interlocks and kerbstone
While most of the works were being executed by the main contractor Chicago Construction Co. LLC, subcontractors have been appointed for specialised works of the works such as MEP, External Insulation Insulation & Painting. The work is carried out out in 2 shifts. Day Shift is between 07:00 am – – 07:00 pm and Night Shift is between 07:00 pm – – 07:00 am. On the day of inspection, a total of 21 staff and 418 workers of the main contractor and subcontractors were working at site. Workers were using hand held tools such as hammer, chisel, axe and power-driven tools. Many machineries and equipments have been utilised at site ; the major ones being 200 T mobile crane, JCB Excavator cum Backhoe, Welding Machines, Oxy acetylene torch, Concrete Jackhammer, Drilling machine, Grinding Machine, Plaster Spray machine, Concrete Mixer, Surface Milling machine etc. Scaffolding has been erected at various location to facilitate work.

The purpose of the inspection was to assess the risk and hazards at the workplace & highlight the areas of concern including non-compliance to Health and Safety standards at the site. Inspection was conducted based on the visual observation, interviewing workforce and checking documents at site. Executive Summary
The main objective of the Health & Safety visit was to identify hazards that posed a risk to worker’s safety. This report identifies the hazards and areas which require action. Some of them are serious and require management’s immediate attention as these not only pose serious risks to safety but also violations to the following local authority laws are observed. The important ones are listed in this report which also includes the control measures, timescale and approximate costs. . Key issues found in the construction area are highlighted below :
Distribution Distribut ion boxes without doors which are easily accessible to workers, where where there is a possibility of worker getting electric shock or overloaded distribution box getting heated up and cause fire. By providing doors and locks arrangement and controlling the access to distribution box to only electricians will reduce the hazards Uncovered walkway at the access point of the building where workers are susceptible to get injured from falling material from above fl oors. By erecting a cover above the walkway will minimize the risks to the workers Storage of flammable chemicals at ambient temperature which is above the recommended storage temperature might cause fire and damage property and endanger workers lives in the vicinity. A temperature controlled storage room is required as a control measure. Collection/deposition Collection/d eposition of construction construct ion waste on ground by throwing from the higher levels to the waste heap poses a serious risk to the safety of workers. Provision of a chute system to allow safe collection of waste on the ground level is required. GRP lining work (internal Waterproofing) Waterpr oofing) being carried out inside the underground water tank (confined space) without the provision of fresh air supply poses a risk of suffocation suffocation and unconsciousness due to improper ventilation & presence of VOC’s. Monitoring for oxygen levels and supply of fresh air will help in reducing the hazards.
The suggestions made in this report are meant for direct implementation by all staff & workers and has a little impact on the progress and cost. By implementing the control measures and adopting the safe work practices will reduce the risk of incidents/accidents at the work site and improve the health and safety culture within the workplace which will help to protect workers, property and company’s public image. This leads to increased efficiency

Main Findings
(1) Distribution Box without door - Electrical hazard ( Observation Observation No: 13 ) Working with live electrical systems is often considered a high risk. All the 6 Electrical Distribution Boxes observed in the corridor area did not have any doors and workers can be seen plugging in to power supply themselves for electrical sockets and to machines and appliances. Potential risk of workers getting electrocuted on accidental contact or when approaching to connect and disconnect. The consequences could be severe and morally unacceptable. There is another risk of the distribution boxes getting heated up due to overloading and causing fire in the workplace. As per ILO C167 C167 Safety and Health in Construction Convention, 1988 ; Electricity clearly Electricity clearly states that :
Article 26 -
All electrical equipment equipment and installations installati ons shall be constructed, construct ed, installed and maintained by a competent person, and so used as to guard against danger. Before construction construct ion is commenced and during the progress thereof adequate steps shall be taken to ascertain the presence of and to guard against danger to workers from any live electrical cable or apparatus which is under, over or on the site.
Dubai Emirate Ministerial order no. 32 of 1982 The Determination of Retentive Methods and Measures for the Protection of workers from the risks Article 9 states 9 states that :
the Employer must undertake preventive measures to protect workers from “Electric shock or Electrocuting” Electrocuting”
Failing to comply with the above requirements can result in action by authorities. The work at site may be stopped and fines & other actions may be received based on the severity. As an immediate measure, it is recommended to cover the distribution boxes with insulating insulating material and taping it thus restricting the access. Workers should be instructed and warned not to open the covers and ask electrician for any power connection requirement. For a longterm solution, it is required to provide doors to the distribution boxes and installing a locking facility. The cost for provision of doors and padlocks come out to be approximately 250 AED per distribution Box. This will ensure that only authorised personnel like electrician is granted access to the distribution box.

(3) Flammable Chemicals stored stored in ambient temperature – temperature – Fire Fire Hazard (Observation No: 11) Chemicals like paint, thinner, vinyl adhesives are found stored in a 8 X 10 metre room in the building at ambient temperature, whereas as per the manufacturer’s recommendations, temperature of 25 degrees Celsius must be maintained for safe storage. There is risk of fire can take place and even explosion due to ambient temperature above 37-degree Celsius causing damage to property and burn injuries to workers including fatality which is not acceptable.
As per ILO C167 C167 Safety and Health in Construction Convention, 1988 : Article 29 29 clearly states The employer employer shall take all all appropriate appropriate measures measures to-(a) avoid avoid the risk risk of fire;(b) fire;(b) combat quickly and efficiently any outbreak of fire;(c) bring about a quick and safe evacuation of persons.

Owing to this, there is a violation of ILO & UAE Federal Law which may result in fine and other authority action. The chemicals should be immediately shifted temporarily to a room where with air conditioners are available and temperatures can be maintained in the range of 25 – 27 – 27 degrees Celsius. As a long-term control measure, arrange for a Chemical store room(s) with the installation of air conditioning & temperature monitoring devices. (4) Dumping of waste from upper floors waste directly directly to ground - Unsafe Act (Observation No: 25) Falling of objects from height is a serious hazard in any construction site. I observed that dumping of construction waste from 1st and 2nd floor is done throwing directly to the heap of undisposed waste on ground. The heap is f ormed as result of deposition of construction from the upper floors. The construction waste heap is removed once in 5 -6 days or when it is huge enough for the waste carrying truck. There is great risk of unsuspecting workers getting hit from sudden fall of materials from height which may result in serious injury to head and body; and even death. Materials like metal and concrete lumps may rebound upon impact and hit workers in the vicinity causing injury. Also, there is a generation of dust upon fall which is again hazardous to the workers and can invite penalties from Authorities. (5) GRP lining works inside Underground Underground Tank – Tank – Confined Confined Space & Chemical Hazard: (Observation No: 25) Glass Reinforced Plastic lining work (internal waterproofing) was in progress inside the underground water tank at external area near Multipurpose Hall, which is a confined space. As no precaution measures are available, available, there is a risk from low oxygen levels, rising temperature and hazardous fumes and chemicals from resin and solvents, which can affect health upon inhalation like nausea, unconsciousness and if remained unattended even fatality. As the work is going to take minimum 2 weeks to complete, exposure of VOC’s for long time can have serious impacts on health and cause illness / neurological diseases. Dubai Local Order 61 of 1991 – – Environmental protection and H&S regulations in the Emirate of Dubai Article 41: 41: use and exposure to chemicals and other dangerous products mentions necessary steps to be taken to prevent chemical exposure. The company is in violation of International & Dubai Local Laws which may result in penalties & other action from authorities such as stoppage of work. As a control measure, work should be stopped immediately and barricades barricades / no entry sign boards should be placed. Work should be resumed only after provision of supply of fresh air using external air pump. Implement Permit to Work systems for work in confined spaces. The oxygen levels and temperature of the underground tank should be monitored regularly. Conclusion
This Health & Safety inspection was carried out with the sole aim of assessing the Health and Safety performance in the construction site and identify hazards that posed a risk to worker’s safety. Overall, good standards of health and safety are maintained throughout throughout the construction site and staff welfare facilities like rest area, dining area, first aid room are excellent and conform to Local Authority requirements. A pleasant work environment has been created and is demonstrated by the housekeeping standards, provision of lighting etc. which demonstrates commitment to Health and Safety by the top management and construction team. However, there are quite a few health and safety discrepancies that need urgent attention of the management. The immediate and long-term control measures are provided in the report along with the target dates and cost implications, which is minimal when compared to the losses faced by company in event of an incident or an accident. I would like to make the following recommendations:
