Narrative Report

INTRODUCTION
Company’s supervisors and managers responsibility is to utilize available resource to train, qualify, and develop their employees. On-the-Job Training (OJT) also called internship, is one of the best training methods because it is planned, organized, and conducted at the employee’s worksite. OJT will generally be the
primary method use for broadening employee skills and increasing productivity. It is particularly appropriate for developing proficiency skills unique to an employee’s job – especially jobs that are relatively easy to develop, learn and require locally-owned
equipment and facilities. Panpacific University North Philippines, College of Engineering is requiring a 240 hours of On-the-Job Training (OJT) exposure of the student in their field of specialization in the industry. Academic requirements completed if a student will undergo a practicum or OJT. The practicum provides the student an opportunity in the actual field of work to the preparation for the future career. Students can choose freely what company they want to undergo the program. To have a successful practicum program, supervisors needs to assign coach to each employee involved in OJT practicum. It is the responsibility of the coach to plan training carefully and conduct it effectively. The trainee must be able to cope much with the tasks given to him/her. The OJT coach must in turn observe the trainee as he/she is working on that given task. OJT’s can bring fresh ideas into the organization. Giv en the opportunity to
speak their minds freely and without fear, they may be able to contribute significantly in brainstorming sessions or research and eventually help improve the organizations productivity. While training the interns, employers are in fact also teaching their employees to process of guiding the trainees stretches their patience, develops teaching skills and makes them more sensitive to the needs and mind set of the younger generation.

The course of supervision also teaches them how to share what they know and be receptive to questions. Hence, the internship also becomes an avenue in training for future managers of the company.

01 January 1865 – Philippine Meteorological Service begun under the
Observatorio Meteorologico de Manila now Manila Observatory.
7 July 1879 – The first issuance of typhoon warning crossing Northern Luzon
made by the Observatorio and in November of the same year predicted that a strong typhoon will cross over Manila
28 April 1894 – Under the Royal Decree of Spain, the Manila Observatory was
recognized as an official institution under the Jesuits.
22 May 1901 - By act of the Philippine Commission, the Observatorio was re-
organized under the Act No. 131 and was formally named as Weather Bureau under the administrative control of the Department of Interior.
1917 – The Weather Bureau was placed under Department of Agriculture and
Natural Resources when the latter was created.
February 1945 – The Weather Bureau was blasted to destruction during the
battle of Manila. All instruments, records and scientific knowledge accumulated through the years were lost.
24 July 1945 – Re-establishment of the Weather Bureau with

constituting its personnel under Mr. Edilberto Parulan as OIC
1946 – Pursuance to the provision in the Philippine Rehabilitation Act of 1946, a U.S. Weather Mission was sent to Manila to undertake survey of the Bureau’s
need. As a result, the Bureau acquired meteorological equipment and technical assistance from the U.S. and pave the way for the establishment of standard weather services patterned after similar institutions in the more technically advanced countries of the world. The Bureau was placed under the Department of Commerce and Industry during this time.
1947 – The Weather Bureau under the Commonwealth era was transferred to
the Department of Agriculture and Commerce and for a brief period under the Department of Public Works and Communications during the Japanese Occupation. Likewise, the Weather Bureau’s Central Office was moved to 8
Marsman Bldg. opposite Pier 15 at the Port Area, while the Forecasting Center was transferred to the MIA Balagbag terminal and it became the Manila Main Meteorological Office or MMMO.
1949 – New Geophysical Observatory was set-up behind the UP grounds.
1950 – A teletype service connected the Forecasting Center to Clark Air Force
Base, Sangley Point Naval Base and the Bureau of Telecommunications. Exchange of weather reports with foreign countries, aircrafts-in-flight and four aeronautical stations in the country – Laoag, Legazpi, Cebu & Zamboanga began at this year.
1954 – Astronomical Observatory, UP Diliman Campus. Time signals were
transmitted seven times daily by radio.
15 July 1954 – Dr. Casimiro del Rosario was appointed Vice Chairman of the
NSDB and Mr. Ricardo C. Cruz Chief of the Astronomical Division was appointed OIC.
1 August 1958 - Dr. Roman L. Kintanar was appointed Director of the Weather
Bureau. The youngest ever to hold the post anywhere in the government at the age of 29.
1963 – The first weather surveillance radar was installed atop the Marsman
Building. It was damage by fire and beyond repair in 1978.
1968 – Computerization of the Weather Bureau and the setting up of a
Telemetry System in Marikina River Basin.
1969 – Weather Bureau Central Office moved once again to its new office at
the Asiatrust Bldg, Q. Ave. Q.C.
1970 - Satellite Meteorology came of age in the Philippines when an Automatic
Picture Transmission (APT) system was set-up to intercept photo-transmission of the upper atmosphere by satellite. ESCAP/WMO Typhoon Committee Secretariat established its headquarters in the Weather Bureau.
1971 – Five new radar stations were linked with the Manila radar station to
form the Weather Radar Surveillance Network.

1972 – Establishment of PAGASA under PD 78. PAGASA was transferred from
Department of Commerce and Industry to Department of National Defense.
02 June 1977 -
Transfer of the administrative control of the Typhoon
Moderation Research and Development Council to PAGASA
17 September 1984 – PAGASA under EO 984 was transferred from Ministry of
National Defense (MND) to National Science & Technology Authority (NSTA)
30 January 1987 -- EO No. 128 mandated the reorganization of NSTA now
Department and Technology (DOST) in which PAGASA is one of their line agency
01 January 1988 – Pursuant to EO 128, the PAGASA was reorganized
consisting of (5) major branches and (3) support units.
15 January 2003 – PAGASA Central Office moved again to a new building and
now its permanent headquarters, at the Science Garden, Agham Road, Diliman, Quezon City.
October 2008 – Pursuant to Executive Order 366 series of 2004, the PAGASA
was then re-organized under the Rationalization Program in a goal to make the government focus its efforts on vital/core functions and enhance effectiveness and efficiency of public service. PAGASA was re-organized to 5 technical divisions, 5 Regional Services Divisions and 2 support divisions.

The four circles joined together signify S & T Progress through; Excellence, Relevance, Cooperation and Cost-Effectiveness.
The 6 stars are for the major
PAGASA Branches and the date 1865 to commemorate the Weather Services as one of the first in Asia. The wind vane and anemometer represent the agency's functions, and the colors (black) represent the Unknown, (white) truth and Enlightenment and (blue) Progress.

SUMMARY OF CLASSROOM LEARNING, THEORIES, AND PRINCIPLES APPLIED FOR THE DURATION OF TRAINING
During my training, I’ve applied a lot of learnings from my subjects, skills and
knowledge that helped me finished my training. From the subjects; Computer Hardware – detaching, cleaning, and returning System Unit, and Reformatting PC; and PC Troubleshooting – troubleshooting and fixing internet connections problems, and crimping a working UTP cable (Straight Through and Crossover). Being proficient in Microsoft Word Applications – in helping my supervisor do their some documents, Photo and Video Editing (Photoshop, After Effects) – creating design regarding the company for future purposes, Creating Diagram and Layout (Edraw Max) – to make diagrams clearer and to understand the connection when the time comes they forgot. My physical skills also used during my training, in Packaging Inventory, Dispatching Cartons from the stock room to Garbage Area, taking and bringing documents from building to other building.

ISSUES AND CONCERNS ABOUT THE COMPANY NOTED DURING THE TRAINING
As I am training, I’ve seen some issues and concerns on the company. Here’s the following:
Too many trainee in some department – can cause overcrowded in a small workstation area.
Canteen in WFFC Building are too small for a hundreds of employee – causing overcrowded and collision of customers.
The window in CR WFFC Building Ground Floor is on above waist height like window in a living room – making the employee awkward to pee because it is visible outside. Ha-ha.

RECOMMENDATION FOR CONTINUOUS IMPROVEMENT OF THE COMPANY AND THE OJT PROGRAM
For the Company:
Expand the space of the Canteen in WFFC Building
Provide an elevator in WFFC Building
Provide a bicycle for travelling from WFFC Building to Central Office (Vice Versa) for taking or bringing any documents from each building or make a footbridge connecting CO Building to WFFC Building.
Expand the ICT-Group Room – too crowded for the employees and for the trainee also.
For the OJT Program:
Provide more workstation area for the trainees
Proper distribution of Assignments
More hands-on projects/assignments
Assign one coach/trainer of each trainee
More projects, task, and assignments
Have an individual PC for the trainee

SUMMARY OF OJT EXPERIENCES AND OTHER FUNCTIONS PERFORMED
OJT or On-Job-Training is the activity of the students wherein they are trained or prepared to a certain job or career. It is also a requirement of a course before graduation. The students are free to choose a company (government or private) wherein they are assigned or perform their work to prepare and exposed themselves to a chosen career. I have my OJT in DOST-PAGASA, Weather Forecasting and Flood Control Building, ICT Group located at BIR Road, Diliman, Quezon City. At first I feel so nervous and excited as well even I ’m with my mates (Karen, Aaron, Dona, and Julius) , it was hard for me to interact with the employees, come to think of it, they were professionals and I’m just a student trainee. I just trained myself to act like a
professional like them so that it will be easy for me to work with them. As time goes by, I found myself working harmoniously with them, the employees there was so nice and good to me and they treat each other as a family. In our first day of OJT, I feel so nervous as we enter the office, Sir Eric, one of our Supervisors, orient us their rules and regulations, he also toured as to our building, WFFC building and CAD Building. We meet the employees of our department (ICT Group), the boss’s; Sir Eric; Sir Roly; Sir Jude; and Sir Rene, and the Job Orders (JO’s); Mam Jen; Sir Mike; Sir Francis; Sir; Sandvik; Sir Gail; and Mam Misa. I have
experience new environment, new acquaintances who are professionals and every task that they give to me. Mam Jen, the in-charge in giving tasks and assignments to trainees, give us our individual project. I’m assign to make a Server Layout of ICT
Server Room, from Cabinet 1 to Cabinet 5, and Open Bay Rack (See my Project at Appendices), to be pass a week before our training end. Aside from our individual projects, we have our daily tasks; On call TechSupport – calls from the other department when they need technician to repair their concern problems like internet connection problems, troubleshooting PC, printer problems, telephone line (landline 15
and local) problems, etc. Not every hours, trainees are busy, we also bond to our cotrainees, get to know each from other schools, and have a trip while we aren’t busy, doing a ‘Selfie’ and ‘Groufie’ with them. The most unforgettable experienced I’ve encountered during my training is
when I troubleshoot a Telephone line problem in other department and I easily fixed, they’re like star -struck to me, all they can say is WOW, and my heart is ‘boom’ ha ha. I also experienced the hardest thing I’ve done that is when Mam Jen commanded us to Crimp a 10 9 meters UTP Cable, my fingernails is like I can’t move, but it’s
worth it because I learn the techniques in Crimping a fastest way. I also experience how to operate a Xerox Machine, at first I don’t know how to use it but then one of the employees taught me how to operate it, I have fun on it after all. I also experience to answer their phone calls, the funny thing with that is every time I answer the , ICT Department, How may I help you?” , phone, with the greetings “ Hello, Good Day
the caller will look one of the employee, then I’ll just shout their names, then who ever came in the table to get the phone, I’ll just remembering their faces then listed
and memorize their names so that next time I already know them, funny to think but I learn a lot. We also experienced, with the other trainees from other department, a free seminar/science show at the Planetarium, about the constellation and solar system on how does it works and their differences of each other. I had no regrets in choosing DOST-PAGASA even though it was far from my residence. My time was spent that I could say meaningful in the part of a trainee because they have taught me to experience more on the field of specialization of my chosen field which is to become a computer engineer. I learn a lot in my OJT, some of it I adopt and apply to myself and some of it helps develop my skills and enhance my knowledge. I was so thankful that I have my OJT in this office, and meet the person in ICT Group. Through this experience, I learn to be more patient in every task that given to me even though it is hard, to be nice and humble in every person I interact and most of all to LOVE MY WORK. 16
I am proud to say that I’ve been a part of ICT -Group and PAGASA-team and soon I’ll apply and get a job in this company.

First day of training, Sir Eric toured us at WFFC Building and CAD Building. Then gave us our first task, which is to do a maintenance in server room. We detach, vacuum and clean the CAD Server. It’s our first task so I’m nervous.
