OBJECTIVE The overall objective of this project is to accommodation and control for CAMP A and
CAMP B Sanitary Transfer Station PIT and Potable water for the Integrated gas Development – Expansion (IGD-E1) project associated with DAS Island. It identifies and details plant functional requirements as derived from customer specifications, drawings and suppliers information. Where relevant, this document shall form the foundation from which the design of the PLC/HMI controls system, hardware, software and testing. Project Name

Document Control All documentation generated for this project will be managed by the RIA Document Management System. All documents will be numbered and filed according to the nature of the document and the time it was generated. The use of this document management system enables RIA to maintain all project documentation to have it available at a later time.

3.1
PROCUREMENT
Vendor Qualification No Vendor Qualification process will occur for this project. Vendors required for this project will be chosen from an approved Vendor’s list provided by Client. The pre-qualifying of other vendors would be outside the scope of this project and would be handled as a change order.
3.2
Vendor Lists Client Petroleum will provide approved vendors list to RIA.
3.3
Purchasing All procurement of major equipment and materials required for the project will be completed by RIA on behalf of Client Petroleum. Other materials such as valves and fittings will be purchased by Client field personnel. Purchase orders will be generated by RIA Procurement personnel to be signed by the RIA Project Manager. Only after the Purchase Requisition has been signed by the Project Manager will it be issued to the Vendor. All RIA procurement policies, standards and procedures will be implemented.
3.4
Bid Contracting Strategy All equipment, materials and construction contracting should be sole-sourced for this project. Due to the short schedule and the holiday season, it may impact construction cost and schedule of the project if competitive bidding is required by Client.

Equipment/Material Inspection All inspection will take place in the shop of the equipment/material fabricator.

ENGINEERING
4.1
Engineering Design Basis The design basis will continue to be developed from the Rev. A issue of the FDS through internal design reviews and Client reviews. The design basis will be issued as a Rev. 0 version and signed of by the RIA Project Manager and the Client Project Manager to set the baseline of the scope. After the FDS has been signed by RIA and Client, all changes to the design basis will be captured by change orders or trends.

Design Specifications

The following design specifications will be implemented for this project, The control system is comprised of CAMP A and CAMP B unit. CAMP A unit comprises of 101-PLC-001 and 101-PLC-002. 101-PLC-001 consists of a Rockwell Compact Logix PLC, a PanelView Plus 7 600 Colour Touch HMI and an Allen Bradley Stratix 2000 Switch. 101-PLC-002 consists of a Rockwell CompactLogix PLC and a Panel View Plus 7 600 Colour Touch HMI. CAMP B unit comprises of 102-PLC-001 and 102-PLC-002. 102-PLC-001 consists of a Rockwell CompactLogix PLC, a Panel View Plus 7 600 Colour Touch HMI and an Allen Bradley Stratix 2000 Switch. 102-PLC-002 consists of a Rockwell CompactLogix PLC and a Panel View Plus 7 600 Colour Touch HMI. CAMP B unit also consists of an Operator Workstation RS View ME Station SCADA (15 Screens). The PLC will be programmed using RSLogix5000 - Version 24.11 software that is supplied under this contract, via Ethernet on the PLC processor.

Software Creation Approach The PLC will be programmed using RSLogix5000 - Version 24.11. The HMI will be programmed using FT View Studio Version 8.10 . The PLC, Local HMI and Operator Workstation (SCADA) program will be generated in accordance with the Supply Specifications GD-55-A4J-0-55000, rev1A.

Communications Project engineer shall be responsible for communication regarding technical clarifications regarding function design, specifications and logics. The Project Manager shall be responsible for communication, including status reporting, risk management, escalation of issues that cannot be resolved in the team, and, in general, making sure the project is delivered in budget, on schedule, and within scope.

SYSTEM BUILD AND TESTING

System will be built based on approved engineering documents and PO. Any additional requirement from PO will eb communicated to client for variation approval. Material Control All materials and equipment will be RIA reviewed by RIA system build team. A copy of the PO will be present in the Procurement folder
5.3
Project Controls/Reports The RIA team will be required to submit daily time tickets to the RIA Project Manager. In addition, weekly cost reports outlining cost and schedule, similar to that submitted to Client by RIA, will be submitted to RIA to incorporate i nto the overall cost and schedule report.

FAT Upon completion of system build Factory acceptance test will be conducted in the presence of contractor.

PROJECT CONTROLS
Scheduling Due to the simplicity of the project, there will only be one level of schedule developed for this project (Project Master Level). A preliminary schedule will be developed and issued with the preliminary FDS. This schedule will serve as the original project schedule baseline. The schedule will FDS be updated on a weekly basis to highlight progress illustrate schedule effects of scope changes or trends.
