INTRODUCTION Scope of the work is the calculation of the protective relays setting value in order to obtain
selectivity in case of faults into the electrical network for the 13.8 & 4.16 kV Tasnee hdpe/ldpe Project. Basically, the protective philosophy is based on the knowledge that the faults or abnormal operating conditions can be lead to: -
overloads;
-
phase to phase and three phase faults (phase faults);
-
phase to ground faults (ground faults).
The detection of the above conditions is undertaken by the protective relays, whose task is mainly to shut down the faulted part from operation and separate it from the electrical distribution system. The setting of the relays has been selected in order to allow a reliable operation of the system, keeping as long and as much as possible the feeders or the system in service without risk of damage. Settings are fairly above any transient current, voltage, frequency etc. conditions, and intervention times allow for the recovery of these electrical parameters within their normal operating values.

SELECTIVITY STUDY ORGANIZATION In order to facilitate the consultation, this document is divided into attachments (one for
each switchgear) that contains data and results that have been used and obtained during the development of the whole job. In order to facilitate the consultation, this document contains data and results that have been used and obtained during the development of the whole job. The topics are: -
ONE LINE PROTECTIONS DIAGRAM: is drawn in a simplified manner the electrical network as well as the point of installation of the main relays forming the protective system.

TRANSFORMERS and MOTORS RATING: schedules of the machine data used for the relay coordination.
-
RELAY SETTING TABLE: characteristics of the relays (manufacturer, type, setting range); the ratio of measurement transformers (current or voltage) and the setting values at the primary and secondary side of the measurement transformers. The pages where the coordination curves are drawn as well as the labels of the relevant curves are indicated into the columns "curve, page, label".

SELECTIVITY CURVES: selectivity drawing together with the curves that are significant for the relay coordination. The relays are identified with a code (where applicable) to allow an easy identification on the setting tables and coordination sheets. The code is evidenced, into the one line diagram, with a circle for phase relays and with an ellipse for ground relays.

HYPOTHESIS FOR THE SELECTIVITY STUDY
3a)
Selectivity study is based on short circuit current calculation (estimated), and has been studied for both with maximum and minimum short circuit currents. The fault current indicated into the selectivity drawings is the maximum short circuit current of the switchgear in subject as per short circuit current calculation, including motors fault contribution. Vice versa, the selectivity curves for each individual user or feeder are drawn up the maximum short circuit let through fault current. The maximum phase to ground fault current on 13.8 & 4.16 kV electrical network is equal to 400 A (limited by resistors).
3b)
Attention shall be paid to the following when reading the selectivity drawings. In fact, for ground fault selectivity drawings, the current scale has been divided by 10. Into the left down corner of the drawings are, in any case, clearly evidenced (if different from one) the multiplying coefficient of the current in axis.
3c)
Into the machine data schedules are listed all the machines data, transformers and motors used for the study. Where data are up to now not yet defined, an asterisk indicates the estimated value.
3d)
Transformer withstand limit capability (evidenced into selectivity drawings with a point) has been estimated equal to the maximum short circuit current with upstream infinite power; time duration equal to two seconds.
3e)
Inrush current of the transformers, calculated with equation Imagn = In x k x exp(-t/T)/√2, has been drawn into the selectivity sheet in order to verify that protections do not operate at the transformer breaker closing (parameters k and T are reported into transformer schedule). The RMS value of the magnetising current has been drawn, in order to be verified with relay measuring criteria.

Into selectivity drawings are evidenced the short circuit current withstand capability of the cables calculated according with equation I2t = k2S2. The coefficient k for copper cables (G7) is assumed equal to k=143.

The motor protection relay group together in a single case all the necessary functions to protect satisfactory motors. Into the selectivity drawings, are shown the motor operating curves and the protection curves as per following: 49-51-50-51LR-48-64 The M.V. motors thermal time constant has been set to allow a new start in case of preload equal to 90% (typical situation in case of automatic transfer). The too long starting protection has been chosen of inverse time type (I2t), with current and time equal to the starting condition.

The fault current indicated into the selectivity drawings is the maximum short circuit current of the bus in subject as per short circuit current calculation, including motors fault contribution. Consequently the fault contribution through the transformer is lower than this value. High set settings, of the overcurrent protection at the primary side of the transformer is based on maximum transformer let through fault current taking into account the source power and the transformer impedance.

RESULTS OF THE SELECTIVITY STUDY
4a)
The general criteria used for the protection settings are the mixed amperometrical and chronometrical selectivity. The main point is in any case to assure a complete and sure protection for the concerned feeder and after, selectivity with upstream and downstream protections.
4b)
Selectivity is assured for phase faults and ground faults into the complete 13.8 & 4.16 kV electrical distribution network.
4c)
MV ground fault selectivity (fault current limited to 400 A): -
motor and transformer feeders: ground overcurrent relays are fed from ring C.T. and consequently settings can be very low. Settings are assumed equal to 10-40 A (primary value).
-
incomings and bustie ground overcurrent relays are fed in residual connection from phase C.T.'s. To avoid false trip during transient phenomena (inrush or phase fault mainly in case of presence of current with DC component), a definite time type characteristic has been selected with a setting of 6-10% of the C.T. rated current.
4e)
ABB REF 542 relays have two independent alternative settings that can be changed via communication channel. The characteristics of the plant do not require different settings and consequently primary and secondary settings are identical.
4f)
Settings of 13.8 kV incoming relays must be verified with upstream relays in order to guaranteed selectivity between protections.
