n behalf of the 1.3 million civil servants and their families, we thank President Gloria Macapagal Arroyo, Senate President Juan Ponce Enrile, E nrile, House Speaker Prospero C. Nograles, Senate Finance Fina nce Committee Chairman Edgardo J. Angara, House Appropriations Appropriations Committee Committee Chairman Junie E. E. Cua, and other Senators Senators and Congressmen Congressmen for their t heir resolute steps to enhance the compensation of public officials and employees under the third phase of the Salary Standardization Law. We look forward to the Executive Order implementing the new salary levels for national government agencies starting July 2009, with funding of P18.4 billion provided for in the General Appropriations Act of 2009 for the first round of increases. The Civil Service Commission shall work with all government entities for the speedy nationwide adoption of output-based performance management systems required for the granting of step increments in the bureaucracy. With enhanced compensation for public servants, our nation nation takes a giant step toward greater morale, efficiency, responsiveness, integrity, and progressiveness in the government.
