HISTORY The early settlers of Dagupan City are believed to have come from Flores Islands in Indonesia because of their dialect which has a strong similarity to the Pangasinan dialect. Their main occupation is fishing and salt making, a major source of income among coastal residents of today. Originally named Bacnotan by the Augustinian missionaries a few years after the establishment of the Spanish encomienda in Pangasinan in 1583, Dagupan was already known to be the biggest entreport (marketplace) not only in the province of Pangasinan but the whole of Region I. In 1660, Andres Malong, a local chieftain, led a revolt against the Spaniards for imposing forced labor. After the revolt, the people rebuilt the town. To commemorate the gathering forces under Malong, the place was renamed to “Nandaragupan,” which means, “where people meet.” In 1780, the name of the town was simplified to Dagupan, followed by the end of Spanish rule on July 23, 1898, when the Spanish troops surrendered to the Katipunan leader, General Francisco Makabulos. In 1891 the Manila Railroad Company Limited of London was finally completed and the Philippine National Railway Station in Dagupan was located along the Barrera Street to Nable Street containing an area of 5,841 square meters which is called “Rio Horno” a Spanish word for rio as river and horno as oven or furnace, eventually it is more appropriate to be called a steaming river due to the locomotive steam engine or the prancing iron horse making its daily station with all its smoke and steam before transporting its cargo of agricultural crops, fish and livestocks, as well as the people traveling from Manila to the Ilocos Region. The “Rio Horno” is a PNR property and a major trading, commercial and transport route after the Liberation of Dagupan from the Spanish Rule. The Railroad Terminal made Dagupan the center of commercial and population of the north and central Luzon so the Dominican order put up the Collegio de San Alberto Magno which was built by Father Vicente Iztequi in 1891 at the foot of the Franklin Bridge in Calmay which was wash out by the big flood that hit Pangasinan in 1935. The 45th Infantry Batallion under Gen. Douglas MacArthur landed at the shores of Bonuan, and then later totally liberated Dagupan from the Spanish rule. The first civil government was established on February 16, 1901 with the holding of the first elections through “viva voce.” Following the fall of Bataan, the Japanese Army invaded Dagupan. Japanese rule lasted until 1945. On June 20, 1947, two years after the liberation, Dagupan became a city by virtue of Republic Act 170, a law known as the City Charter of Dagupan. This charter governs the operations of the city as an independent political entity with its own distinct zeal.

GEOGRAPHY/GEOGRAPHICAL LOCATION
Dagupan City is located on the northern part of Pangasinan Province, in Region I, along the Lingayen Gulf. It is bounded by the Lingayen Gulf in the north, San Fabian in the northeast, Mangaldan in the east, Calasiao in the south and Binmaley in the west. The City fall within latitudes 16 01’ to 16 07’ north and longitude 12 18’ to 120 23’ east and is about 212 kilometers North of Manila.

Geo-hydrological base Three mountain ranges in northern and central Luzon define the Agno River basin; down at the point each load of silt that the river discharges into the sea is rhythmically pushed back by ocean wave sand piled up into layers and layers of alluvial deposits wherein the seashore increases by a growing expanse of reclaimed land. Hence also the peculiar landform wherein a series of “islets” encircled by meandering rivers, having been formed entirely by water, even what appears to be dry land is actually saturated with water. This geological and hydrological process of 7

Dagupan is behind the most important factor that contributes to the production and very unique character of the Agno-marine resources and the Bonuan (bangus) milkfish recognized as the tastiest milkfish all over the world.
Area The digitized cadastral map reveals that Dagupan has a land area of 4,446.43 hectares.
Barangays Subdivision The City has a total of 31 barangays. To facilitate the analyses of the socioeconomic and spatial dimensions of Dagupan City, the data of the 31 barangays were grouped into five (5) clusters. Figure 2 reflects the Barangay Cluster Map of the City. The clustering of barangays was based on certain homogeneity criteria as follows:

CLUSTER 1 comprises the more intensely built-up Poblacion barangays and the natural expansion path of the urban area, namely: Pantal in the north; Herrero-Perez in the east and south; and Poblacion Oeste in the West.
CLUSTER 2 is made up of the three Bonuan Barangays: Bonuan Binloc; Bonuan Boquig; and Bonuan Gueset.
CLUSTER 3 is composed of the five island barangays in the west, namely: Calmay; Carael; Lomboy; Pugaro Suit; and Salapingao.
CLUSTER 4 embraces southern and southwestern barangays which include: Bacayao Norte; Bacayao Sur; Lasip Chico; Lasip Grande; Lucao; Malued; Pogo Chico; Pogo Grande; and Tapuac.

CLUSTER 5 which consists of all eastern barangays is more heterogeneous in that there are extensive fishponds, croplands as well as built-up areas. These barangays include Bolosan, Caranglaan, Mamalingling, Mangin, Salisay, Tambac and Tebeng. Figure 2. Barangay Cluster Map, 2000
Topography The major land formation in the area includes a coastal plain having an almost flat terrain with slopes ranging from 0 to 3%, while the rest are considered as swampy areas, ponds and other forms of wetlands or water bodies. 9

There are seven (7) river courses namely: 1. Magueragday-Anolid River 5. Dawel River 2. Bayaoas River 6. Tanap River 3. Patogcawen River 7. Pantal River 4. Calmay River
Climate The city belongs to climate Type I (Coronas Classification of Philippine Climate) Characterized by two seasons: The dry and wet. Dry season starts in November and ends in May while wet season starts in June and ends in October. Heavy rainfall is usually experienced during the months of July and August. The coldest month is January.
Temperature Records from the Philippine Atmospheric Geophysical and Astronomic Services Administration (PAGASA) show that for the year 2016 the maximum temperature of 37.60 ºC was experienced for the month of May in Dagupan City, while the minimum temperature of 19.00 ºC was felt in January.

For the last seven years (2010-2016) the maximum temperature of 38.00 ºC was experienced in April 2013, however, the minimum temperature of 18.50 ºC was felt in the month of January 2015.

Rainfall In the year 2016 (January – December) the highest rainfall recorded was in August with 1,214.90 mm. while the lowest was in February with 1.40 mm, followed by the month of March with 2.40 mm and January with 3.00 mm. The average rainfall for the year 2016 was 251.79 mm.

Languages/Dialects Pangasinan is the most frequently spoken dialect. Other dialects spoken are Tagalog, Ilocano and Kapampangan. Foreign languages spoken are English and Chinese.
Ethnic Groups As to ethnicity, Pangasinan/Pangasinense contributed 110,512 or 85.17% of the total household population followed by Tagalog (11,185 or 8.62%), Ilocano (4,051 or 3.12%), and Chinese (310 or 0.24%) based on the 2000 Census.
Religious Sects/Affiliation Majority of the Dagupeños are Roman Catholics but there are other religious denominations that registered significant membership like Independent Church, Iglesia Ni Cristo, Protestants, Jehovah’s, Methodist and Latter-day Saints (Mormons). In Pangasinan, the bulk of the members in religious affiliation are the Roman Catholic with a greatest number 2,541,296 or 85.95 percent. Iglesia Ni Cristo has 107,462 or 3.63 percent and Evangelicals with 93,403 or 3.16 percent of the total religious affiliation as shown in Table 3.

II. HUMAN RESOURCES Population 1. Total Population The city had a total population of 171,271 based on the 2015 Census of Population and Housing conducted by the National Census and Statistics Office. It is about 5.79 percent of the Province of Pangasinan’s total population of 2,956,726. The average annual growth rate from 2010 to 2015 of the city was 0.87 percent, having a population density of 3,852 person/square kilometers. For the year 2016, the estimated population of Dagupan City was 172,761 an increase of 1,490 persons or 0.87 percent from the previous year’s (2015) population of 171,271. The most populated barangay in 2015 census was Bonuan Gueset (23,373); second to it was Pantal (17,841); third, Bonuan Boquig (14,354); fourth, Lucao (10,252) and fifth, Malued (9,581). However, the least populated barangay was Barangay I (664); followed by Barangay IV (1,201).

Population Density Based on the estimated population of 172,761 in 2016 and an area of 4,446.43 hectares the population density in Dagupan City is 38.85 persons per hectare or 3,885 persons per square kilometer. Bonuan Gueset having the largest land area also has the biggest population, while Barangay II & III has the highest population density among the barangays as shown in Table 8.

Sex and Age Structure Based on the 2015 census, the sex ratio was 0.98817. This indicates the predominance of male population. There are 99 females for every 100 males. Children are defined as those whose ages are below eighteen years old of age and these totaled 62,508 or 36.49 percent of the 2015 census total population. The bulk of the population is the productive or the working age group (15-64 age bracket) numbering 110,193 or 64.34 percent. Our dependent population totaled 59,078 or 35.66 percent of the total population. This gives the dependency ratio of 53.71 percent or there are 54 dependent population for every 100 productive population. Young dependency ratio is 47.20 percent and old dependency ratio is 8.23 percent.

Labor Force Out of the projected total population of the city which is 171,271 (2015), there are 110,193 or 64.34% belonging to the working age population ranging from 15 to 64 years of age, 55,934 or 50.76% are males and 54,259or 49.24% are females.

Gainful Workers Based on the 2015 census, gainful workers 15 years old and over totaled 69,806 of which 43,501 or 62.32 percent are males and 26,305 or 37.68 are females. Highest major occupation are engaged in Service and Sales Workers accounted to 17,768 or 25.45 percent, followed by Elementary Occupations which is 14,248 or 20.41 percent, next is the workers engaged in Plant and Machine Operators and Assemblers with 8,125 or 11.64 percent. The least major occupation group belongs to the Armed Forces Occupation with only 41 or 0.06 percent.

Education and Literacy The 2015 census revealed that the household population ages 10 years old and over, numbered 135,357. Out of this number, 99.59 % are literate and 0.41% are illiterate. There are more literate females than males. For every 100 literate females there are 98 literate males. The ratio of illiteracy was 100 females for every 98 males.

Migration Pattern Based on the 2000 census, 94.54% were residents in the city, 0.63% was from other cities, 0.71% was from other provinces, 0.28% was from other countries, and 3.85% were unknown.
III.NATURAL RESOURCES Land Area and Land Use As of 2000, the CPDO conducted two land use surveys; on foot and windshield survey. The old map was used with the city’s land area of 4,364 hectares. Result of the survey revealed that agriculture has the highest area of 1,570 hectares or 35.98%, followed by residential with an area of 998.50 hectares or 22.88% and water bodies with 664 hectares or 15.22%.

Agriculture is the dominant land use activity or function on a specific area or location. Based on the existing land use, the City has three different land uses, namely:
Settlement Area – this consists of residential, commercial, institutional, industrial, transport and utilities areas.
Cropland – this consists of lands planted to seasonal crops and annual/perennial crops.
Miscellaneous Land Use – this includes swampy areas, salt beds, fishponds, nipa beach sand and rivers/river beds.
Status of Land Area Classification The whole city has been categorized as urban (by the Department of Finance) in its entirety, classified as Alienable and Disposable by the Department of Environment and Natural Resources.
IV. FINANCIAL RESOURCES Local Government Finance
Income For the year 2016, Dagupan City yielded an income of Php 781,743,072.47. The allocations by type of fund are: General and Infrastructure Fund - Php 756,908,384.70 or 96.82 percent; and for Special Education Fund - Php 24,791,667.49 or 3.18 percent. The general fund and infrastructure fund are incorporated in accordance with Republic Act No. 7160.

V. SOCIO-ECONOMIC ACTIVITIES
a. Agriculture Dagupan City is proud to be known as the Bangus (milkfish) Capital of the World. Fishing and aquaculture is a major economic activity in this sector, it is the backbone of the economy of the city due to its vast aquatic resources composed of seven river systems and coastal marine waters with an aggregate area of 180 sq.km. The city’s proximity to the West Philippine Sea (Lingayen Gulf) is considered a prime area for marine and aquaculture activities. Data obtained from the City Agriculture Office indicates that fishpond area in the city totals 910 hectares which is devoted mainly for the culture of the most delectable bangus in the country. The other portions are devoted for culture of crabs, prawns, talakitok, lapu-lapu and other high value fishes. The total number of fishpond operators in the city is 554 while the number of fishpond caretakers numbered 1,220, all of which are residents from coastal barangays; Pugaro, Lomboy, Salapingao, Calmay, Carael, Pantal, Bonuan Gueset, Bonuan Binloc, Bonuan Boquig and Lucao. Among the coastal municipalities of Pangasinan, Dagupan city ranks second largest wetland area with a total of 25.3 square kilometers. The total area of the city’s coastal waters is 664 hectares with a shoreline of approximately 12 kilometers long. For brackish water production; bangus has the highest yield with 2,639.00 metric tons per hectare per annum followed by tilapia with 13.83 metric tons per hectare per annum and sugpo with 20.20 metric ton per hectare per annum. For fish cages production; lapu-lapu and talakitok with 36.95 metric ton per annum followed by oyster with 240,000 kilos (shelled) in the year 2015. Fishing bancas with gross tonnage of three gross tons and below can fish within 15 kilometers from the city shoreline. The number of bancas utilized for this kind of production system total 1,200 with motorized bancas numbering 350 and nonmotorized bancas 850. The total number of municipal fishermen accounted to 4,692. Prime agriculture land can be found in the barangays of Bonuan Binloc, Bonuan Boquig, Salisay, Manguin, Tebeng, Mamalingling, Caranglaan, Bacayao Sur, Bacayao Norte, Malued, Lucao and the island barangays of Lomboy, Calmay, Carael, Salapingao and Pugaro. 13.60% of the total land area or 594 hectares is devoted to agriculture. In 2016, croplands constitute 314 hectares but only 155 hectares is the planted area, 57 hectares is irrigated (2 croppings) while 98 hectares is rainfed. Production is reaching 954 metric tons and the yield per hectare is 4.5 metric tons/hectare. Most of the cropland produce are Rice, Mongo, Watermelon, Vegetables, Guapple, Mango, Banana, Jackfruit and Coconut. 33

In 2016 croplands constitute 314 hectares but only 155 hectares is devoted to Rice, Mongo (6 has.), Watermelon (4 has.), Vegetables (5 has.), Guapple (8 has.), Mango (39 has., Banana (4 has.), Jackfruit (1 ha.) and Coconut (83 has.) Total population of various animals raised in Dagupan City is 1,807 (backyard only) but there is no way of determining as to how many of these were raised for meat production. The poultry population has the highest number having 785 or 43.44%, followed by goat with 516 heads or 28.55%, swine with 361 heads or 19.98%, cattle with 142 heads or 7.86% and carabao with 3 heads or 0.17% of the total population reared in the city as per data gathered from the City Veterinary Office.
b. Manufacturing and Commerce Based on data gathered from the One Stop Business Center, the Statistical Report on Business Applications by Classification is 6,878 covering the period from January up to December 31, 2016. Renewal applications numbered 5,753 or 83.64 percent, 628 or 9.13% are from the new registrants, 465 or 6.76% are from retirements and 32 or 0.47% are from additional businesses. However, the total number of business establishments registered in the city for 2015 is 6,908. There was an increase of 5.92% from the number registered in 2015.

As to BNR Investments by sector, Personal Services got the biggest share with Php 707,865,963.08 or 68.86 percent from the period of 2012 up to 2016, followed by the Trading Sector amounting to Php 243,627,290.64 and Manufacturing with Php 64,405,000.00. b. Bridges A network of twenty-eight (28) bridges crisscrosses the rivers and waterways of Dagupan City. These bridges provide the continuity of movement in an otherwise fragmented mosaic of landmass and water.
c. Transportation Eight (8) bus companies are operating in the city namely: Victory Liner, Five Star, Fermina Express, Dagupan Bus, Solid North Transit (De Leon Express), Boltex Express, First North Luzon, and Mhelbhen Group of Operators. For the year 2016, the Land Transportation Office has registered 50,110 vehicles categorized as Private numbered 41,461 or 82.74 percent; For Hire numbered 8,510 or 16.98 percent and Government accounted for 139 or 0.28 percent.

d. Ground Water Resources Dagupan City falls within the shallow and deep well areas formed by the alluvial plain. The aquifer is generally composed of sand and gravel. The impervious layers are made up of silt and clay layers. The ground water development is high. It is estimated that a deep well casing diameter of six (6) inches or more could produce water at rate of 1,000 cubic meter per day. At present, production of water from Dagupan City Water District (DCWD) wells has surpassed six million cubic meters per year. 40

e. Water Facilities All of the community water supplies are obtained from ground water sources, which the Dagupan City Water District (DCWD formerly DAWASA) develops and distributes for various consumer’s needs.

Power Supply
The power requirements of the city are provided mainly by the Dagupan Electric Corporation (DECORP), a private franchise. All the thirty one (31) barangays were already energized since 2000.

As to broadcast media, radio stations on air have a total of 5 AM and 9 FM stations. National television station programs may be viewed in the city, namely ABS-CBN and GMA. Two cable television networks operate in the city (Sky Cable Television; and USA TV Cable). Dagupan Post Office offers domestic and international mail delivery service. There are four (4) satellite posts. Three of which are located at the University of Pangasinan, University of Luzon and Lyceum Northwestern University, and one (1) extension post office at Colegio de Dagupan. For print media, three (3) national daily newspapers (Manila Bulletin, Philippine Star, and the Philippine Daily Inquirer ) twenty local dailies circulates in the city namely: Pangasinan Daily Inquirer, People’s Digest, Northern Times, Weekly Guardian, Northern Mirror, Regional Examiner, Country Mail, Sunday Punch, The Observer, Northern Watch, Pangasinan Star, Pangasinan Today , Northern Express, Pangasinan News, Sunlight News, Northern Journal, Northern Bulletin, MC Manaoag Chronicle, Pangasinan Sunday Report and the Global Sunday Chronicle. 44

VII. SOCIAL SERVICES a. Health There are twelve (12) hospitals operating in the city. The Region I Medical Center (RIMC), formerly the Pangasinan Provincial Hospital (PPH) situated at Arellano-Bani, Pantal is the largest government hospital with a bed capacity of 600 and is manned by 342 medical and non-medical personnel. The other eleven (11) hospitals are privately owned having a bed capacity of 540 and are located in the different parts of the city.

Primary health care delivery is under the supervision of the City Health Office (CHO) whose vision is to improve the health of individuals and communities through adequate, accessible, equitable and quality health care delivery. At present, the CHO is manned by seven (7) doctors, eight (8) OPD nurses, two (2) regular nurses, fifteen (15) midwives, two (2) dentists, three (3) medical technologies, one (1) medical laboratory technician, eight (8) sanitary inspectors, two (2) pharmacies and eight (8) non-technical personnel a total of fifty-six (56) personnel. In addition, there are 306 active barangay health worker serving fifteen (15) barangay health stations, forty-six (46) barangay nurses, and thirty-one (31) nutrition scholars who take charge of the Operation Timbang Program of the City Health Office (CHO) and City Nutrition Office (CNO). In terms of facilities, the Region I Medical Center (RIMC) and the various private hospitals have a combined bed capacity of 1,068 a ratio of 1 bed per 172 populations. This is way above the standard of 1:2000. 45

For the year 2016, leading causes of infant mortality in the city were Pneumonia (7 or rate of 2.19%); Acute Gastro-Enteritis (AGE) (4 or rate of 1.25%); Hydrocephalus (3 or 0.94%): Congenital Heart Disease (3 or rate of 0.94%); and Conginetal Anomaly (2 or rate of 0.62%). b. Nutrition
Nutritional Status of Children Operation Timbang (OPT) is undertaken by the City Nutrition Office through the barangay nutrition scholars in all 31 barangays. For the year 2016, 24,981 school children were weighed, 225 or 1.02% were found to be overweight; 1,131or 4.53% were underweight; 410 or 1.64% were severely underweight and 23,185 or 92.81% were normal. The combined severely underweight and the underweight totaled 1,541 which brings the rate of malnutrition to 6.17%.
c. Education The total number of pre-elementary schools for both public and private is 62 (34 public schools & 28 private schools). In elementary, there are 34 public and 23 private schools. For secondary levels, the junior schools numbered 8 public and 23 private schools while there are 8 public senior schools including the 2 secondary vocational schools and 24 private senior schools. For the tertiary level, we have 3 universities, 9 colleges and 37 vocational and technical learning centers in the city.
Pre-School All 34 Public Elementary Schools in Dagupan City offer Pre-School. There were 2,251 public pre-school enrollees for SY 2016-2017 and 745 private pre-school enrollees for the same school year, adding up to a total combined enrolment of 2,996, wherein the estimated number of five (5) year old pupils numbered 3,547. For Despite transient students enrolled from the different municipalities near the city, enrolment is lower than the estimated Preschool level population.
Elementary Level The estimated school-going age population (6-11 years old) totaled 23,811 but aggregate enrolment for public and private was 21,134. This means that the enrolment outnumbered the school age population for this level. The main reason given for this occurrence is that aside from the residents of Dagupan, there are still transient pupils coming from the different municipalities of Pangasinan enrolled in the ci ty, especially in the private schools.

The Presidential Commission on Urban Poor together with the Task Force on Housing and Settlement had identified 6,225 urban poor families living along the government and private lands of which 32% are settled along river banks and environmentally constrained areas. A resettlement project is being undertaken by the City Government in coordination with Couples for Christ Gawad Kalinga, NGOs, and POs which started last November 2003. So far, there are 4 units of duplex, twelve (12) units of row houses and five (5) units attached dwelling constructed at Bangusville Site, Bonuan Gueset to accommodate for poor families and informal settlers. Likewise, under the Red Cross Shelter, there are 130 units single detached awarded and has provided a total of 151 urban poor families. A second resettlement project is located at Sitio Korea, Bonuan Binloc which has a total of 139 row houses. Under the Red Cross Shelter, 100 units single detached was awarded with additional 29 new units constructed. Barangay Mamalingling has also 20 units single detached which were awarded to 20 families. The City Government has also acquired a 27,973.33 square meters or 2.8 hectares residential land located at Bonuan Boquig intended for economic and socialized subdivision development for about 200 families and urban poor settlers.

Social Welfare
Social welfare services in the city are being provided by the City Social Welfare and Development Office (CSWDO) since its devolution with the implementation of the Local Government Code of 1991. The office is manned by 11 permanent personnel (3 social workers and 8 non-social workers), and 46 day care workers. Aside from its own office, it has other facilities namely: Crisis Intervention Center (CIC), Senior Citizens Center (SCC), Stimulation Therapeutic Activity (STAC), which cater to children with disability, out-of-school-youth and street children, and 46 Day Care Centers strategically located in all barangays of the city. As of School Year 2016, Day Care Enrolment numbered 2,561. With the prescribed standard of 500 families for every day care center.

Protective Services
Police Protection The Peace and Order situation in Dagupan is generally peaceful which can be attributed to the intensification of Anti-Criminality activities of the Dagupan City Police Station (DCPS),Philippine National Police (PNP), and the support given by the Public Office and Safety Office (POSO). In 2016, Dagupan City Police has a ready force of one hundred forty-four (144) Police Commission Officers (PCOs)/Police Non-Commision Officers (PNCOs) and eight (8) Non-Uniformed Personnel (NUP) with a total strength of one hundred fifty-two (152). It has seven (7) Police Community Precinct (PCP’s) and three (3) Outposts located strategically within their area of responsibility. It also has one (1) SWAT Team, one (1) Speed Cops Team, three (3) Mobile Patrol Teams, and one (1) Police. Visibility Team as Police Beat Patrol is always ready to respond to any hostile/non-hostile situation. Visibility points are maintained along the main thoroughfares of the city and commercial areas due to the estimated doubling of population in the city during daytime. Currently, the police to population ratio is one (1) policeman for every 1,236 population which is way below the ideal police to population ratio of 1:500. Barangay Security Force popularly known as Barangay Tanods also assists the police force in maintaining peace and order in the entire city. At present, all 31 barangays in the city has an organized Barangay Tanod Force. Crimes are classified into index crime volume and non-index crime volume. A total index crime volume of 151 was reported in 2016, of which 77 or 50.99% was classified as crime against person and 74 or 49.01% were crime against property. The average monthly crime rate in the city is 22.30%. Best practices action plans of the Dagupan City Police during 2014 includes Pulis sa Barangay, continuous implementation of Patrol 101, display of Police Community Assistance and Referral Team (CART), Bando Publiko and simultaneous conduct of Oplan Sita.
Fire Protection The City Fire Department is manned by 20 uniformed and 2 non-uniformed personnel. Present facilities are 3 fire trucks with complete accessories, an ambulance van, a tanker (pick-up style) and an emergency tender. Firefighter to population ratio in 2016 was 1:7,921 and fire truck to population ratio was 1:58,088 are below the standard of 1:2,000 and 1:28,000 respectively. As to the number of issued Fire Safety Inspection Certificate (FSIC), the City Fire Station Issued a number of 4,286 for Business Permit for the year 2016..

The City Disaster Risk Reduction Management Center (CDRRMC) and PANDA (a Chinese Volunteer Brigade) assist the City Fire Department in its firefighting tasks. CDRRMC has 1 unit 10-wheeler tanker fire truck and 12 fire team members and PANDA has about 120 volunteer fire brigades and is equipped with 2 fire trucks. Its station is located at A.B. Fernandez East, Barangay Tambac.
g. Tourism Dagupan City covers a wide stretch of beautiful beach along the Lingayen Gulf popularly known as Bonuan Blue Beach. This 72 hectare foreshore in Bonuan is ideal site for swimming, jet skiing, sailing and other relaxing activities. Aside from, this has been one of the region’s favorite summer getaways. It is the perfect place to bask under the sun, bather in its pristine water, and relish the splash of the waves, or watch the majestic sunset with your family, friends, and love ones. Here, one may visit Mc Arthur Park; Japanese Philippines Friendship Garden and the Shrine of the Unknown Soldiers. A resort which has a water park measuring 10,000 square meters is the very first of its kind in the province of Pangasinan, located in Bonuan Binloc, the Leisure Coast Resort.
Historical Attractions/Landmarks in the city are: 1. Home Economics Building - located at the West Central Elementary School where Gen. Douglas McArthur stayed during World War II (which was constructed in 1909 and known as the Gabaldon Building). 2. Lighthouse - serves as guide to navigators at night and is located at Bonuan Gueset. 3. McArthur Landing Mark - statue of McArthur was erected which signify that he landed at Bonuan Blue Beach on January 9, 1945 to liberate the Island of Luzon and fulfill his promise to the Filipino people: “I shall return.” 4. Old St. John’s Cathedral - built in 1816 and was preserved/restored and named Sanctuario de San Juan Evangelista, the altar where Leonor Rivera, Dr. Jose Rizal’s lost love, married Henry Kipping, a British engineer who set up the first Dagupan railway system. 5. Pantal River - through its mouth, the sea water enters the land and fuses with the fresh water twice a day. 6. Remnant of Franklin Bridge - it once connects the Downtown area and Calmay which sank in Calmay River with San Alberto Magno College during the biggest flood in 1935. 7. Remnant of Manila Railroad - the railroad station at Philippine National Railway (PNR) road was built by the Spaniards and opened in 1892. This is one of the train head of the first Philippine. 8. Tondaligan People’s Park - where the Japanese-Philippine Friendship Memorial Garden and the Tomb of the Unknown Soldier are located as a tribute to Filipino, American and Japanese soldiers during World War II.
The Dagupan City Plaza houses the City Museum wherein you can find the Victorio Edades Hall where all his famous works in arts and paintings are displayed; the Children’s Park located at the right side of the plaza, it is also the site of the monument of Andres Bonifacio and other national heroes; the Senior Citizen’s Park which is on its left side of the plaza, where the Jose Rizal monument can be found and the amphitheater ground, is a 200-capacity car park, events venue, skating rink, biking ground rolled into one. The City Plaza is an ideal venue for various events, cultural shows and gatherings. Island Tour (Tourist Attraction) - Dagupan has extensive rivers that crisscross the city and now being developed to attract tourism with its “Island Tour”. A wondrous journey that will give people the chance to explore the areas quaint rivers that for decades remained out of reach until now. The island tour has such bright promise as a clean, serene and romantic experience as the glides of quietly feeling the spirit of long lost pageantry. As to tourist facilities, the city has 12 hotels and 24 Tourist Inns that offer reasonable rates besides affordable lodges and motels for transients.
