1.0 Introduction Navi Mumbai development began in post 1970 across the Thane creek. Mumbai city has serious limitations of availability of space. It is essentially an island city with very little additional area availability for growth. This started to create tremendous pressure on Social infrastructure and utilities. This also resulted in congestion and loss of quality of life for the city occupants. Therefore, a new planned city was expected to go a long way towards bringing about sustained economic development of Mumbai city that would help sustain the economic growth. This new city was expected to attract people from the Greater Mumbai and surrounding areas to a city with better quality of life. In addition, new types of industries and business could be set up in this new city. Navi Mumbai had to be a city of 21st Century establishing new standards of planned development. Objective of Navi-Mumbai project was to •Reduce the growth rate of population in Greater Mumbai •To absorb immigrants who would otherwise flood Mumbai and additionally was to attract some of the present Mumbai population. •Envisaged Navi-Mumbai as a center for tertiary sector (services) or white-collar employment.
Navi Mumbai (formally New Bombay) It is 4/5th the size of Greater Bombay and has an industrial area of ¾th that of Greater Bombay Industrial area. •The city is planned for a population of 2.0 millions. •At present the population of Navi Mumbai has reached 1.6 millions. •As such the city can hold a maximum population of 4.0 millions. •It is worlds’ largest systematically planned modern city with beautiful landscapes. •A series of fourteen self-contained nodal settlements along the mass transport corridors with residential, business and commercial areas. •Each node is self sufficient in educational, health, social, religi0ous, cultural, sports and recreational facilities
•On 17th March, 1971 with CIDCO having started functioning, a new city dawned on the 344 Sqkm horizon.

2.0 Vashi •It is one of the best developed nodes of navi Mumbai due to its location and offers all that is excepted from business and commercial capital of the future. •It is one of the Two nodes that directly connect the Mumbai across the ThaneCreek (Via Mankhurd-Vashi Bridge). •Vashi node is planned on 854.31 Ha of land. •Vashi ensures an even distribution of residential areas, job centers, social and health facilities. It houses most modern international InfoTech park, wholesale agriculture produce market and state-ofthe-art vishnudas bhave auditorium. •It is located along the thane creek bridge on northern side of sion-panvel expressway. It has a population of 2.25 lacs.

3.0 Objectives behind planning •Each node was to be selfcontained with its own facilities of school, shopping areas and other essential services. •The nodes would be strung out on mass transport axes such that node residents would have a stop within walking distance. •The adjacent nodal distance was to be about 1 kilometer or the optimal distance for a mass transit stop.

MAJOR ACTIVITIES IN VASHI. 4.1 Agricultural Produce Marketing (A.P.M.C) at Vashi
Corporation
•The centralized wholesale market APMC was established and commissioned in Vashi in 1993 to cater the needs of Mumbai and Navi Mumbai. •Grains, rice, wheat, fruits, oil, vegetables etc. are available in APMC. This is the biggest and cheapest agricultural produce market of the twin cities. •The shops are arranged categorically. There are four markets in the A.P.M.C, located in sector 19. Phase-I, Market-I: Onion and Potato Market. Phase-I, Market-II: Fruit and vegetable market Phase-II, Market-I: Commodity market Phase-II, Market-II: Grains, rice and oilseed market. Area: 160 Ha. Commissioned: In 1993 Trucks handled: 4000/day
4.2 Truck and Rail Link Terminal •As huge number of commercial vehicles is needed to bring in and move out the produce, their orderly parking etc is very essential. •A truck terminal of 8.5 Ha has been provided for this purpose in APMC area. In addition, for the commodities and produce that are moved by the rail, a Railway goods yard of 18 Ha has also been made. •Daily 500 trucks parked in terminal, trucks usually carry goods from highway arrives in to terminal. It is located along the main palm beach road adjacent to sector 19. 4.3 International InfoTech park (I. I. P.) Vashi, Navi Mumbai •The International Infotech Park is the most wonderful and famous landmark of Navi Mumbai. Its situated in sector 30A of vashi and built with FSI of 3.00. •The Infotech Park was inaugurated on 14th June, 1998. •The International Infotech Park [IIP] has proved to be a star attraction for international as well as national companies.
4.4 Malls and Shopping Centres •Vashi, Nerul, Kopar Khairane, and Airoli, have been acknowledged as ‘main shopping centers of Navi Mumbai’ with a number of outlets of furniture, jewellery, textiles, footwear, cosmetics, consumer durables, luggage and automobile showrooms. •Sects 9 and 10 along the main road are also major commercial and retail areas. Number of prominent showrooms are Force Motors, Tata Motors and MRF Tyres in Sect – 1, VIP Luggage and Cambridge shop in Sect 11. •Major super markets in this node are APMC Market, Food Bazaar in Sect- 30A, Mangal Deep Shopping Centre in Sect-17, Mega Mart in Sect28 and Richie Rich Departmental Stores in Sect-17. •The prominent brand shops include those of Adidas, Reebok, Woodlands, Bata, Raymonds, Cambridge, Sanskriti, Allen Solly, Green City, Princess, Palak, Mangaldeep, Benzer, Dulhan. etc. in Sect 17 of Vashi. •It also has Big Splash Centre housing Fashion shops. Jewellery shops include Orra Diamonds and Titan. Sect 19 of Vashi is also a host to Furniture show rooms such as Wonder woods, Touchwoods, Style Spa Furniture, Living Room and Colorz Furniture.
4.5 Restaurants Chenab in Sect-8, Golden Punjab in Sect-17, Hotel Abbott International in Sect-2 , Hotel Bhagat Tarachand in Sect-18, Hotel Navratna in Sect-17 Kobe Sizzlers in Sect-8, Hotel Days Inn Sect-19A, Red Chilli Peper Restaurant in Sect28, Hotel centre point, Devi’s Residency, Shikara, Appetite, Aangan Restaurant, Nanumal Bhojraj Restaurant, Bakers Treat Restaurant, Hotel Trimurti, Kake Da Dhaba, Cactus Restaurant in Sect-17, Chaat Café Plaza in Sect-8, Mostly Liquid, Bombay Blue Restaurant, Garam Masala Restaurant, Viscious Circle, etc are some of the popular restaurants and hotels. Fast food: Food Court at Sect. 30, Khaasiyat fast food in Sect-28, Mc Donald’s in Sect-17, Café Coffee Day, Barrista, Kobe’s sizzler, Domino’s Pizza and Quality Frankie are some of the fast food joints. Bakers & Confectionaries: Croissants in Sect-17, Front Bakery and Monginis Sweets: Jhama sweets, Srikrishna sweets and Bikaner in Sect 17 and Brijwasi.
4.5 Health facilities •Vashi node has about 25 hospitals. The prominent amongst these are NMMC hospital in sector 9, Lakshadeep Hospital in sector 9A, PKC hospital in sector 15A, MGM hospital in sector 4, Apollo clinic in sector 12 and Employee State Insurance Hospital in Sector 5 and Shree Hospital and ICCU centre in sector 17, Agrawal Nursing home in sector 17 and Agrawal Hospitaland Trauma care in sector 10, Pareek’s Nursing home and ICCU in sector 17. •Amongst the other specialty clinics are Bombay City Eye Care and Research Centre in sector 17, Surya Netralaya in sector 17 and Yewale’s Child Hospital in sector 9. JVP Blood and transfusion centre in sector 17 serves to a large number of hospitals. Navi Mumbai Animal Clinic is a well known veterinary hospital in sector 16. 4.6 Educational facilities The important Primary and High schools in Vashi are Anjuman-E-Islam (sector-10A), Father Angel School (sector- 10A), ICL High School (sector 16A), St. Lawrence High School (sector-16A), Vashi English School (Sector-28), ModernSchool (Sector-7), Navi Mumbai High School (Sector-1), Sacred Heart High School (Sector- 4), St. Mary’s School, Timber Land, Blooming Buds, etc.
4.7 Security and police presence While the streets and communities are patrolled by the police the major permanent security facilities located within the nodes are as follows. Vashi has a main police station located in sector 3. Three other smaller police chowkies located in sectors 12, 15 and 19 fall within the jurisdiction of the above main police station. Vashi police stations also cover Sanpada node. 4.8 Ethnic centres and places of cultural interest In the Vashi node there are over 14 ethnic cultural centers in Sector 9. Sector 8 has one mosque, Sector 10 has St. Mary Church and Sector 29 has a Swami Narayan temple.There is an Ayyappa temple in Sector 8 at a walking distance from the Vashigaon stop on the highway. Apart from this, there are temples of Durga, Murugan, Ganapathy, Siva and Navagraha. 4.9 Entertainment & Recreation Modern cineplexes are due to open as part of the aforementioned City Center, Raghuleela, Inorbit, Palm Beach Galleria,Little World, Glomax, Prime Mall, Centurian, Dreams, Fanatasia and Tiara malls. Vishnudas Bhave auditorium in Sector 16A of Vashi admeasuring 0.51 Ha. With 1200 seats capacity is a major auditorium where music concerts, drama and dance and other cultural programmes are held. This auditorium is tipped as the cultural centre and jewel of Navi Mumbai.
4.10 Fitness Centres The Vashi Node is particularly endowed with a number of such facilities. These include Navi Mumbai Sports Association (NMSA). This is a well equipped large sports club built over a 5 Ha area. It is one of the largest sports club and has various Sports Facilities like Tennis, Carrom, Badminton, Chess, Swimming and Squash. The Navi Mumbai Merchant Gymkhana located in sector 14, Gracilite Fitness, Body Zone, Fitness Point and Talwalkar’s Gymnasium in sector 17 are well patronized. Knight Gym is in sec-29. Marine Centre club, Patil Gynmasium in sec-5 Vashi Gymkhana, Vikas krida Mandal in sec-15 and Prayas Health Club are also available in this node. 4.11 Public Gardens and Parks. Chintaman Rao Deshmukh,Savarkar Garden and Alliance Nursery,in Sector 8, Bhaurao Patil Garden in Sector 1 and Play Garden in Sector 15 of Vashi Node. A strip of land in Vashi along the coast of Thane creek has been developed as a park and is popularly known as the "Mini Seashore" or "Seaside Park". The park is separated from the creek by a large holding pond, which is surrounded by a path that is used as a walking/jogging track. Residents of Vashi and nearby nodes frequently use this area for recreation, relaxation and exercise. Its also called Mini Seashore.

2.3 Infrastructure Power NMMC is looking at generating electricity using non-conventional methods of generating electricity like wind energy as Navi Mumbai is blessed with a long coastline and generating energy from waste which is collected throughout the node. Tata Power started supplying power in Navi Mumbai. Water •NMMC area is supplied from three sources- Morbe dam, Barvi dam of MIDC and Hetwane dam of CIDCO. 250-255 MLD water is supplied to NMMC area every day. •NMMC receives potable water at Shil MBR from MIDC. This water is distributed to Airoli, Ghansoli, Koparkhairane, Vashi and part of Turbhe nodes through series of GSR-WPS-ESR-Distribution networks.

6.1 Wholesale markets APMC market the wholesale market with units 5679 and employees aroung 67884, and turnover of 50.42 billion rupees.
6.2 Trends of Arrivals of Goods/Commodities in APM, Vashi •The arrivals of almost all the goods/commodities showed a downward trend, particularly after 2004 '05. •If this downward trend of commodity inflows continues, the very purpose of wholesale APM and their infrastructure development would get lost. •In fact, some multinationals and big corporate houses have started procuring the agricultural produce directly from the farmers and transporting it to their retail outlets which remove the role of the middleman/brokers. •The worst affected from this change would be Mathadi workers for whom Agriculture Produce Markets are the source of livelihood.
6.3 Retail Markets. Vashi has the distinction of having largest numbers of seven types of shops in all the nodes and villages of Navi Mumbai. Among 5171 shops (all types) in Vashi, the maximum number (983) was of 'Food./eatable/restaurant'.
6.4 Service industry The service industry also known as the tertiary sector of economy forms the backbone of social and economic development of a city. It has emerged as the largest-growing sector in the world economy,

Why there’s need of redevelopment? •Vashi was first node to be planned in the period of 1970s. it has been more than 35 years now. •The earlier development in vashi was very slow, the people from CIDCO had to convince the people for buying the plots. In 1993 the railways came in and the rate of development suddenly went up. •Over the period of time the commercial activities grew much faster dominating the residential neighborhood environment. •The increasing population increasing the load on infrastructure. Problems related with traffic, parking, sewage disposal, flooding during rains resulting in to loss of primary objectives of planning and neighborhood environment. •To counter this another strategy needs to be planned for better life of people in years ahead

7.1 Issues regarding land use. 1) One of the major issues is misuse of footpaths and part of the street for various purposes like •Hawkers, •Used as display area by shop owners, •Parking, •Used by garages for parking and Behind truck terminal vashi turbhe ink road. repairing. These things are common along all major roads, LIG, EWS and APMC market areas. Due to this the actual purpose of pedestrian movement is not served plus the streetscape is spoiled.

2) Due to increased potential in various sectors the residences are used as a place for commercial purpose it is prominent in LIG and EWS areas along the major roads, area which are nearer to vashi station.

•7.2 Recommendations: •Initially parking was not mandatory during building construction. Now for what ever new constructions the parking should be made mandatory according to proposed use of building. •To solve existing problems propose multi-storeyed parking •Near sector 17( Using land along nalas) •Vashi station(in existing parking lot), •Near vishnudas bhave auditorium. •To encourage one point parking fast-easy-cheap local transport system should be developed within node. •Along major roads and in sectors near station people are using residential ground floor area as commercial purpose. Instead of controlling this property tax for commercial use at these places should be high according to different areas and should be updated with regular surveys. This would keep control such unauthorised land use in LIG, EWS areas. •To control vending activities on footpaths vending zone or complex should be developed. Such zone could be developed along coming exhibition center in sector 30A. As currently land prices are soaring in entire vashi. •Another idea to control vending is the local people themselves can be used as effective tool. For instance the shop or house in front of which vendors have came up should be reported to local authority or he will be fined. such system could be helpful. •Currently recreation and other public facilities are sufficient for population but not according to future population to come so need to develop policy •policy in terms to control growth •policy in terms to accept the growth •According to both proper land mobilising model should developed that will include FSI increase and other incentives.
•If you see the existing development one will notice the land is scare in Mumbai specially in node like vashi. So how to mobilise land for the development? The planning of vashi node was done during 1980s. the development was like HIG G+4 MIG G+3, G+2. 1) Sector 1(commercial use of ground floor residences) (footpath as display area) LIG G+1 . EWS G+1 We can go for G+3 units in LIG and EWS areas in sectors like 21,23 ,6,7 with new housing policy to promote EWS, LIG housing along with private partnership. New policy must ensure new layout with much better open spaces and accessibility. This would also lower the commercial use of ground storied residences. Sector 21

Sector 9 and 10. Units built by CIDCO are dilapidated and there are demands for building new units with higher FSI around 3.00 – 4.00. Actions : As the fact is building are so old they need to be reconstructed but to attract the investors need to go for high FSI is must. If you see the layout of these sectors they are built to be completely residential neighbourhoods with common open spaces narrow roads with low traffic volume. E.g. you can see in the picture children playing on streets. •Try to keep the original neighbour hood environment. •For these calculating the increased traffic after high FSI which will be fecible for the sector to have low traffic volume. •Heavy traffic policy with large road widths, and commercial +residential land use, through traffic wont work. •At the same time authority may not give FSI hike for 1 plot or building it should be for one group of buildings for which a proper layout with new site margins and common recreation place should be worked out such grouping must be done my authority or concerned planner or architect
Revitalisation or redevelopment of APMC market area. Another major tool or necessity would be revitalisation or redevelopment of APMC market area. Currently land is scare and it’s a precious commodity when in vashi. •Its huge area. 120 hectors. •Need of growing population demands more land. •The idea would sound vague today but the conditions like decrease in arrivals of commodity in vashi in successive years are indicating the need for change Its like the washout of cotton meals from Mumbai in the environment dominated by capitalism and the worst affected would be again the workers. This place provides employment for nearly 70000 people. By sensing the future trends and threats and to avoid the repeating of the history immediate policy level measures to be taken to not to transform APMC according to current trend and needs. It should also be able to provide some amount of land for the further development of node which can be achieved by multi-storeyed construction.
Nallas running along the node. These carry waste and storm water. They are not maintained in the point of view for improving streetscape.

Nallas can be another effective tool for land mobilisation nalas running through entire vashi. Success full nala development programme + at certain places with technical consultation nalas can be covered with slab and the same can be used for uses like parking, vending etc. which are temporary uses but are necessities today. The sides of nalas can be developed in to good pedestrian movements and green spaces.
8.0 Transportation Avg. Travel Expenditure per month: Rs. 1246/Avg. Travel Time 27min The socio economic survey of households in planned nodes was conducted by Kirloskar Consultants in 2005 for NMMC area and travel pattern was established. It was found that work trip accounts for nearly 1/3rd of all trips. Amongst the work trip 24.4% of them are within the same node. 8.3 Existing traffic issues. 1. Following junctions are found to be very crowded and need improvement by grade separation. •Turbhe link road and Sanpada railway station road (near vegetable market) •Palm Beach Road and Turbhe link road near Arenga corner. •North East of ESR near Vashi Gaon Sec 31 to Sterling hospital Sec 6. •At signalized junction on Sion – Panvel highway opposite to Sanpada railway station. This leads to delay to traffic on Sion – Panvel highway and also to the cross traffic stream. However this proposal is under consideration by MSRDC. 2. There is no direct connectivity between Palm Beach road to Sion Panvel highway at the grade separated junction at Tolani Bridge near I Ahmed cold storage in sec 18. Thus the traffic from Vashi is not able to get direct access towards Panvel. 3. There is an underpass at Turbhe railway station but this under pass is not connected to other side of Thane Belapur road. 4. The pedestrian traffic is very high from Sanpada railway station and present width of footpaths is only 2 – 2.5 m which is inadequate. 5. There is disorderly traffic movement on junction at Turbhe (near Centre Point Hotel and Pfizer factory) Traffic movements are in the directions of Thane, MIDC, Vashi and Belapur. Presently there are no signals installed at this junction and the traffic movements are very high which leads to congestion and delays.

7. Parking problem is one of the critical issues in Vashi. In most of the areas on street parking is predominant. Sector 17 is one of the worst affected areas due to on street parking of private vehicles 8. At the Vashi bus terminal the entry and exit of buses are provided from the same location on Sagar Vihar – Turbhe road. The same entry and exit creates a lot of traffic congestion and unsafe movements. 9. On Vashi – Kopar Khairane road there is excessively high traffic in both directions. Public buses are also moving in the same road along with other traffic and get delayed. 10. No proper access to vashi railway station for the residential areas behind the railway station people have to walk by the nalla under flyover to railway station.

8.4 Solutions. Flyovers should be provided at following junctions to avoid traffic congestion 1.Flyover from North East of ESR near Vashi Gaon Sec 31 to Sterling hospital Sec6 2. Development of new road starting at sterling hospital sec 6 in Vashi to Kopar Khairane and further to Ghansoli and Airoli. This road will another coastal road and will reduce the traffic load from the internal roads. 3. Flyovers should be provided at following junctions to avoid traffic congestion •Turbhe link road and Sanpada railway station road (near vegetableMarket) along Turbhe link road •Turbhe link road and Palm Beach road near Arenga corner along Turbhe link road. 4. Provision of private taxi stand Opposite to Jugaon water tank. 5. Provision of parking by Uplifting the garden and playground in sec 17. 6. There is an urgent need of a flyover on Sion – Panvel road at Sanpada signalized. Junction opposite to railway station. The flyover can be constructed along the Sion Panvel Highway.
8. The underpass at Turbhe railway station from forecourt of station to other side of thane Belapur road should be extended. 9. Development of a bridge between Sec 26 at Kopri to Sec 11 of Kopar Khairane. This bridge will develop a good connectivity between Vashi and Kopar Khairane. 11. There is a necessity of converting the foot over bridge into a foot under bridge near Datta mandir. 12. Provision of RUB from Sector 1 to ‘Samana’ press. 13. It has been observed that the roads are now fully occupied and running to full capacity. Traffic jam is observed on Vashi –Koparkhairane Link road. To ensure smooth flow of traffic towards Kopar Khairane adequate parking facility along sector 9 and 10 is required.

9.0 Developing water fronts. Holding ponds and channels are not maintained.
Certain other areas to developed as public places •The most important gap is holding pond of sector 12 •Sagar vihar water body •Corner of sector 8 land near old hovercrafts station •Old holding pond in sector 7 •Total 130 hectors of holding ponds are in vashi •All holding pond require desilting and draining is required for nallas.
9.2 Development of Khairane Nalla. The length of Khairane mall from west to east is approx 3 to 4 km. Development of nalla Open concrete nallas are running all across the vashi carrying waste or storm water. Nallas are open and running along the streets. People hesitate to walk along the pathways abutting the nallas. Dense plantation between pathway and nalla Covering the nallas partly and use it as parking space Urban design solution to develop nallas. Creek edges to be developed as promenades e.g. Vashi Sec 8.
