Overview
2.1 Introduction The Dynamic Cell Power Off feature enables a BSC to dynamically power off or power on all the TRXs in a cell that has a co-coverage cell based on traffic load within a specified period. In a multiband network, the 900 MHz cell provides network coverage, whereas whereas the 1800 MHz cell absorbs network traffic. To reduce pow er consumption on a multiband network, the Dynamic Cell Power Off feature is introduced. If the traffic volume is low and the 900 MHz cell can take over all services running on the 1800 MHz cell within a specified period, the 1800 MHz cell can be powered off, thereby reducing BTS power consumption. In a GSM network, if the coverage of cell A includes that of cell B, cell A is a co-coverage cell of cell B. Co-coverage cells are usually planned in multiband networks.

To support Dynamic Cell Power Off, a cell and its co-coverage cell must be served by the same BSC.

2.2 Benefits The Dynamic Cell Power Off feature enables a BSC to dynamically power off idle network equipment when traffic volume is low, low, thereby reducing power consumption.

Technical Description
The Dynamic Cell Power Off feature is widely used in dual-band net works whe where the GSM900 and 1800 MHz cells are served by served by the same same BSC. When traffic volume is low, all the TRXs in the 1800 MHz cell are disabled, and the 900 MHz cell provides services for all subscribers in the coverage area of the 1800 MHz cell, thereby reducing the power consumption of the entire network. When traffic volume increases, all the TRXs in the 1800 MHz cell are powered on to meet the traffic requirement in the coverage area. Figure 3-1 shows the overall principles of this feature. 3.1 Dynamic Cell Power Off Algorithm The dynamic cell power off algorithm consists of two parts: decision and execution.

3.1.2 Execution of Dynamic Cell Power Off When the BSC determines that a cell can be powered off: l
If the cell does not have an established call or a call that is being established, the BSC immediately powers off the cell.

If the BCCH TRX is idle, the BSC preferentially turns it off, regardless of whether other TRXs are occupied. If the BCCH TRX is not idle, the BSC performs an inter-cell or intra-cell handover on the call occupying the TRX. The BSC then preferentially turns off the BCCH TRX once it becomes idle. When the BCCH TRX is turned off, the BCCH power amplifier is shut down. This mechanism prevents the SDCCH congestion rate from increasing due to no channel allocated to a new call during the cell power off. The BSC turns off other TRXs when they become idle.

some services on the non-BCCH TRX have not been handed over to another cell, the TRX query result indicates that the TRX has been in power-off status. The BTS will proactively power off off the power amplifier amplifier after services services are released. Network Impact
5.1 System Capacity System capacity decreases after a cell is powered off.
5.2 Network Performance When the BSC dynamically powers off a cell, the SDCCH congestion rate will slightly increase. When the BSC dynamically powers off a cell, the occupied PDCHs are released and ongoing packet switched (PS) (PS) services are interrupted. The PS services will continue after the MSs reselect to neighboring cells.

Ensure that the following conditions are met before verifying this feature: The cell to be verified has a co-coverage cell that works correctly. There are no call access requests in the cell to be verified. The traffic of the co-coverage cell is lower than the threshold specified by Same Coverage Cell Load Threshold.

Set Same Coverage Cell Load Threshold to a value close to the maximum value 100 in step 2. In this way, the BSC can easily determine that the current cell can be powered off. After the verification, set this parameter to an appropriate value based on the network plan. The time to wait before you run the DSP GCELLSTAT command in step 3 depends on the value of the Same Coverage Cell Load Stat. Time parameter (default value: 5). If the value of this parameter is n, n, wait n minutes minutes and then run the DSP GCELLSTAT command.
On the BSC LMT, LMT, perform the following steps:
