1 1.1
General Purpose
This Technical Specifications and MOC Standards for Materials, covers supply of materials and installation of the various items of work required in connection with the construction of civil works for the Telephone Network Department of the Ministry of Communications (hereinafter called MoC). The work includes laying of ducts/pipes and construction of Manholes (M/H) and Handholes (H/H) and any related / associated work. The following MOC Standards also f orm part of this specification: a) G20:l0:00l: 22 Hardware for use in M/H & H/H b) G20:l0:00l: 23 Manhole and Handhole Covers c)

1.2
Scope of Work
The Contractor shall be required to carry out necessary field surveys, such as: accurate field measurements (including level measurements), acquaintance of the route, verification of existing services by digging Pilot holes, and make drawings to present accurately all details by correcting incorrectness with the drawings and/or making necessary supplement, as well as the other necessary drawings, prepare details and submit them for MOC’s approval. After obtaining the MOC’s approval, the Contractor will proceed with execution. In case necessity arises for making on-the-spot corrections and changes in drawings during certain phases of the construction work, the MOC will not issue revised drawings to the Contractor. When changes are made, dated and initialed by the MOC in one of the Contractors drawings, it shall be Contractors responsibility to incorporate the corrections in all other relevant drawings in his possession. All documents, including drawings to be submitted by the Contractor, shall be prepared in quadruplicate.
1.3
Contents of the Specifi cation
This specification consists of installation specifications, materials specifications, drawings, etc. The appendices and MOC Standards as revised from time to time are also considered to form part of this specification. Ministry of Communications reserves the right to make amendments to the specifications and working practices during the Contract period. No claim shall be made by the contractor for minor amendments which require completing the work The Bidders / Contractors are expected to provide for all necessary associated materials, even if they are not stipulated in the specifications. The unit rate quoted for each item should

include all accessories & allied works and no separate claim shall be acceptable for such items required during execution of work

Price Quotation s
The rates shall include, but not limited to, the Scope of Work of the following paragraphs under this chapter. Any additional activity / item required for finalizing the project / Scope of Work which may not have been listed here, are to be considered in general as part of the price quotation. 1.4.1
Supplying and Laying of unplasticised polyvinylchloride (UPVC) ducts
The scope of work of supplying and laying 110 mm UPVC ducts includes, but not limited to, are the following: a) Supply of 110 mm outer diameter (OD) UPVC Ducts b) Fittings c)

The scope of work of supplying and laying of 50 mm Leading-in ducts, but not limited to, from Manholes (M/H) and / or Handholes (H/H) to buildings (Villas / School / University/MultiDwelling / Mosque / Kindergarten / Hospital / Clinic / Police stations / Municipalities / etc.) are the following: a) Supply of 50 mm outer diameter UPVC Ducts b) UPVC - Bends c) Protection of the 50 mm outer diameter UPVC d) Placing a warning tape above the outer diameter UPVC e) Laying 50 mm outer diameter UPVC Leading – In duct f)

Construction of Manholes and Handholes:
The construction / installation of Manholes (M/H) and Handholes (H/H) have to be done as per guidelines / specifications and drawings provided by the Ministry of Communications. The scope of work, but not limited to, are the following: a) Excavation and Backfilling b) Carting away surplus excavation c)
Concrete building base
d) Walls and top slab e) Neck for M/H and concrete surrounding for H/H f)
Supply and fixing of complete ironwork and cast iron cover, frame, ladders and number plate as per MoC drawings, guidelines and specifications
The performed work / project subject for approval by the Ministry of Communications Network Project Department (MOC NPD) and / or Ministry of Communication Telecom Network and Maintenance Department (MOC TNMD). 1.4.4
Additional Rates / Cost to be considered
The given rates for the above items defined under point 1.4.1 – 1.4.3 shall include: a) Cost of field survey and all associated works b) Safety precautions and protection of all existing services c)
Submission of completion drawings, as built drawings and documentations
d) All types of testing required including the test reports in hardware and software 1.4.5
Shifting of cable or existing MoC installation
If it proves necessary to move a cable or other existing MoC installation for carrying out the Scope of Work, the Bidder / Contractor shall address this issue for approval to MOC NPD and/or MOC TNMD. The required Scope of Work to be conducted by the Bidder / Contractor at his own expenses. Secondly, the Bidder / Contractor shall perform the work without interrupting the normal telephone and High-Speed-Internet service. The moved cables/installations shall be either returned to their original place or to a suitable place designated by MOC NPD or MOC TNMD after the completion of the original Scope of Work. Note : In case the depth of the existing ducts is reduced due to subsequent change in levels, the ducts should be encased with concrete.

2 2.1
Materials Materials to be sup plied by MoC
No materials will be supplied by the Ministry of Communications (MoC).
2.2
Materials to be sup plied by the Contractor
The Contractor shall provide all the required materials. Materials manufactured in Kuwait such as UPVC duct, G.I. Pipe (only required for overhead installations), M/H Cover, H/H Cover, Spacers for ducts, ready mixed concrete etc. shall be used. The Contractor is responsible for the quality of the materials supplied, and their continuous and timely delivery. The materials for civil work such as sand, cement, aggregate cement blocks, iron bars, water etc. shall be considered as part of the installation cost. Ministry of Communications Network Project Department (MOC NPD) and / or Ministry of Communication Telecom Network and Maintenance Department (MOC TNMD) may request the Bidder / Contractor to provide samples free of charge before executing the work.

3 3.1
Civil Works Installation & Material Cement
Cement to be used shall be sulphate resisting type 5. The cement shall meet the requirements shown in MoC Standard G20:l0:00l:33 and satisfy the tests contained in ASTM C-150. Cement with appearances of setting even to a limited extent shall not be used. The cement to be used for construction work shall be brought in sealed branded bags and stored in a proper manner.
3.2
Sand
Sand shall be clean, sharp, gritty and free from loam, organic matter or adherent coatings and should conform to BS 410, 812, 882 and MoC Standard G20:l0:00l:33. Sand mixed with water in a graduated glass, shaking and after settling should not show a layer of slit greater than 5%. In such cases, this type of sand is unsuitable and will be rejected by MOC. Sand for concrete shall be well grained. The grains shall varying in different sizes up to 0.5 (half) centimeter at maximum.
3.3
Aggregate
The aggregate for concrete shall be clean screened ballast, gravel or stone conforming/comply to specification BS410, BS812 and BS882. The material shall be in the form of cubes or spheres (not flakes), and shall be uniformly graded from 0.5 (half) centimeters upwards to the maximum size of 4 cm. The aggregate for concrete shall be free from dirt, floury stone dust, loam, chemicals and earth or other like materials. Clinker, brick, sandstone or other porous stones are not allowed to be used.
3.4
Water
Only water from the potable supply system of Kuwait shall be used. For curing or washing aggregate, the water used shall not contain any vegetable matter, acids, excessive phosphates, chemicals or other salts in such quantities as to cause efflorescence on the face of the concrete or adversely affect the setting time.

Use of different classes of Concrete
Unless, otherwise specifically mentioned: a) Concrete Class K-140 shall be used for all non-structural concrete works b) Concrete Class K-300 shall be used for all structural concrete works 3.5.3
Crushing Strength & Work Test Cubes
The minimum Crushing Strength of work test cubes at 7 days and 28 days shall be strictly adhered to. The test results shall be recorded properly and submitted to the MOC at the time of Final Inspection. Copy of the results shall be shared with the MOC NPD and MOC TNMD at the time of Final Inspection. Work Test Cubes should be as specified in BS 1881 for each new grade of concrete, or as directed by the MOC and MOC NPD and / or MOC TNMD. Six (6) Test Cubes (6 inch each) should be taken at each time and should be marked with: a) Date b) Section of Work from which it was taken c)
Other information as required shall be provided
The six (6) Test Cubes shall be dispatched to a certified Laboratory in order to test the compressive strength. In the following time range the test shall be conducted: a) Test of the first three (3) cubes shall be conducted after 7 (seven) days b) Test of the second three (3) cubes shall be conducted after 28 days

Their average strength shall not fall below the minimum strength specified for each type of concrete and the lowest test result shall not be more than 20 percent below the average for the 3 cubes. If the result of 28 days test is unsatisfactory, all concreting shall be stopped at the Bidders/Contractors expense, and the Bidder/Contractor shall conduct tests of the concrete in accordance with the instructions of the MOC (MOC NPD and / or MOC TNMD) in the suspected parts of the structure. The concrete may be test loaded in situ or cylindrical test cores may be drilled out and tested. In case the tests prove that the concrete is unsatisfactory or the MOC Engineer (MOC NPD and / or MOC TNMD) judges, that any sections of the concrete works are defective /not compliant, then the condemned concrete shall be cut out / removed and replaced by the Bidder / Contractor at his own expense/cost. Note: All the above mentioned items will be at the expense and responsibility of Bidder / Contractor and will not be subject to be invoiced to the MOC (MOC NPD and / or MOC TNMD). 3.5.4
Measurement of the ingredients
The ingredients shall be measured in gauging boxes or by other approved means and mixing shall be done by machine. The mixing shall be thorough. 3.5.5
Concrete to be mixed
Concrete shall be mixed in a batch mixer of type approved by the MOC (MOC NPD and / or MOC TNMD) and in good condition having a drum rotating about a horizontal or inclined axis. Continuous mixer shall not be used. Each mixer is to be fitted with a water measuring device having accuracy within one per cent (1%) of the quantity of water required for the batch. The water measuring device shall be such that its accuracy is not affected by variations in the water supply pressure. 3.5.6
Charging the batch
The batch shall be charged into the mixer that some water (about 10%) enters the drum in advance of the cement and aggregates. Water shall then be added gradually while the drum is in motion such that all required water shall be in the drum by the end of the first quarter of the mixing time. 3.5.7
Concrete mixture of uniform color and consistency
The concrete shall be mixed until a mixture of uniform color and consistency is obtained. Where double-drum high performance mixers of a type approved by the MOC (MOC NPD and / or MOC TNMD) are used, a minimum mixing time of 70 seconds may be allowed. The amount of concrete mixed in any one batch is not to exceed the rated capacity of the mixer. The whole of the batch is to be removed before materials for a fresh batch enter the drum. 3.5.8
Cleaning of mixer
On cessation of work, including all stoppages exceeding 20 minutes, the mixer and all handling plant shall be washed with clean water. If old concrete deposits remain in the mixer drum, it shall be rotated with clean aggregate and water prior to production of new concrete. Version 01 October 2013

Concrete mixed as above is not be modified by the addition of water or in any other manner to facilitate handling or for any other reason. 3.5.9
Using rapid hardening cement o
In very cold weather (+5 C or below) rapid hardening cement shall be used by the Contractor for concreting, if required by the MOC (MOC NPD and / or MOC TNMD). 3.5.10
Using Water-proofing material
Water-proofing material shall not be added to cement without the consent of the MOC (MOC NPD and / or MOC TNMD).
3.6
Ready mi xed co ncr ete
3.6.1
Transportation time for concrete
3.6.1.1 In selecting the concrete plant, consideration shall be paid as to the required transportation time to a work—site, the production capacity, the numbers of transporting vehicles, the production facilities in the plant and quality control procedures applied in the plant. 3.6.1.2 For ordering concrete, designation of standard design, strength, the slump as well as the maximum measurement of the coarse aggregate shall be made. Also proper instruction as to the class of cement, kinds of aggregate, water - cement ratio, the limit of cement unit amount as well as the air volume shall be giv en from time to time. 3.6.1.3 The Contractor shall hold meeting with concrete producer as to the delivery date, class of concrete, qualities, unloading place and timing of delivery, prior to concrete placing, to ensure smooth concrete placing work. Also, the Contractor shall be in continuous contact with the concrete Manufacturer in the course of concrete placing work, so that no disruption of concrete placing work occurs.
3.7
Transpor tatio n and pour ing of conc rete
3.7.1
Concrete delivery
Concrete shall be delivered without any delay in order to minimize materials separation time and be readily placed and be thoroughly compacted. 3.7.2
Cleaning of transportation equipment and placing machine
Cleaning of transportation equipment and placing machine as well as mould prior to concrete placing work, is required to prevent mixing of dirt in the concrete. Precaution shall be taken to moisten portion of surfaces, before concreting, which are likely to absorb moisture from the concreting. 3.7.3
Using mixed Concrete within 1 hour
Concrete once mixed shall be used within a maximum time of one hour and any un-used material left after expiry of one hour from the time of mixing shall be discarded. Cleanliness shall be observed in all operations and in regard to all materials.

3.7.4
Using mechanical poker
The concrete shall be deposited (not thrown) into its position, as quickly as possible after being mixed and shall be lightly vibrated using a mechanical poker 40 mm diameter to fill all cavities and to produce a dense and uniform mass; Floors and foundations shall be leveled carefully. 3.7.5
Handling pouring concrete
On pouring concrete, care shall be taken so that arrangement of reinforced bars may be firmly maintained. Also, care shall be taken to minimize moving of concrete once it is placed inside the mould. 3.7.6
Coarse aggregate
The coarse aggregate which is separated, shall be buried in the concrete with high mortar mix. In case of observing noticeable material separation in the course of placing work, the concrete shall be remixed to have even mixture. 3.7.7
Concrete placing of one layer
It shall be the practice to carryout concrete placing horizontally in one block of placing area. Height of one layer for the concrete placing shall be less than 40 cm. 3.7.8
Concrete placing of more than one layer
In case of concrete placing of more than two layers, upper layer shall be placed prior to hardening of the concrete in lower layer. 3.7.9
Use of internal vibrator
The use of internal vibrator shall be adopted for compacting concrete. Care shall be taken to allow the concrete reach around the circumference of reinforced bar and into every nook and corner of mould. Care shall be taken not to touch the reinforced bars with the vibrating poker. Poker size shall not be greater than 40 mm dia.
3.8
Curing
3.8.1
Prevent concrete for quick drying
Concrete shall be prevented from drying too rapidly by shielding it from sun and wind. The concrete shall be kept moist for 7 days by covering it with saturated sack cloth and sprinkling frequently with water. 3.8.2
Cover / protect concrete
Where ever necessary, placed concrete shall be covered in order to protect the concrete against excavation material falling on it. Any foreign matter falling, in spite of precautions, shall be carefully removed.
3.9
Mortar
3.9.1
Mortar for cement blocks

Mortar for cement blocks shall be of 1:3 mix of cement and sand. 3.9.2
Handling / using Mortar
The materials, after being gauged, shall be thoroughly mixed in a dry state on a nonabsorbent base and then worked up with sufficient sweet water, applied through a hose or sprinkler to form a stiff paste. Mortar once mixed shall be promptly used before the initial setting takes place, i.e. it shall be used within one hour of mixing. Where mortar is not used within this time, the materials should be discarded. The addition of fresh material to restore stiffness to sloppy mortar or the addition of water after setting has commenced is not permissible. 3.9.3
Period to keep walls damp
The walls shall be kept continuously damp for at least 2 days.
3.10 Cement Blocks 3.10.1 The cement blocks shall be used only in case of repair of existing Block type Manholes or Handholes and all new M/Hs and H/Hs constructed shall be reinforced type. 3.10.2 Cement Blocks shall be solid and of first quality to the specifications of Kuwait Government, Ministry Public Works (MPW), MOC, made in vibrating pressure machines and thoroughly cured. 3.10.3 All blocks shall be for bearing walls and when tested according to B.S. Standard or 2 Kuwait Standards having minimum compressive strength of 50 Kg/cm and average 2 value of compressive strength for 12 blocks shall not be less than 60 Kg/cm after 28 days of casting. 3.10.4 The blocks shall be hard, sound and clean with sharp well defined edges and of dimensions required for the work. The blocks shall be presoaked for a minimum of 4 hours immediately prior to use. 3.10.5 The MOC’s (MOC NPD and / or MOC TNMD) supervisor may at his discretion send samples of blocks proposed to be used for inspection and test by the Kuwait Government Testing Station. 3.10.6 Work shall not normally be delayed for the result of the tests to be ascertained but should blocks prove unsatisfactory under test, the unused portion of the consignment will be rejected. 3.10.7 The MOC (MOC NPD and / or MOC TNMD) keeps the right either to reject any work on which the particular blocks of unsatisfactory quality have been used or require from the Contractor an indemnity against any loss which may be incurred from imperfection of the work which may show up subsequently.
3.11 Reinfo rc ing Bars 3.11.1
Reinforcing bars

The tensile reinforcement joints shall, when they are lap joints, be composed of lapping of a length more than 40 times of the bar diameter, clamped in several places with more than 0.9 mm annealed iron wire, or by any other method equally or more effective than the one just mentioned.
Note: No separate payment shall be made for steel reinforcement, its fabrication, placement in RCC works, which will be deemed to be included in the RCC M/H or relevant item i n the bill of quantities.
3.12 Iron works and fitt ings in Manho les and Handhol es etc. 3.12.1 Iron works 3.12.1.1 All iron works used in Manhole (M/H), Handhole (H/H), etc. shall be conform to MOC Standard G20:l0:00l:22. 3.12.1.2 Mild steel anchor irons, cable racks and cable supports, ladder and other iron required for M/H, H/H, etc. shall conform to B.S. 4360 or equivalent standard as well as in accordance with the MOC Drawing TX 368/1, TX - 483. Any equivalent standard selected shall be addressed to the MOC (MOC NPD and / or MOC TNMD) for prior approval. For example, for Manhole and Handhole for the MOC, such approval required to be applied by the MOC NPD and MOC TNMD before execution of the Scope of Work. 3.12.2
M/H and H/H Covers for MoC
3.12.2.1 M/H and H/H Covers for MoC are of medium duty cast iron. Each complete M/H cover shall consist of the cover and its frame. Each complete H/H cover shall consist of two pieces called the upper cover and lower cover and its frame. 3.13.4
Cured and curing of concrete
3.13.4.1 All new-placed concrete shall be cured and curing shall begin immediately after removal of form work and shall be continued throughout any finishing processes and for at least seven days. 3.13.5
Loading of M/H
3.13.5.1 Any work that causes loading of manhole and passage of traffic can start after concrete has the required design strength. Note: No separate payment shall be made for erecting and removing form work, curing etc. 3.13.6
Concrete Finishes
3.13.6.1 On completion of RCC M/H / H/H, the floor shall be rendered with cement mortar in accordance with relevant drawings. The walls of the concrete M/H shall have a smooth finish, any slight cavities disposed when the shuttering has been removed, shall be mended with cement mortar and any projections to be removed. 3.13.6.2 Under no circumstances shall the walls be coated with a cement or cement/sand wash or mortar rendering/plastering. 3.13.6.3 Inside the neck, soffit roof slab and top side of the wall shall be cleaned by using a suitable water soluble detergent and followed by a clean water rinse to remove shuttering oil. The water shall be wiped off with a clean cotton rug and the prepared surfaces shall then be painted with one coat of a white paint approved by MOC (MOC NPD and / or MOC TNMD). Mixing and application of the plaint, shall be strictly in accordance with the manufacturer’s given instructions. Note: Material such as paint used shall be harmless to the environment.
3.14 Bitumen 3.14.1 Bitumen as per B.S. 3416 Type-1 3.14.1.1 Bitumen used should conform to B.S. 3416 Type-1 or equivalent. Any equivalent standard selected by Bidder / Contractor shall be addressed to the MOC (MOC NPD and / or MOC TNMD) for prior approval. For example, any bitumen required to be used for the Ministry of Communications (MOC), such approval required to be applied by the MOC NPD and MOC TNMD before execution of the Scope of Work.
3.15 Unplasticised UPVC Ducts 3.15.1 General subjects related to UPVC 3.15.1.1 The unplasticised UPVC Ducts and Spacers shall conform with MoC Standard G20:l0:00132. During the UPVC Duct installation, the Bidder / Contractor has to conduct a thorough examination to verify / justify that each duct is undamaged. 3.15.1.2 Damaged ducts shall be rejected and promptly removed from site of works. A report of such replacements, observations and findings shall be submitted to MOC (MOC NPD and / or MOC TNMD) accordingly.

3.15.1.3 When bends are used at curved positions, the materials of the UPVC bends proposed shall l be in conformity with MOC (MOC NPD and / or MOC TNMD) specifications for ducts and prior approval from MOC (MOC NPD and / or MOC TNMD) shall be obtained for sample of bends before any execution of the Scope of Work. 3.15.2
UPVC Ducts for M/H and H/H Route
3.15.2.1 The UPVC ducts shall be supplied in 6 meter lengths. The ducts laid in M/H and / or H/H routes shall have minimum 100 mm internal, 110 mm outer diameter and the wall thickness of the UPVC pipes shall be ≥ 4.5 mm. 3.15.2.2 The UPVC ducts shall have one end plain and the other end a 100 mm expanded socket for spigot coupling. The expanded end shall have a wall thickness not less than that specified for the duct, and the tolerance on the fit of the spigot and socket shall be compatible with the requirements for jointing specified herein. 3.15.2.3 Suitable couplers shall be used for jointing UPVC ducts with steel ducts when required and the sample of these couplers shall be got approved by MOC (MOC NPD and / or MOC TNMD). 3.15.2.4 The spigot end of each duct shall be indelibly marked with a continuous circumferential black line 100 mm from the end of the duct. This line shall be used as a measure of the penetration of the spigot into the socket of the adjoining duct. Joints which show, in the opinion of the MOC (MOC NPD and / or MOC TNMD), inadequate penetration may be rejected. 3.15.2.5 Manufacturer’s name and year of manufacture as well as the Bidders / Contractors name and the execution date shall be clearly marked on the duct. 3.15.2.6 Pre-made slow bends of 100 mm diameter, UPVC Pipe shall be in full conformity with the material specification and dimensional details shown in Figure I (G20:10:001:32). A 90 mm diameter x 300 mm long mandrel shall pass through this bend. Sample shall require due approval from MOC (MOC NPD and / or MOC TNMD). 3.15.3
UPVC ducts for Leading-In
3.15.3.1 The UPVC ducts for the Leading-In pipes shall be supplied in 4 meters lengths and the UPVC ducts shall have a minimum 3 mm wall thickness and an outer diameter of 50 mm. 3.15.3.2 The ducts shall be jointed using the method of spigot and socket couplings and cement solvent. The coupling for jointing with G.I. duct shall be made of UPVC and have one end threaded, and the other end shall be sealed with solvent cement. Suitable reducing couplers shall be used for jointing 50 mm UPVC ducts with subscriber’s duct of different sizes. The manufacturer’s name and year of manufacture as well as the Bidders / Contractors name and the execution date shall be clearly marked on each duct. 3.15.3.3 Pre-made 90 degree long bends of 50 mm UPVC Pipe shall be in full conformity with the material specification and its dimensional details shown on Figure 2 (G20:10:00l:32). Sample shall require due approv al from MOC (MOC NPD and / or MOC TNMD).
3.16 Storage of PVC Ducts 3.16.1 Unless otherwise approved by the MOC (MOC NPD and / or MOC TNMD), UPVC ducts shall be stacked in accordance with the Manufacturer’s instructions and in inside storage.

3.16.2 Where outside storage of UPVC ducts has been approved by MOC (MOC NPD and / or MOC TNMD) the ducts shall be supported at least 300 mm above ground on suitable bases spaced to avoid bending of the ducts. 3.16.3 The ducts shall not be stacked to more than 10 layers height and be covered with impermeable sheets and secured with ropes to avoid movement. In case of such outside storage, the ducts shall be stored shaded at all times.
3.17 Cement Solv ent 3.17.1 All joints for UPVC ducts are to be made with cement solvent conforming to MOC (MOC NPD and / or MOC TNMD) Standard. For MOC the following standard has to apply: G20:l0:001:32. 3.17.2 The number of joints that can be made with one kg of solvent and one kg of cleanser shall be indicated. 3.17.3 Shelf life and any special precaution to be taken during use shall be clearly stated. Solvent cement and cleanser shall be packed in airtight tins of 1.0 kg and 0.5 kg respectively. 3.17.4 The Contractor shall submit the test result/report of shear strength and long term hydrostatic pressure for approval to the MOC (MOC NPD and / or MOC TNMD).
3.18 Draw Box Draw box are only relevant for overheat service areas. For underground service area installation, in general the draw box shall be not considered. Here the Leading-In duct shall join the Intake pipes from the subscriber directly; please refer to annex: 18.2 – 18.5. 3.18.1 Draw Box dimension The size of the Draw Box to be fixed at the end of overhead Leading-In duct will be 300 mm x 300mm x 75 mm; please refer to Drawing No. TX - 483. Draw Box and accessories shall be of best quality, galvanized steel, conforming to BS 21, 427, and 1387 3.18.2 Draw Box cover The cover shall be hinged to the body and shall be locked with a triangular head key and/or as approved by MOC. 3.18.3 Cable clamps Cable clamps shall be provided inside the box to keep the cable in position.

4
Excavation
4.1
Scope of Work “ Execution”
4.1.1
Excavation by hand or mechanical aids shall be carried out down to the required level by the Bidder / Contractor in all types of surfaces, soils and rocks in any part of Kuwait.
4.1.2
The Contractor shall normally carry out the excavation in Telephone Plant reservation in carriageways and sidewalks indicated in the contract drawings and where no such reservations exist, in the position indicated by the MOC (MOC NPD and / or MOC TNMD). These reservations will be given to the Bidder / Contractor by the MOC (MOC NPD and / or MOC TNMD).
4.1.3
The Contractor shall support the sides of the trench with timber or other materials, where the depths of the trench, nature of soil or proximity of other services make this necessary. The Contractor cannot claim charges for any extra quantity of excavations that is necessitated by his failure to provide adequate timbering or due to the need for laying ducts or constructing manholes with additional depth. No separate charges will be paid for sheeting, bracing etc. If such extra excavations needed, Bidder / Contractor shall submit a notice in writing to the MOC (MOC NPD and / or MOC TNMD).
4.1.4
The Contractor shall dig pilot holes at his own cost to confirm the location of existing services before he commences his works in an area where existing services of MOC and third party might exist.
4.1.5
Great care shall be taken by the Contractor to avoid undermining or otherwise disturbing the ducts, cables and installation. If despite precautions, such soil is disturbed, the plant concerned shall be temporarily supported and the void filled with a concrete mixture of K-140.
4.1.6
The Bidder / Contractor shall protect and/or transfer, if necessary, MOC and other existing services in a manner approved by the concerned MOC and in accordance with the instructions of the MOC (MOC NPD and / or MOC TNMD), at Bidders / Contractors expenses.
4.1.7
The Bidder / Contractor shall keep all excavations clear of water during laying of ducts or cables, installation of M/H and H/H and joints. Bidder / Contractor shall install well point system if required. Note: No separate / additional charges are payable for water removal.
4.1.8
The line of trench shall be kept as straight as possible. Where a change in direction is indicated between M/H and H/H, the trench shall be excavated so as to provide as large radius as possible, unless otherwise noted in the drawing. Such kind of event shall be reported in writing to the MOC (MOC NPD and / or MOC TNMD) including all relevant information for final approval.
4.1.9
In no case the width of trench excavation shall be greater than it is necessary for the satisfactory execution of work. The width of the trench beneath the surface shall never exceed the width at the surface.

4.1.10 The Contractor will be solely responsible for settling of all claims, damages and other suits arising out of his work and the MOC shall neither be involved nor held responsible for settling such claims.

5 5.1
Depth of Trenches Scope of Work “ Depth of Trenches”
If the number of UPVC ducts to be installed are less than the maximum UPVC duct capacities which could be placed for the type of M/H in place, in such case ducts shall be laid at 40 cm from the base of the M/H in order to ensure the standard depth for trenching for future UPVC duct expansion. 5.1.1
Standard Depth of Trench for M/H Route
The depth below the surface to the top of the uppermost ducts shall be 0.80 m; deeper acceptable and shall be communicated in writing to the MOC (MOC NPD and / or MOC TNMD). 5.1.2
Standard Depth of Trench for H/H Route
The depth below the surface to the top of uppermost ducts shall be at least 0.6 m; deeper acceptable and shall be communicated in writing to the MOC (MOC NPD and / or MOC TNMD). 5.1.3
Direct buried cable
In case of direct buried cables the depth below the surface to the top of the cable shall be at least 1.0 m; deeper acceptable and shall be communicated in writing to the MOC (MOC NPD and / or MOC TNMD). 5.1.4
Leading-in Duct
The depth below the surface to the top of the leading duct shall be 0.4 m; deeper acceptable and shall be communicated in writing to the MOC (MOC NPD and / or MOC TNMD). 5.1.5
Crossing
In case that these routes cross the carriageway, the depth below the surface shall be 0.2 m extra. 5.1.6
Different depth for UPVC ducts
In case the depth of installing/laying of UPVC ducts is likely to be different from standard depth due to the presence of buried facilities or other reasons, the Bidder / Contractor should submit the longitudinal / geo-referenced profile drawings of the proposed new UPVC duct route. In addition the new drawings shall show the location, elevation and size etc. of all other buried facilities including all Ministry of Communications (MOC) duct routes, M/H and H/H positions. This information shall be shared with to the relevant / concerned Ministry for approval before execution. 5.1.7
Meaning of “SURFACE”
The “Surface” appearing in the context of the foregoing sub-paragraphs means the level of horizontal extension of the kerb top in case of footways and the centre of the asphalted road in case of carriageways. Where an M/H and / or H/H has to be connected with a carriageway crossing, all depths are to be related to the depths of its carriageway crossing shall not be less than the standard construction dimension.

Where the surface of the ground is uneven; the trench shall be dug to a greater depth so that the ducts or cables shall not undulate like the surface. Any grading of level, such as, is necessary at road crossings or in passing from sidewalk to carriageway and vice versa or where ducts have to enter M/H, H/H or in any other circumstances, shall be gradual as per the MOC (MOC NPD and / or MOC TNMD) directions. The MOC (MOC NPD and / or MOC TNMD) may also require the Bidder / Contractor to lay ducts in depths other than the Standard Depths given above. In such cases, Bidder / Contractor are responsible to request an official written approval / confirmation from the relevant / concerned Ministries.

6 6.1
Laying of UPVC ducts Instruc tion for laying UPVC duc ts
In general, UPVC ducts shall be used for all UPVC duct laying works. The below listed activities / Scope of Work have to be followed: a) Bidder / Contractor shall lay UPVC Ducts in accordance with the approved design drawings from Ministry of Communications and instruction of the MOC (MOC NPD and / or MOC TNMD) b) The duct configuration shall be based on the standards given in Drawing No. TX: 347/4/D-l & TX: 347/4/D-lA c)
Bidder / Contractor shall propose to the Ministry of Communications, the expansion method after performing detailed field survey
d) When proposing the expansion method, studies on the number of ducts in expansion and existing ducts, depth and arrangements of existing ducts, laying status of existing cable, road reservation and construction method as well shall be duly taken into consideration. e) Consideration shall also be made as to the shift of existing ducts and rearrangement of duct position f)
Where required by MOC (MOC NPD and / or MOC TNMD), the Bidder / Contractor has to lay new ducts instead of existing ducts which are to be abandoned. The Bidder / Contractor shall make all necessary termination arrangements and seal abandoned ducts by approved methods Note: No separate payment will be made for such works and the whole work will be measured as installing/laying of new ducts.
g) In principle, expansion toward upper direction or horizontal direction shall be made for spans between M/H h) While installing ducts at M/H position, a minimum depth below the surface and the minimum distance from duct axis to side wall / roof / base slab shall be ensured and effective duct arrangement shall be taken into consideration so that cable can be easily accommodated in M/H i)
The work for feeder route where overlapped with distribution route shall be carried out with utmost care so as not to cause any damage to existing ducts of distribution route and not to interfere with cable work
j)
The Bidder / Contractor should provide the spacers at intervals of 2 m to hold the ducts in proper alignment. Spacers should also be provided at 1 m on either side of the joint point; 3 spacers for UPVC ducts have to be installed
k) Two types of spacer’s viz. (1) top and bottom spacers, (2) intermediate spacers are to be used for the purpose. The top and bottom spacers are single sided and the intermediate spacers are double sided l)
The spacers provided at one point shall be in the same vertical plane and it may be fastened tightly with vinyl rope of less than 5 mm diameter over the spacers to secure the duct nest with a minimum of two bindings. Alternatively, any other method for jointing of spacers may be used with prior approval of the Ministry of Communications Note: In case of expansion of ducts, only the new ducts are to be connected together.

m) If UPVC ducts are not occupied fully in a pair of spacer, a small UPVC dummy dummy of a length of 30 cm should be provided in order to have a compact strength. n) Spacers should be used for UPVC UPVC ducts. Spacers supplied shall shall be suitable suitable for various configurations as per the Ministry of Communications Civil Drawing No. TX: 347/4/D-lA. 6.1.1
Spacers for UPVC Ducts
The Spacers shall conform with Ministry of Communications Standard G20:10:001:32 Clause 4-10. Samples of spacers are to be submitted to Ministry of Communications (MoC) for approval before installation at the site. The Bidder / Contractor may also use separate spacers with the interconnecting facilities. These spacers can be jointed for increasing the number of UPVC ducts and the minimum 2 tensile strength of the connecting portion shall be 50 kg/cm , or more which shall be communicated to the MOC NPD and / or MOC TNMD. Spacers shall be capable of withstanding a minimum compressive load of 500 Kg. Spacers shall be made of synthetic resin material and should be hard. Sample of spacer shall be submitted to MoC and approval obtained before installation at site. The Bidder / Contractor shall submit the technical specification, drawings, and sample spacers while submitting the offer / quotation. The cost of providing spacers shall be included in the cost of UPVC duct laying and no separate charges shall be claimed by the Contractor. 6.1.2
Laying/installing UPVC duct (110 mm)
The installation cost of laying UPVC ducts (110 mm) should, but not limited to, include the following: a) Asphalt cutting / repair b) R.C.C. / Concrete cutting c) Removal of tiles, pilot holes, holes, excavation of of all types of soil and rock, shuttering, dewatering, protection d) Transfer or rearrangement of existing cables e) Protection of existing MoC MoC ducts and other services f)

Note: As Note: As a matter of general instructions, utmost care shall be taken at the time of installation, not to damage any cable and provide perfect protection, if required. Any ´damage during installations has to be notified in writing to the MoC. Repairs are subject to be handled by MoC. 6.1.2.1
The bottom of the trench shall be cleaned of all water, dirt, sand, rubbish etc.
6.1.2.2 The bottom shall be carefully leveled, watered and rammed by the Bidder / Contractor. Where the ground is rocky the UPVC duct shall be laid on well rammed 8 cm thick layer of soil, which shall be free from stones, arranged by the Bidder / Contractor. 6.1.2.3 The Bidder / Contractor shall examine each duct before it is laid. If any defective or broken duct is laid, the Bidder / Contractor should replace it at his expense while the Bidder / Contractor cannot claim any additional charges for this. Such kind of events shall be communicated / notified in writing to the relevant MOC accordingly. In case the ducts are required to be laid through the M/Hs of other services viz, water etc., the Bidder / Contractor shall secure permission from the concerned Ministry (MPW, PAHW, MEW, others). After permission granted by the concerned MOC, make suitable holes in the walls of the M/Hs with utmost care and seal them properly with cement mortar of 1:2 mix of cement and sand after laying the ducts etc. Note: No additional charges shall be paid to the Contractor for such works. 6.1.2.4 The ducts shall not be constructed in an ‘S’ curve either either in the latitudinal or longitudinal section except the portion near M/H in case of duct expansion expansion as shown shown in MoC drawing number 347/4/D-1 & D-lA. 6.1.2.5 A maximum of two grades shall be used in ducts between M/H or H/H. UPVC duct shall run straight for a distance of not less than 3 m from the face of any M/H or H/H. 6.1.2.6 The Level Level of any part part of of a duct between MH’s shall not not be lower than the UPVC duct terminating level at the M/Hs to prevent any stagnation of water. 6.1.3
Expansion of existing UPVC Ducts
6.1.3.1 Where new new UPVC ducts are planned / instructed by the MoC in order to increase the size of an existing UPVC duct span, the new UPVC ducts shall be laid so as to maintain a standard UPVC duct configuration. 6.1.3.2 Wherever practical practical the new UPVC ducts should be laid on top of the existing existing UPVC duct. Such kind of execution is subject to the approval by Ministry of Communications Note: The Note: The practicality of such a procedure shall be determined by the minimum cover available and the requirements for UPVC duct termination arrangements at the adjacent M/Hs being acceptable to t he Ministry of Communications. 6.1.3.3 Where the installation of new UPVC ducts on top of an existing UPVC duct is impractical or is not approved, the Bidder / Contractor shall install the new UPVC ducts in accordance with the details shown on the MoC drawings for “UPVC Duct Expansion” TX: 347/4/Dl & D-lA. 6.1.3.4 The method of of excavation, laying of the new UPVC ducts and backfilling shall shall be agreed / approved by the MoC before work is commenced. 6.1.3.5 The existing UPVC duct span shall be adequately supported at all times to the satisfaction of the MoC. 6.1.3.6 In the case of expansion or increase of UPVC ducts, the Bidder / Contractor shall make the necessary re-arrangement at the terminating position if proper clearances are not obtained and submit a written report to MoC on the same for approval.

6.1.4
Replacement of existing UPVC Ducts
6.1.4.1 Where a new UPVC duct route conflicts with an existing UPVC duct route, which is to be removed after re-cabling, the existing UPVC ducts containing cables shall be carefully broken out to provide slack in the cables to allow clear passage for the new work. This is sub ject to the approval by MOC. 6.1.4.2 Slack may be obtained by releasing cables from clamps in adjacent adjacent M/Hs, the releasing of cables shall only be permitted under the supervision of the Ministry of Communications. The exposed cables shall be supported and protected to the entire satisfaction of the Ministry of Communications. 6.1.5
Repair of Ducts
The Bidder / Contractor shall repair UPVC ducts based on MOC directives. 6.1.5.1 UPVC ducts shall be repaired while the original level and alignment of the UPVC ducts are maintained to ensure that the cable can be laid or removed smoothly without obstruction. 6.1.5.2 The Contractor shall carry out all necessary excavation, backfilling and testing in accordance with the requirements of these specifications. 6.1.5.3 The Mandrel Test shall be carried out on all repaired UPVC ducts which do not contain cables. The test reports shall be submitted to MOC. Note: The Note: The Mandrel Test reports are m andatory for final acceptance by MOC. 6.1.6
Repair of blocked existing ducts in M/H and H/H Routes
In the following the subject handling blocked duct routes are defined: a) If Mandrel Test on an existing duct identified a single blockage in the entire duct span, the same has to be repaired as per MoC specifications b) If multiple blockages are found in a span, the duct duct can be abandoned or removed, removed, as per MOC instructions Note: In case new ducts must be installed in lieu of abandoned ducts, MOC will consider this requirement for payment purposes at the rate of laying of new ducts. Removal of abandoned ducts shall not be measured or paid separately but will be considered as incidental to the rates for installing the ducts. 6.1.7
Jointing of UPVC ducts
In the following, the subject of jointing UPVC ducts is specified. 6.1.8
Jointing of UPVC ducts using cement solvent.
6.1.8.1 The UPVC ducts shall be jointed with an approved cement solvent resulting in permanent gas tight and watertight joints. 6.1.8.2 After cleaning the UPVC duct ends (at least 10 cm) for dirt, dust, dust, grease, oil etc., a thin coat of solvent cement shall be applied on both sides at the joint points and pushed until snugly fit. 6.1.8.3 Shear strength and long term hydrostatic pressure of cement solvent when tested shall be in accordance with BS 4346. Joints should not be disturbed for at least 15 minutes. o At very low temperature (+5 C and less) a longer time shall be allowed. 6.1.8.4 The Contractor shall provide documentary evidence that the cement solvent proposed for use is compatible with the UPVC ducts to be used and that it has been used in similar conditions to produce watertight and gas tight joints which would satisfy the require-

ments of this specifications. It shall conform to MoC Standard G20:l0:00l:32 Clause 4.9 and International Specifications (B.S. 4346, DIN 16970 or equivalent) referred therein. Before the procurement of solvent cement in larger quantities the Bidder / Contractor shall supply 2 samples of joints made with the UPVC ducts and the cement solvent proposed for use along with test certificate from an independent laboratory for its strength and ability to withstand high pressure. 6.1.8.5 The Bidder / Contractor shall submit in detail in writing method of jointing employed making sample joints mentioned under 6.1.8.4. 6.1.8.6 After approval from MOC for the sample joints the Bidder / Contractor shall submit a detailed written proposal regarding method of field jointing which shall include manufacturer’s recommended jointing procedure with any deviations there from. 6.1.8.7 The Bidder / Contractor shall demonstrate the suitability of his proposed jointing method by making 4 test joints under field conditions in the presence of the MOC for applying the approval. 6.1.8.8 After approval for the test joints, the Bidder / Contractor shall strictly adhere to the method of jointing and any deviation from the above method shall be made only with the prior written approval of the MOC. 6.1.8.9 The cement solvent shall be supplied in sealed containers with the Manufacturer’s name and date of manufacture and date of expiry of the solvent clearly marked on them. The cement solvent shall be uniform in quality and shall contain no precipitation or floating agent. 6.1.8.10 If the cement solvent is to be used with a primer the Bidder / Contractor should supply the primer along with the cement solvent. The solvent shall be stored with the containers tightly closed in a dark and cool place away from fire: 6.1.9
Cutting of UPVC ducts
6.1.9.1 Where it is necessary to cut UPVC ducts, all burrs are to be removed and the cut end of the UPVC duct is to be chamfered. 6.1.10 Protection of UPVC ducts 6.1.10.1 If the depth below the ground surface to the top of UPVC duct is less than 80 cm in the case of M/H route and less than 60 cm in the case of H/H route the UPVC ducts should be protected by concrete K-140. 6.1.10.2 UPVC ducts laid at all road crossings shall be encased in concrete K-140 irrespective of their buried depth. 6.1.10.3 A concrete encasement shall be constructed around the duct as shown in MOC drawing number TX: 347/4/Dl & D-lA; please refer to table 5 below Concrete

6.1.10.4 The actual method of installing the encasement shall be approval by MoC before commencement of work. 6.1.10.5 The UPVC duct arrangement and concrete protection wherever provided shall be based on the standard given in MoC drawing number TX: 347/4/D-l & D-lA. 6.1.10.6 Spacers shall be used to hold UPVC ducts in proper alignment and to keep the stipulated space between each UPVC duct. 6.1.10.7 The Bidder / Contractor shall submit Technical Specification, Test Report, drawings and two samples of the proposed spacers and obtain the MOC approval for the materials of spacers to be used before ordering any spacers required to execute the work. 6.1.11
Termination of UPVC ducts
6.1.11.1 Install UPVC ducts in new or existing M/H, H/H or exchange vault, K-300 concrete shall be used to perform the water and gas proofing work. M/Hs specified in MOC drawing numbers TX: 347/4/D1 & D-lA, place the water-proof concrete in 20 cm thickness from the outside of the wall and similar terminations can be made in the case of H/H. In case of Exchange cable vault, place 100 cm thickness water-proof concrete. 6.1.11.2 In case of R.C.C. M/Hs and H/Hs waterproofing membrane, rubber rings and protection to waterproofing as well as gas proofing shall be provided to make the termination of ducts completely watertight and gastight. The Bidder / Contractor should submit the proposal required to be approved by the MOC before execution of work. 6.1.11.3 All UPVC ducts installed in Exchange cable vault or tunnel, and first M/H from cable vault should be sealed by spigot of synthetic rubber or compound irrespective of whether the UPVC ducts are occupied or unoccupied, in order to prevent entry of water and insect into the exchange before execution. 6.1.11.4
Sealing/plugging shall be done for all new ducts in MH/HH
6.1.11.5 The end of UPVC ducts shall be stopped 3 cm inside the wall from the inner wall surface of M/H, H/H and / or exchange cable vault. 6.1.11.6 And thereafter, taking duct axis, as a centre point, finishing shall be made in a trumpet shape with mortar of 1:2 mix, so that there are no projections on the surface which may cause damage to the cable; refer to MOC drawing Nos. TX: 347/4/Dl & D-lA. 6.1.11.7 In the case of UPVC ducts the UPVC duct socket (Bellmouth) may be used at the end of UPVC duct in the M/Hs/H/Hs instead of UPVC duct termination method mentioned in the previous two sub-paragraphs (6.1.11.5 & 6.1.11.6). 6.1.11.8 In case, UPVC duct bellmouths are to be used, the Bidder / Contractor shall submit a sample, drawings and technical data for approval by the MOC before commencement of the work. 6.1.11.9 The material for the UPVC duct bellmouth should be the same as that of the UPVC ducts. Regarding the size and shape of the UPVC duct socket, the Bidder / Contractor may refer to the MOC drawings that will be supplied by the MOC so as to facilitate proper cable accommodation and to have necessary strength for the joint of the bellmouth with the UPVC duct. 6.1.11.10 The whole work of sealing, termination of UPVC ducts into the wall, providing waterproof membrane, rubber rings, protection to water proofing, breaking of walls in existing M/Hs, H/Hs and exchange cable vault or tunnels, re-facing or plastering the complete wall

and dressing UPVC ducts ends shall be considered as part of the laying of UPVC ducts for the purpose of payment. 6.1.12
Road crossings
6.1.12.1 At road crossings, if the ends of UPVC ducts are not terminated in M/Hs or H/Hs, the UPVC duct openings shall be effectively sealed with an approved sealing material or end cap to prevent possible blockage of the ducts by entry of soil or water. 6.1.12.2 The UPVC duct at road crossing shall extend beyond the Kerb or asphalt line up to the centre line of the telephone reservation. Where the number of ducts to be installed is less than the maximum capacity of the M/H type designated, the UPVC ducts shall be laid to form the lowest rows of the standard configuration UPVC duct layout unless otherwise shown on the MOC drawings. 6.1.13
Re-arrangement of UPVC ducts termination for M/H wall
6.1.13.1 The Bidder / Contractor shall make necessary arrangement for duct terminating position whenever cable laying work inside manhole is difficult or if any instruction given by MOC, due to improperly existing duct terminating position in the M/H. In such case, the Bidder / Contractor shall make necessary excavation for duct-moving and re-construction of a part of M/H, if necessary. 6.1.13.2 Cost of any such rearrangement shall be included in the cost of UPVC duct laying / M/H construction. 6.1.14
Testing of UPVC ducts
Testing of UPVC ducts shall be carried out after laying and backfilling in accordance with the following requirements. All tests shall be carried out in the presence of a representative of Ministry of Communications. 6.1.14.1
Mandrel Test a) All UPVC ducts in every UPVC duct span shall be checked for alignment and freedom from foreign matter by passing two brushes attached to the ends of an approved iron or hard wood or plastic mandrel through in both directions. Where necessary or where directed by the MOC the Bidder / Contractor shall clean ducts with a stiff brus. b) The mandrel shall be 90 mm in diameter and not less than 300 mm in length. The ends of the mandrel shall not have more than a 10 mm radius. The diameter of the brushes shall be at least 60 mm greater than the nominal diameter of the UPVC ducts and at least 80 mm in length. c) All labor and materials required for the testing shall be provided by the Bidder / Contractor. The testing shall be successful if the mandrel passes freely through the UPVC duct in both directions. d) In the event of any length of any UPVC duct failing to pass the test, the entire length of UPVC duct will be rejected by MOC. e) Test results obtained by the Mandrel Test shall be properly recorded / documented and shall be immediately made available to the MOC Engineer upon request. All results shall be submitted to MOC prior to the Final Acceptance Testing in hardware and software. f) A Vinyl rope of 5 mm shall be provided after successful Mandrel Test of all ducts newly laid and after successfully rodding in exi sting UPVC ducts where

required by the MOC and all tested UPVC ducts shall be suitably color marked as approved by the MOC. The Vinyl draw rope shall be left in the UPVC duct and securely tied to the hardware at each end for future cabling. 6.1.14.2
Pressure Test a) After successful completion of the Mandrel Test the Bidder / Contractor shall test a minimum of 10% of the UPVC Duct spans in every MH/HH span (subject to minimum of one UPVC duct span) with air at a pressure equivalent to a head of 10 m of water using equipment and a method of test approved by the MOC. b) Each UPVC duct span shall be stopped and the pressure applied for a minimum period of 10 minutes to allow stabilization of conditions within the UPVC duct. The pressuring unit shall then be shut off and the pressure must remain without measurable loss for a period of 10 minutes. c) The pressure shall be measured by an approved pressure gauge accurate to 2% at the required test pressure or an equivalent water head. d) In the event of any UPVC duct span failing to pass this test all UPVC duct spans in the UPVC duct shall be tested and the MOC shall decide upon the acceptability of the UPVC duct based on the results of all the tests. Should MOC decide that the UPVC duct is unacceptable the Bidder / Contractor shall carry out such remedial, repair or replacement works as approved by MOC and the UPVC duct shall be retested.
6.1.14.3
Retesting
MOC keeps the right to instruct the Bidder / Contractor at any time in case of assumption that damages or disturbances might have occurred to any UPVC duct after the completion of the pressure test. Bidder / Contractor shall retest the UPVC duct by the mandrel and/or pressure test as per MOC instructions without any additional cost for the MOC. 6.1.14.4
Acceptance of UPVC ducts for Payment Purposes
Notwithstanding any approvals given by the MOC in accordance with the requirements of this clause, the installed UPVC ducts shall not be considered as accepted for payment until they have passed all the tests specified in this clause and written approval has been obtained from the Ministry of Communications while all test reports / test result should have been delivered by the Bidder / Contractor to MOC. 6.1.15
Leakage of Ground Water
Any leakage of ground water into any UPVC duct span of any UPVC duct will be subject for rejection by MOC for the whole UPVC duct between adjacent M/Hs and H/Hs. 6.1.16 Backfilling No backfilling shall be commenced before obtaining the approval by MOC for the works covered by the backfilling. 6.1.16.1 The space outside the walls of M/Hs, H/Hs and around UPVC ducts shall be carefully filled in with earth free from stones and rammed. Care being taken to avoid any damage on the UPVC duct at any time. 6.1.16.2 Backfilling and compaction around UPVC ducts shall be carried out as each layer of UPVC duct is installed using fine soil/sand (Filler material). If more than one layer of UPVC ducts are to be installed the spacers required for supporting the second layer of UPVC ducts

must be pushed on before the filler material is bedded around the first UPVC duct layer. When laying all further layers proceed in a similar manner. 6.1.16.3 The filler material introduced into the trench should be watered and compacted between the UPVC ducts with wooden rammers. The filler material should be leveled with each laid out UPVC duct layer in succession, whereby the thickness of filler material above the upper most UPVC duct layer must be 10 cm. 6.1.16.4 The upper layer above UPVC ducts shall be filled only after approval of pressure test and compaction between UPVC ducts by MOC’s representative. 6.1.16.5 All excavated materials shall be screened to get soil free from rubbish, stone, deleterious materials etc. and soil shall be approved by MOC before backfilling. This soil shall be replaced in layers not exceeding 20 cm thick after compaction. 6.1.16.6 The compaction field density to a degree of 95% in paved areas and 90% in unpaved areas of the maximum possible density of the same type of soil as tested after being compacted in the laboratory or to the requirements as per the Kuwaiti General Specifications for Roads and Drainage. Compaction in the laboratory will be achieved by modified proctor method. 6.1.16.7 Power rammers shall be used whenever practicable and where such use is impracticable, hand ramming may be used. 6.1.16.8 Degree of compaction of backfilled material shall be tested in accordance of ASTM or BS or Kuwait Standard Test Procedure. 6.1.16.9 Test should be carried out at the rate of at least one specimen per span, per layer or as directed by the MOC. 6.1.16.10 In case the specimen does not confirm to the required density and thickness, additional test may be taken to ascertain the limit of failing UPVC duct span, after which the Bidder / Contractor shall re-excavate, breakup, fill, water, compact and level the layer again, if necessary, replace the material or add new soil at his own expense. 6.1.16.11 The Bidder / Contractor shall allow in his daily schedule of work enough time to permit the performance and checking of test before proceeding to any subsequent operation. Any faulty compaction shall be rectified by the Bidder / Contractor to the satisfaction of MOC. 6.1.16.12 The test for Compaction shall be performed by the Bidder / Contractor at Government laboratory at his own expense. 6.1.16.13 Test result obtained through proctor test method shall be properly recorded and be included as document for Final Inspection and Acceptance Tests. 6.1.16.14 The Bidder / Contractor shall remove all surplus material such as waste earth/soil, broken UPVC ducts, and all debris from site and leave all affected areas and surfaces in a clean and proper condition to the satisfaction of the MOC, the Municipality Inspector, and Road Section of the Ministry of Public Works. The Bidder / Contractor shall furnish a certificate that all surplus materials have been cleared after the completion of the work; this certificate shall accompany the Bidder / Contractors invoice. 6.1.16.15 The Bidder / Contractor shall daily maintain the ground level of all road crossings by providing fillings as necessary until re-surfacing has been finalized. 6.1.16.16 The surface of all footway trenches shall also be regularly maintained by the Bidder / Contractor until such time as he shall undertake permanent reinstatement.

6.1.16.17 Poor compaction of fill, failure to leave the site of work clean and tidy or nonobservance of any requirements laid down above or of directions given from time to time will be regarded as a serious breach of contract which if repeated, be sufficient to justify the MOC taking action against the Bidder / Contractor. 6.1.16.18 The Bidder / Contractor shall reinstate trenches in paved or unpaved footways to match the original surface (ground level). Reinstatements of concrete in site or concrete flags and tile paving shall be carefully executed and matched to the original surface. Any new flags or tiles used in replacement of broken / chipped ones shall match the original in color, size, design and shall be mortar bedded and jointed. All necessary materials shall be provided by the Bidder / Contractor at his own cost.

7.2
Relevant specifi cation for M/Hs and / or H/Hs
7.2.1
The Bidder / Contractor should inform the MOC to check the measurement of reinforced bars according to the diagrams prior to the placing of concrete in the mould in case of Reinforced Cement Concret e (R.C.C.) M/Hs and / or H/Hs.
7.2.2
R.C.C. M/Hs situated wholly or partially below the ground water level shall be protected by applying self adhering waterproofing membrane to the external surface.
7.2.3
M/Hs situated wholly above the ground water level shall be protected by painting two coats with rubberized bitumen. The Bidder / Contractor shall submit to the MOC for approval the samples and procedure of work before execution.
7.2.4
Pre-cast M/Hs shall be provided with 110 mm outer diameter UPVC bell mouths on all faces according to the full capacity of the M/H.
7.2.5
Pre-cast H/Hs shall be terminated with two / four numbers 110 mm outer diameter UPVC bell mouths on each terminated face and two/four numbers 50 mm outer diameter UPVC bell mouths for leading in pipe termination.
7.2.6
Cast insitu H/Hs shall be terminated 110 mm outer diameter UPVC ducts instead of bell mouths. Two / Four numbers 50 mm outer diameter PVC leading-in duct termination of 1 m length shall be provided one on each side of cast insitu H/Hs instead of bell mouths. Duct ends, bell mouths and lead-in ducts which are not extended shall be sealed in an approved manner at both ends.
7.2.7
In all R.C.C. M/Hs / H/Hs (cast insitu) in which number of ducts terminated is less than the full capacity, additional number of ducts required to make up full capacity shall be installed for a length of 1 m on each termination face and their ends shall be sealed in an approved manner.
7.2.8
Bell mouths for M/H / H/H shall be approved by the MOC before execution.
7.2.9
Iron works for M/H and H/H shall conform to the materials and supplies specifications of MOC.
7.2.10 Anchor iron should not be placed by breaking a part of M/H but should be placed before placing of concrete. For R.C.C. M/Hs, anchor iron should be set in shuttering and concrete cast. 7.2.11 Position of step installation shall be between neck and slab in case the neck is provided and at a middle point of slab in ease neck is not provided. 7.2.12 The cement blocks approved by the MOC for repair of existing M/H / H/H etc. shall be properly bedded in mortar with all joints full, courses level and faces vertical. Cement blocks shall be pre-soaked for a minimum of 4 hours immediately prior to use. 7.2.13 Exposed faces and internal faces of M/H and / or H/H shall be finished smoothly as there is no ruggedness of cement and bond and plaster as shown in the drawings. 7.2.14 The block work for the outer face of MH and / or HH should be well pointed.

7.2.15 In paved areas such as Carriageway, Footways etc., M/H and / or H/H covers shall be set to the same level and to the same falls as the surrounding paved areas. In unpaved areas M/H neck shall be set 200 mm above finished surface level unless otherwise shown on the drawings or directed by the MOC. In all cases the Bidder / Contractor should collect information about future plan of road and should decide the level in consultation with the MOC. Note : All the above work including materials shall be considered as part of the work of M/H and / or H/H construction for purpose of payment.
7.3
Constr uct ion details for M/Hs and / or H/Hs
Hereafter the basic constructions guidelines to be followed by Bidder / Contractor building M/Hs and / or H/Hs are defined. 7.3.1
In the case of M/Hs in water-logged areas, water-proofing, shall be done by the Bidder / Contractor at his own expense.
7.3.2
The M/Hs and / or H/Hs shall be thoroughly cleaned after construction is over and shall be free from water, dirt, sand, rubbish etc.
7.3.3
All M/Hs and / or H/Hs shall be watertight and constructed at locations as shown in the MOC approved drawings.
7.3.4
The Bidder / Contractor shall provide housing base on the roof of new M/H designated for, installation of distribution street cabinet in accordance with MOC Drawing No TX 347/6B/D or as instructed and approved by MOC according to the type of street cabinet to be used.
7.3.5
In case of fixing a street cabinet on an existing M/H, the Bidder / Contractor shall construct street cabinet base on the new slab after demolishing the roof in full and in accordance with detailed drawings, approved by the MOC.
7.3.6
Removal of a street cabinet from existing M/H shall be made by removing bolts fixed to the housing base and then the base may be removed. The gap shall be filled with K-300 concrete after chiseling a portion about 20 cm in width and 5 cm in depth; recovered street cabinets shall be returned to the MOC Store.
7.3.7
The Bidder / Contractor shall provide necks for all new installed M/Hs; refer to MOC Drawing No. TX 368/1. The c onstruction of the neck shall be of R.C.C.
7.3.8
Height of the neck shall be of 20 cm. Necks of height above 20 cm. up to 60 cm is allowed, if the site conditions do not permit to have 20cms height. Whenever the height is less than 20 cm or more than 60 cm, the Bidder / Contractor shall submit the necessary detailed documents for MOC’s approval; a neck higher than 60 cm may be directed by MOC in special cases.
7.3.9
Bidder / Contractor shall fix the number plates for each new and existing (if missing) M/Hs and / or H/Hs respectively.
7.4
Special M/Hs and / or H/Hs
The Bidder / Contractor may also be required to build special M/Hs and / or H/Hs based on site situations. In such cases, the Bidder / Contractor shall prepare new drawings and submit them to the MOC for due approval and shall submit the strength calculations of the structure for such special M/Hs and / or H/Hs.

Bidder / Contractor shall provide for special M/Hs and / or H/Hs, but not limited to: a) Detailed design Layout b) Drawing and strength calculation e.g. R.C.C., steel works, etc. c)
Work schedule (executing the installation of special M/H / H/H)
7.4.1
Special types of M/Hs and / or H/Hs are duly a part of the work of the Bidder / Contractor and hence the Bidder / Contractor cannot claim any additional payment for this from MOC.
7.4.2
If the variation of the total quantity of R.C.C. (Reinforcement concrete plus Cement concrete plus Cement blocks) due to the modification (in respect to prepare special M/H and / or H/H), alteration etc. is less than 15% of the required material needed as for standard M/H and / or H/H, no extra charges can be claimed from MOC. For material calculation of the aforementioned M/H and / or H/H variations (is less than 15%), the neck shall not be considered/neck shall remain the same.
7.4.3
If the variation of the total quantity of R.C.C. (Reinforcement concrete plus Cement concrete plus Cement blocks) due to the modification (in respect to prepare special M/H and / or H/H), alteration etc. is more than 15% of the total material needed as for standard M/H and / or H/H, in such the additional cost for the special type of M/Hs and / or H/Hs shall be calculated on pro-rata basis of the special M/H and / or H/H against the standard M/Hs and / or H/Hs as specified by from MOC.
7.5
UPVC duc t termi nations for M/Hs and / or H/Hs
UPVC duct terminations in M/Hs and / or H/Hs shall be in position so as to facilitate accommodation of cables. 7.5.1
New ducts to be installed or expanded in a M/H shall be terminated at the centre portion of the M/H in the horizontal plane.
7.5.2
Minimum distance between the top duct axis and the roof slab or the bottom duct axis and the base slab shall be 40 cm.
7.5.3
Corresponding UPVC ducts shall be terminated on the same level. In L-type, T-type and Exchange type M/Hs, level difference between UPVC ducts fixed in the straight direction and branching off direction should be not less than 34 cm to ensure non interference in cable laying and jointing at any time.
7.5.4
Cable racks fitting position for S-1 type and L-1 type M/H shall be only one side (Building side) and so position of duct termination shall be at the cable racks fitting side from the centre line of the M/H.
7.5.5
The angle of UPVC ducts termination with M/H and / or H/H shall be at right angle. If this is not possible the Bidder / Contractor should submit the longitudinal profile drawings of the proposed duct route showing the Location, size and elevation etc. of all other services including MOC UPVC ducts, M/Hs and / or H/Hs to the MOC for approval.
7.5.6
If the number of ducts terminated is less than the maximum capacity of the M/H and / or H/H UPVC, spare ducts of a length of 1.0 m shall be provided to obtain the maximum capacity of the M/H and / or H/H. The ends of these UPVC ducts shall be sealed in accordance with MOC specifications; no additional payment will be given for the UPVC spare ducts.

7.6
Number plate for M/Hs and H/Hs
Each M/H and each H/H requires a number plate containing the relevant network information required to identify the position of the same with respect to the MOC As-Built drawings. 7.6.1
The number plate shall be of size 100 mm x 60 mm and shall be made of V2A stainless steel plate 1 mm thick. The plate shall be provided with four (4) holes 4 mm diameter for fixing on wall with screws and dowels. Letters shall be of size 7 mm, embossed or engraved and painted in black with white background painting in the plate.
7.6.2
Number plate for M/H shall clearly mention name of Exchange area, M/H number, type and size of M/H and year of installation. Sample of number plate and method and position of fixing should be got approved by MOC, before commencement of work.
7.6.3
Number plate shall be fixed with V2A screws and dowels on the neck of M/H or the shorter side wall of H/H at 10 cm below the frame.
7.6.4
In the case of existing M/H without neck, number plate shall be fixed at roof slab near the frame of manhole cover.
7.7
Adju sti ng existing M/H neck levels
MOC Guidance for Bidder / Contractor for adjusting existing M/H necks in order to match with the ground level conditions at the site. 7.7.1
The Bidder / Contractor shall construct neck on existing M/Hs to a height up to 20 cm or above 20 cm up to 60 cm depending on the ground level conditions.
7.7.2
A neck higher than 60 cm may be directed by MOC in special cases. Such special cases shall be addressed to MOC for approval.
7.7.3
The existing M/H cover and frame shall have to be recovered in the first stage, taking due care for the existing cables, joints, fixtures etc., inside the M/H. The existing roof shall be chiseled to a depth of 5 cm and width of 25 cm around.
7.7.4
Construction of the M/H neck is the same as in the case of new M/H construction; refer MOC Drawing No. TX: 368/1.
7.7.5
The surface of the M/H roof around the M/H neck shall be given a smooth finish and the M/H cover placed after curing.
7.7.6
If the M/H neck of an existing M/H is out of the road surface, banking around the M/H neck should be done to avoid danger to pedestrians and vehicles etc. The correct banking material should be piled up to the same level as the neck with easy slope and should be compacted sufficiently so that it is not blown away by wind etc.
7.7.7
Bidder / Contractor should investigate about the places where the banking is to be done at the time of field survey and should get approval from MOC; related to point 7.7.6.
7.8
Constr uct ion of new M/Hs and/or H/Hs and demolis hing, recons truc ting exis tin g M/Hs and/or H/Hs
Guidelines for Bidder / Contractor for demolishing and reconstructing existing M/H and / or H/Hs at the site as well as constructions of new M/Hs and / or H/Hs interposing existing cable carrying UPVC ducts.

Bidder / Contractor shall support and protect the existing cables, UPVC ducts and other infrastructure facilities with a completely safe method as approved by the MOC in case of execution; any unexpected damages to be addressed to MOC accordingly.
7.8.2
M/Hs and / or H/Hs and the portions of the UPVC duct termination shall be such that on completion, all existing cables will be fully supported on the cable racks.
7.8.3
Existing UPVC ducts falling within the newly constructed manhole shall be cut without damaging cables, if required by MOC. Such cutting and removal of UPVC ducts shall be treated as part of M/H construction.
7.9
Replacement of mis sing M/H and / or H/H co vers
Guidelines for Bidder / Contractor to replace missing M/H and/or H/H covers of existing M/Hs and/or H/Hs. 7.9.1
The Bidder / Contractor shall install a M/H cover to the existing M/H where cover is missing or damaged. M/H covers voids shall be filled with K-300 concrete.
7.9.2
The Bidder / Contractor shall install a H/H cover to the existing H/H where cover is missing or damaged.
7.10
Replacement of existin g M/H roo f
Guidelines for Bidder / Contractor for replacing damaged of existing M/H roofs. 7.10.1 The existing M/H roofs, which have slid or which are damaged shall be replaced. While demolishing the roof, care must be taken not to cause any damage to cables and other facilities in the M/H.
7.11
Rearrangement of existin g UPVC ducts in exist ing M/Hs
Guidelines for Bidder / Contractor for rearrangement of existing UPVC ducts within existing M/H. 7.11.1 In case of UPVC ducts projected inside an existing M/H, the Bidder / Contractor shall clear the inner wall face of the M/H in the area of 3 cm of UPVC duct circumference and 3 cm in depth to cut the UPVC duct off. The Scope of Work as mentioned in para. 7.5 “UPVC duct terminations in M/Hs and / or H/Hs” shall apply and UPVC duct face shall be finished by plastering. Remark: Care shall be always taken not to cause any damage to the existing cable; in case this might have happened, this shall be addressed to MOC.

7.12
Demolis hin g of M/Hs and / or H/Hs
Guidelines for Bidder / Contractor for demolishing of existing M/Hs and / or H/Hs 7.12.1 In case of removing existing M/Hs and / or H/Hs, the Bidder / Contractor shall perform the removal work with utmost care, in order to ensure that the cable joints as well as the other available infrastructure are not damaged; any unforeseen damages to be addressed to MOC accordingly. 7.12.2 In case a new M/H construction is required at the same place, where the existing M/He has been removed, costs for excavation, backfilling and restoration shall not be duplicated in the price schedule.
7.13
Racks and sup por ts items for existi ng M/Hs and/or H/Hs
Guidelines for Bidder / Contractor related to racks and supports for existing M/Hs and/or H/Hs. 7.13.1 In case, cable racks are not sufficient in quantity or corroded in the existing M/H and / or H/H, the Bidder / Contractor shall provide cable racks at the specified position, in accordance with the MOC specified drawings and the MOC specified position for supporting cables. 7.13.2 For installing the cable rack, it is necessary to make a cavity at the position of fixing the hook-bolt and to fill the same with mortar (mixing ratio-Cement, Sand 1:2) and insert the hook-bolt in to the cavity; surface shall be finished with plastering.
7.14
Missing ladder in a M/H
Guidelines for Bidder / Contractor in respect to missing ladder in a M/H. 7.14.1 The Bidder / Contractor shall provide galvanized iron ladder for the existing manhole with the M/H number duly embossed or engraved on it as per the MOC specifications. 7.14.2 Ladder shall be supported in the M/H step as per MOC specifications. The position of step installation shall be between neck and slab in case the neck is provided and at a middle point of slab in case the neck is not provided. If the neck height is more than 40 cm, steps shall be provided at every 25 cm.

11 Lead-In Duct 11.1
General items for Lead-In UPVC duc t
Leading-In UPVC ducts have to be provided by Bidder / Contractor between the MOC M/H, H/H and Pole and the subscriber premises. The UPVC ducts used shall have an outer diameter of 50 mm and a wall thickness of at least 3 mm. In the following, further guidelines are given installing the Leading-In pipes. “As a General rule, all lead-in UPVC ducts from M/H, H/H or wooden Pole shall be directly coupled with the subscribers intake duct.” In case for any specific reason the lead-in UPVC duct from M/H, H/H or wooden Pole has to be terminated in a draw box on the boundary wall, special permission of MOC shall be obtained. The lead-in UPVC duct subject considers two different areas: a) Villa (Residential and Small Business); refer to annex 18.2 – 18.3 b) Multi-Story Buildings (residential; commercial buildings, Public buildings e.g. Government, Universities, Municipality, etc.); refer to annex 18.4 – 18.5 11.1.1 The Bidder / Contractor shall lay lead-in UPVC ducts up to the subscriber’s intake ducts. 11.1.2 The lead-in UPVC ducts to be coupled with the laid intake UPVC pipe from subscriber at the outside boundary wall of the subscriber premises. 11.1.3 If the subscriber intake UPVC duct is already laid by the subscriber and terminated in a draw box on the outside of the boundary wall, the intake duct shall be exposed below the ground and MOC lead-in UPVC duct from M/H, H/H or Pole shall be coupled with the intake UPVC duct. 11.1.4 The method of coupling shall be got approved from MOC. 11.1.5
A draw rope of thermoplastic material of minimum 5 mm diameter shall be laid throughout the length of the UPVC duct from M/H, H/H or Pole to the draw box inside the building. The rope should be securely tied to its hardware at each end for laying cable at a later stage.
11.1.6 The lead-in to be laid by MOC Bidder / Contractor shall be of UPVC from the M/H, H/He or pole to the subscribers intake UPVC duct. 11.1.7 The exposed portions near the pole shall be of galvanized iron in accordance with MOC material specifications. 11.1.8 Suitable adoption according to the size of the UPVC ducts must be provided by the Bidder / Contractor to connect the G.I. and UPVC ducts with the approval of the MOC.
11.2
Lead-In Micro Pipe design
Bidder / Contractor will be instructed by MOC when the Lead-In micropipe design may apply for a new service area before approving the relevant design drawings. If subscriber intake UPVC ducts laid up to outside the boundary wall, one intake UPVC duct shall be extended by Bidder / Contractor and coupled with the 110 mm outer diameter main MOC UPVC duct for the purpose of pulling in micro pipes as and when this technology is adopted by MOC.

This method of coupling shall be approved from MOC before the work is carried out at site.
11.3 Install ation of Leadin g-In UPVC duc ts Guideline related to install leading-in UPVC ducts and the relevant accessories DP-Box (only relevant for overhead installation/wooden poles), Termination in Box / H/H / Coupling to existing subscriber’s UPVC ducts, wall numberi ng, ONT labeling. 11.3.1 A marker plate made of steel (V2A standard) and size 10 cm x 10 cm, showing the location of the leading-in pipe from the subscriber end, shall be fixed on the outside wall by the concerned agency/owner constructing the building. 11.3.2 A power socket of 230V AC has to be provided by the side of main termination box inside the building by the concerned agency / building owner powering up the future MOC GPON ONT. 11.3.3 In case, no intake UPVC duct exists in the subscriber’s premises, the Bidder / Contractor shall obtain the subscriber’s consent on the position of intake UPVC duct to be laid; subject to be addressed to MOC. After installing the two intake UPVC ducts (50 mm outer diameter) by the concerned agency/owner between the in-house Terminal Box and the outside of the boundary wall the two Intake UPVC ducts shall be properly sealed as per MOC standard at both ends. 11.3.4 Before backfilling MOC shall conduct inspection and acceptance of the work. 11.3.5 Bidder / Contractor shall lay lead-in UPVC duct from M/H, H/H or wooden pole to the boundary wall / premises of the subscriber. 11.3.6 The route of the lead-in ducts shall be shortest. In footpaths, care is to be taken of other services and standard reservations as shown in MOC Drawing number TX: 320/G. 11.3.7 The lead-in duct shall bend smoothly at a radius more than 6 times the outer diameter. 11.3.8 The depth from ground surface to the top of the duct should be at least 40 cm. 11.3.9 The ducts shall be so coupled throughout the whole length that there will be no difficulty in laying of the lead-in cable. 11.3.10 Warning tape shall be placed 10 cm above the duct; sample of the warning tape shall be submitted to MOC and got approved prior to installation. 11.3.11 Joints of leading in UPVC ducts shall be made with UPVC couplings and sealed with solvent cement (BS 4346). 11.3.12 Coupling for jointing UPVC duct to 50 mm G.I. duct should be made of UPVC and have one end threaded and the other end shall be suitable for sealing with solvent cement. 11.3.13 In case, if any subscriber laid UPVC intake ducts of different diameter which is more than 50 mm outer diameter and not as per MOC standard, a reducing coupler shall be used; Bidder / Contractor shall in such cases submit sample to MOC for prior approval. 11.3.14 In case the subscriber laid UPVC Intake ducts which are less than 50 mm outer diameter, notification shall be addressed to subscribers to replace the same with standard UPVC ducts. 11.3.15 Pre made bends should have a minimum radius of 6 times the outer diameter of the UPVC duct; refer to MOC Standard G20:10:001:32

11.3.16 All galvanized steel ducts to be buried, should be given a protective coating of bitumen. Note: These are applicable only in case where temporarily Overhead services are / will be provided by MOC. 11.3.17 The Bidder / Contractor shall write the D.P. Number on the D.P. Box cover, installed on the wooden pole as instructed by the MOC. 11.3.18 Any damage to subscriber’s property during the work shall be made good by the Bidder / Contractor at his own expense/cost; such event to be notified in writing to MOC. 11.3.19 After laying the lead-in UPVC duct and joining the intake, both ends (from H/H or M/H side and subscriber side) shall be carefully sealed with removable sealing compound to prevent insects and reptiles getting entry into the building as well as dust, sand, soil etc. entering the UPVC ducts. 11.3.20 The Bidder / Contractor shall reinstate all trenches for laying lead-in UPVC duct in paved or unpaved footpath and all other places to match the original surface. 11.3.21 In any case if it is not possible to fix the MOC lead-in UPVC ducts as per the MOC specifications and drawings, prior approval from MOC shall be obtained. 11.3.22 The cost of lead-in UPVC ducts shall include all accessories, DP-Box (only relevant for overhead installation/wooden poles), Termination in Box / H/H / Coupling to existing subscriber’s UPVC ducts, wall numberi ng, ONT labeling, etc.

12 Distribution cabinets 12.1 Installation of dist ri buti on cabinets 12.1.1 Guideline related to the installation of distribution cabinets in case additional/new distribution cabinets are required to be supplied and installed by other Ministry. This chapter applies only in case of copper network infrastructure. 12.1.2 Copper Distribution Street Cabinets of the size up to 2,400 copper pairs shall be supplied and installed by the Bidder / Contractor. The locations of these Street Cabinets will be shown in the MOC Drawings of T.P.F.D. (Telephone-Plant-Feeder-Duct) enclosed. 12.1.3 The Copper Distribution Street Cabinets shall be of such a size that it can be installed on any type of MOC M/Hs. 12.1.4 Copper Distribution Street Cabinets shall be installed on a reinforced concrete base in accordance with MOC Drawing number 347/6B/D, or as approved by MOC according to the type of Copper Street Cabinet used, to be cast along with the roof of the M/H, while the M/H being newly constructed, or the base may have to be cast over an existing M/H. 12.1.5 The Street Cabinet foundation bolts shall be suitable for fixing while casting the concrete. 12.1.6 Special care shall be taken to ensure that the Street Cabinet articles shall be securely fixed / embedded with correct position and the Bidder / Contractor shall, at his own expense, provide all necessary templates, temporary supports and other plant and labor required. 12.1.7 Items to be embedded in the concrete shall be clean and free from oil or foreign matter that would weaken the bond of concrete to these items. 12.1.8 The Bidder / Contractor shall make the distribution cabinet watertight, by sealing all apertures in the cabinet base. 12.1.9 The Copper Distribution Street Cabinet shall be installed at the down side corner of the MH on the building line side and parallel to the road and facing the building side. 12.1.10 In case of Copper Distribution Street Cabinets with doors on both sides, the side facing building will be on the front side (Face A) and side facing road will be the back side (Face B). The position and type of the Cabinet shall be approved from MOC before execution. 12.1.11 The Bidder / Contractor shall write the Copper Distribution Street Cabinet number at front and back on each cabinet as instructed by the MOC. The lettering shall be 100 mm block lettering. The paint shall be water proven, harmless to the environment, resist strong sunshine and suitable to be used in a climate like Kuwait, etc. Bidder / Contractor shall provide sample and certified certificates for prior approval to MOC. 12.1.12 The Bidder / Contractor shall install guard posts around new Copper Distribution Street cabinets as well as for existing Copper Distribution Street cabinets; refer to MOC Drawing number TX: 449/1. 12.1.13 The Bidder / Contractor should advise MOC about M/H for which guard posts are to be installed at the time of field survey, and should get approval from MOC. 12.1.14 The Copper Distribution Street Cabinets shall be earthed as specified in MOC Standard G20:10:001:24.

12.1.15 The earth wire entry UPVC duct installed in the Copper Distribution Street Cabinet base shall be sealed properly after installation of earth wire, to prevent entry of water. 12.1.16 The Bidder / Contractor should include in his field survey report the details of existing Copper Distribution Street Cabinets which are to be earthed/have been proper grounded/connected to the earth.

13 Guidance concerning other infrastruct ure services 13.1
Clearance to other undergr ound serv ices and facilit ies
Guideline to be followed by the Bidder / Contractor during installation of MOC civil plant with respect to other infrastructure services using the same service corridor assigned by the Government of Kuwait. Other service providers are the following: a) b) c) d) e)
Ministry of Electricity and Water (MEW) Ministry of Public Works (MPW) Ministry of Interior (MOI) Public Authority for Housing and Welfare (PAHW) Kuwait Oil Company (KOC)
13.1.1 Subject to the requirements of other service Ministry, Authorities and Companies, a minimum clearance of 150 mm shall be provided between telephone installations and other Ministry/Parties services. 13.1.2 Electricity Supply Poles and Pylons, Road Lighting Poles and Masts, Traffic Sign and Signal Poles, Gantries and Overhead Supports - A minimum of 150 mm shall be provided from the above facilities and their foundations to any telephone installations. 13.1.3 Electric Cables: The minimum clearance between telephone cables and electrical cables shall be as follows: a) High Voltage Single Core Cables of Voltage ≥ to 650 V but not more than 132 KV. Clearance: min 450 mm b) High Voltage Multicore Cables of Voltage ≥ to 650 V, but not more than 32 KV (with resistance earthing of neutral for 132 KV). Clearance: min 300 mm c) Low Voltage cables of Voltage < 650 V. Clearance: min 150 mm 13.1.4 Exceptionally, with the permission of the MEW and the MOC, the clearances given in a) and b) above may be reduced at crossings of electric cables to a minimum of 150 mm. In such cases, a 75 mm thick layer of K-140 concrete shall be placed between the electric cables and the telephone cables. The concrete layer shall be sufficiently wide to overlap the electricity cables by 75 mm on either side and be not shorter than the width of the telephone plant. 13.1.5 The minimum clearance between telephone installations and electric cables of voltage of 132 KV with direct earthing of neutral and all cables carrying voltages greater than 132 KV shall be determined as a special case for each locations. 13.1.6 No reduction of the clearance shown on the MOC drawings will be permitted without prior approval of the MEW and MOC. 13.1.7 The Bidder / Contractor shall be responsible for obtaining details of the type of electric cables to be crossed by or to run adjacent to the telephone plant to be installed under the contract.

14 Bidder / Contractors responsibili ty for maintaining MOC plants 14.1

Guideline for the Bidder / Contractor regarding responsibility for maintenance and protection of plant installed under his contract. 14.1.1 Bidder / Contractor shall be solely responsible for maintenance and protection of plant installed by the Bidder / Contractor until such plants are finally provisionally handed over to the MOC and the acceptance certificate has been issued by MOC. 14.1.2 In case any damage is caused to MOC Plant before provisional handing over / acceptance certificate issued, it is the responsibility of the Bidder / Contractor to repair the plant without delay and any additional cost to MOC. 14.1.3 Any additional cost incurred due to such damages should be settled with the relevant Agencies / Bidder / Contractors and any of the above responsibilities shall not be transferable to MOC. Notification in writing shall be addressed to MOC for such events.

15 Completion reports and drawings 15.1
Documentation
MOC Guidance for the Bidder/Contractor concerning completion reports and drawings. 15.1.1 Completion reports and drawings On completion of work, the Bidder / Contractor shall prepare a written report of the final acceptance testing including the tabulated results of all mandrel, pressure and compaction tests carried out, to the MOC Engineer which shall be accompanied by: a) 3 copies of completion drawing set including new installed plants marked in red b) As-built Drawings to scale 1:2000 and conforming to A-1 size showing actual status of As-built facilities c) As-built drawings shall include three sets of prints and one set of drawings on polyester film of 75 Microns (0.003”), from which prints can be taken out d) Key map to a suitable scale showing clearly the location of routes installed (existing and new) e) The completion drawing should include the following information: - Names of main road - Width of road / footpath - Distance of central line of plant from Curbstone or centre of road - M/H and H/H numbering - Type of M/H-S1, M/H-S2 etc. and if ordinary or R.C.C. - M/H Span, H/H Span (from Centre to Centre of H/H to H/H or M/H to M/H or M/H to H/H) - Cabinet number, Draw Box number, DP number - Numbers and types of ducts - M/H and H/H loading drawings of the UPVC ducts - Depth of top level of ducts if it exceeds 1 m (or complete profile drawings) - Plot numbering, names of Public buildings in Arabic and English - Leading-In duct proposals - Splitter / splice closure as per MOC network design - Crossings - Details of protection of ducts (concrete encasement) - The symbols to be used in all drawings to be prepared and submitted for approval to MOC, must be as per the MOC specification and standard; please refer to annex 18.9 - The MOC Monograms must be as per the MOC specification and standard; please refer to annex 18.6 – 18.8 f) The above listed drawings (As-Built) shall be submitted in hard and softcopy (AutoCAD DWG-Format) or any format as defined / addressed by MOC such as GIS 15.1.2 After scope of work is completed, all tests conducted as specified by MOC or others and all required relevant documents have been submitted/available to MOC, the Bidder / Contractor has to send an official notification in writing to MOC for processing the acceptance and inspections test. 15.1.3 After successful acceptance and inspections tests by MOC, MOC will issue a provisional acceptance certificate of the plant. 16 Inspecti on and Acceptance test 16.1
Inspection
Hereafter Guidance provided for the Bidder/Contractor concerning inspection and acceptance test to be conducted. 16.1.1 The Inspection and Acceptance Tests specified herein shall be made after the physical completion of the external plant facilities and shall not replace the normal supervision, inspections and tests to be made by the Bidder / Contractor and the MOC during the progress of the construction work. 16.1.2 All Inspection and Acceptance Tests specified herein shall be performed by the Bidder / Contractor at his cost under the supervision of MOC. Any reinstatement after the inspection is to be done by the Bidder / Contractor at his own cost. 16.1.3 The main items of visual Inspection and Acceptance Tests by MOC in respect to civil works infrastructure are listed below in table 7. 16.1.4 Physical completion of external plant facilities The physical completion of External Plant f acilities shall fulfill the following: a) M/H and UPVC ducts for Feeder Cable routes recorded E2E b) H/H and UPVC ducts for the Distribution Cable routes recorded E2E 16.1.5 Necessary equipment, laborers and costs for the Acceptance Tests and for any other tests required under this specification shall be provided by the Bidder / Contractor. Written reports including the tabulated results of the tests made by the Bidder / Contractor shall be prepared, signed by the Bidder / Contractor and submitted to MOC upon completion of the work. 16.1.6 The Bidder / Contractor shall perform Mandrel Test by using hard wooden mandrel of 90 mm in diameter and 300 mm in length. The Bidder / Contractor shall also perform Pressure Test as per para 6.1.13.2 of this specification. UPVC ducts to be tested shall be designated by the Ministry of Communications. In case during the test mandrel cannot be pulled through the UPVC duct or failure of pressure test during the acceptance tests, the ducts shall be rejected and acceptance certificate will be not issued by MOC. 16.1.7 The Bidder / Contractor should repair all defects in the plant and re-offer for second inspection within 21 calendar days from the date of first inspection. If the work is again rejected in the second inspection or if the Bidder / Contractor fails to repair the defects within 21 calendar days, MOC reserves the right to accept the work with due compensation from the Bidder / Contractor to the MOC for repairing the defects. If third inspection is required, MOC may charge the Bidder / Contractor an inspection fee which will be decided by MOC. These compensation and other charges are without prejudice to any provision contained in the contract or penalty for delay etc.
