Cell selection and reselection are very important when a cellular operator is giving best services to its subscribers. These are the techniques which are used whenever a mobile station wants to get connected with any service provider. When a mobile station is attached to a network it needs to remain attached for proper operation. Cell Selection allows a mobile station to connect to a network when it is switched on either for the very first time or after a usual switch off process. When a mobile a connected to a network and moves form one location area to another while it is not in its busy state then it needs to contact the network and make a cell reselection so that it is always synchronized with the network. Mobile station is solely responsible to originate these processes and then the network performs operations on these requests.

When MS is turned on it will try to contact a public GSM PLMN, so the MS will select a proper cell and extract from the cell the control channel parameter and prerequisite system message. Due to fading features of the radio channel, the C2 values of two adjacent cells measured along their borders will fluctuate frequently cell reselection which will increase network signaling flow and will load to low efficiency use of radio resources.

Cell Selection Hysterics (CSH) To minimize this issue we have another parameter CSH, which requires that the signal level of the adjacent be larger than the local cell signal level and their difference be larger than the value specified by the cell selection hysterics. CSH is represented in decimal numbers. Its unit is dB. Its range is 0 to 14, its step length is 2dB and its default value is 4.

If CBA for a cell is YES then we cannot select or reselect the cell. It can be use for handover only.

Cell Bar Quality (CBQ) In area where cell overlap with each other and differ in capacity, traffic and function, the telecom operator often hopes that the MS can have priority in selecting some cells, that is, the setting of cell priority . This function is set by a parameter “Cell Bar Quality” CBQ.

Conclusion Cell selection and reselection is a process which keeps the mobile station in contact with the network. It helps and gives accurate decision to reselect the cell while mobile station is being served by another cell, to maintain the traffic load and appropriate availability of the power. It recommends a cell to select after long calculations of number of parameters which give accurate decision.
